MINUTES HISTORIC PRESERVATION BOARD MEETING OF DECEMBER 12, 1996 4:30 P.M. CITY COMMISSION CONFERENCE ROOM CITY HALL, SANFORD, FLORIDA MEMBERS PRESENT: Julia Goeb Laura Sollien Barbara Farrell Scott Singeisen Kimberly Kmett Jerry Mills. Michael Skat MEMBERS ABSENT: Helen Stairs - excused Don Moore Jerry Gross- excused Chris Cranias OTHERS PRESENT: Andrew VanGaale, Staff Liaison Marion Anderson, Recording Secretary The meeting was called to order at 4:45 P.M. Approval of Minutes: Mr. Skat moved to approve as circulated. Seconded by Ms. Farrell. All in favor. Motion carried. Applications for Certificate of Appropriateness: Residential: Move house from 204 French Avenue to 1010 Palmetto Avenue: Don Campbell was present for representation. He stated that he would like to relocate this home, restore it and then sell it. Mr. Mills moved for approval. Seconded by Mr. Skat. All in favor. Motion carried. 422 Palmetto Avenue - Request demolition (Previously tabled): Ms. Sollien informed the Board that the applicant had withdrawn this request. 1201 South Park Avenue - Install additional telephone booth: There was no one present to speak in favor of or against this request. Mr. Mills stated that he really didn't have a problem with the other phone booth although some people living near here may have some problems. Mr. Skat stated that the problem he has with this request is that this Board denied a request from Fina. He thinks that the Board has set a precedent. Mr. Skat stated that the phone booth will be next to the storage facility. People would have the phone around the corner sitting in the garbage storage area, which is right now the public bathroom over there. He doesn't think they need another phone. Mr. Skat moved to deny based on the previously set precedent. Mr. Mills seconded. All in favor. Motion carried. Acknowledgement of Minor Review Committee. Actions: a) 1215 Oak Avenue - Paint exterior; b) 618 Palmetto Avenue - Paint exterior and rebuild porch railing; c) 605 & 605 1/2 Palmetto Avenue - Replace rotten wood; d) 400 Palmetto Avenue - Paint exterior; e) 101 East First Street - Change lettering on sign; f) 214 Laurel Avenue - Replace chain link fence with 6' stockade in rear yard; g) 918 Magnolia Avenue - Replace porch floor; h) 109 West First Street - Replace awning cover: MINUTES HISTORIC PRESERVATION BOARD MEETING OF DECEMBER 12, 1996 PAGE 2 Ms. Farrell volunteered to assist with the Commercial Minor Review Committee and Ms. Goeb volunteered for the Residential Minor Review Committee. Mr. Skat requested that someone take a look at the door before it is hung at 109 W. First Street, The Tin Lizzie. Ms. Sollien acknowledged the letter of appreciation from the Sanford Historic Trust. Mr. Mills noted that Ms. Goeb is a published author in the Old House Journal regarding stripping ballasters. Mr. VanGaale reported that Mr. Cranias will be dropping from the Board. He will inform the City Commission that they need to appoint another person. Mr. VanGaale informed the Commission that Fred Cohen is requesting a sign on his building on Sanford Avenue. He will inform Mr. Cohen that a proposal is needed to be considered by the Board. Mr. Skat requested that Code Enforcement check the gas station at 13th Street and Park Avenue. Also, have Code Enforcement check the house at 8th Street and Magnolia because someone threw a shopping cart through the window and there are people living in there. There being no further business, the meeting adjourned at 5:15 P.M.
