IV(b). Applications for Certificate of Appropriateness
RESIDENTIAL
(a) 107 East 7th Street - (1) Replace two metal sheds in rear with one wood
frame shed with exterior to match house - request one foot side setback waiver.
(2) Install decorative wrought iron railing on front porch.

Ms. Sollien called the meeting to order at 4:30 P.M.
Ms. Kmett moved on approval of the Minutes of October 9. Seconded by Ms. Goeb. All in
favor. Motion carried.
Applications for Certificate of Appropriateness: Commercial. 201 West 1 st Street (Paulucci
Building) - Install three (3) aluminum carports. After discussion regarding the placement of the
carports, Mr. Skat moved on approval for carports 1 and 3 with the elimination of carport 2.
Seconded by Ms. Kmett. Mr. Skat amended his motion so that the color of the new carports
would match the color of the existing carport. The amendment was seconded by Ms. Kmett. All
in favor of the motion and the amendment. Motions carried.
On the Addendum to the Agenda was the consideration of a Residential Certificate of
Appropriateness: 107 East 7th Street. Danielle Trent was present for representation. She stated
that she had submitted a picture of the wrought iron that she would

like to use. It will be 40" high and would also be used on the second story porch.
Mr. Skat moved on approval of the utilization of the black wrought iron and white brick with
pillars and noted the previous approval of the front porch and porte- cochere. Seconded by Ms.
Goeb. All in favor. Motion carried. Ms. Trent was directed to sign the original application as an
extension.
Ms. Goeb moved on the approval of replacing the two existing sheds with one larger shed. Mr.
Skat seconded. All in favor. Motion carried.
Consideration of the Minor Review Committee Actions, a) 230 N. Park Avenue - install sign; b)
600 Magnolia Avenue - replace aluminum window with decorative wood window; c) 607 Oak
Avenue - extend fence along rear yard; and d) 703 Palmetto Avenue - replace deteriorated siding
and repaint, was motioned and seconded for approval with everyone in favor.
Discussion regarding the expansion of the Downtown Historic Commercial District: Ms. Sollien
stated that the SC -3 Committee voted to expand the district over to 17 -92 to the lakefront and
over to Mellonville Avenue on the other side. She feels the expansion of the Historic District
would be advantageous with the inclusion of the SC-3 Zoning. SC -3 protects the area that the
Historic District is not protecting right now. The SC-3 Committee would like to see more
consideration given to what goes in on the lakefront area.
Ms. Sollien noted some of the projects discussed at the worksession. She stated that Mr. Skat
and Mr. VanGaale will be working on waiving building permit fees and Mr. Moore and her would
be working on preservation awards. There was discussion of a before and after slide show. Mr.
Singeisen volunteered 'for this project.
Since it is hard to get the Code Enforcement Board and the Historic Preservation Board together,
Ms. Sollien suggested that this Board ask to be put on the Code Enforcement Board's Agenda
with some of the HPB Members attending this meeting. Then questions could be asked.
Mr. VanGaale will be working on cataloging the District which was one item that was discussed
at the worksession. He stated that he would be contacting some consultants to do the work
regarding costs.
Mr. VanGaale is to check on the availability of a seminar on the Sunshine Law.

Ms. Nacu discussed the intersection of Park Avenue and 13th Street. She stated that this is one
of the most dangerous intersections in Sanford due to the high traffic on 13th Street and when it
rains, it floods. She wanted input from the Board as to making this intersection a gateway into
the Historic District with the possibility of using a fountain. The Board decided that anything was
worth a try.
Ms. Goeb asked if anyone would be willing to participate in the judging of the exterior home
lighting of the Tour of Homes this year. It will be held on December 6, a Saturday night. Ms.
Farrell stated that she would volunteer for the Tour of Homes project.
Complaints were noted from Board Members regarding the fountain in Coastline Park as to,
whether it is historic and if it is the same fountain that was moved from the intersection of 1 st
Street and Park Avenue. There is a chain link fence at the daycare that is behind the Florida
Hotel. There are 12 cars per day at this daycare with the chain link fence, tons of toys and an
above ground pool with no supervision. This daycare has been reported to HRS. Mr. VanGaale
is to communicate these problems to Code Enfocement.
