10.09.97MINUTES HISTORIC PRESERVATION BOARD MEETING OF OCTOBER 9, 1997 4.30 P.M. CITY COMMISSION CONFERENCE ROOM CITY HALL, SANFORD, FLORIDA Members Present: Helen Stairs Sica Nacu Mike Skat Barbara Farrell Kimberly Kmett Julia Goeb Jerry Mills MEMBERS ABSENT• Jerry Gross - excused Don Moore- excused Laura Sollien- excused OTHERS PRESENT: Bob Cassels Mr. Skat called the meeting to order at 4:30 P.M. Mr. Mills moved to approve the Minutes of September 11, 1997 as circulated. Seconded by Ms. Farrell. All in favor. Motion carried. First on the Agenda was a Certificate of Appropriateness for 203 Magnolia Avenue (Ritz Theater) to open storefront, remove damaged windows, remove plywood boards over all openings, remove canopy component and remove all damaged doors. Mr. Mills moved for approval. Seconded by Ms. Goeb. All in favor. Motion carried. The next item was 218 -220 W. 5th Street to replace aluminum windows with wood sash windows. Bob Cassels was present representing this request. He stated that he has handed in the duplex license and that this is just 218 now. It has converted back to single family. He now has old four pane over four pane windows in which he will install five of those and others as they become available. The paint, siding, and repainting part of the tin roof was approved through minor review. Ms. Goeb moved on approval. Seconded by Ms. Kmett. All in favor. Motion. carried. Next was a request for a Certificate of Appropriateness for 309 Magnolia Avenue to enclose the rear porch and replace the side door. There was no one present to represent this request. Mr. Mills moved on approval because he has seen the house. Seconded by Ms. Goeb. All in favor. Motion carried. Next was the consideration for a Certificate of Appropriateness for 320 S. Oak Avenue for the installation and replacement of awnings. There was no representation. Mr. Mills moved on approval. Seconded by Ms. Kmett. All in favor. Motion carried. Next was the acknowledgement of Minor Review Committee Actions: 108 Magnolia Avenue - lettering on door; 203 Magnolia (Ritz) - remove paint on marquis: Ms. Kmett moved on approval. Next on the Agenda was the review of the HPB Goals and Objectives Worksession: Mr. Skat stated that a few of the things discussed that the Board really wanted to start pursuing was the waiving of permit fees within the District, utilizing the Certified Local Government to get grant monies for some of the projects that we want to do, and work on the Community Preservation Award Program. Another item discussed was extending the District and seeing if the Trust was interested in doing this as a joint effort. Also discussed was the Board's relationship with Code Enforcement. Next on the Agenda was the letter from the Ritz Theater. Mr. Skat stated that he had discussed with the City Manager that when situations arise such as the one at the last meeting, under other business would be the appropriate time to discuss things such as this. Ms. Goeb noted that Main Street's, Streetscape Committee had decided to seek professional help as to different types of lighting, garbage cans, park benches, things such as this. The 2nd Street sewer project was discussed as to the bricked street. There would be a 20 to 25% loss of brick. Two ideas regarding the brick street were 1, brick the intersections of the street and 2, brick the parking areas and black top the centers. No comments were made regarding the Main Street minutes. Plaques were presented to Ms. Stairs and Mr. Mills in appreciation as members of the Historic Preservation Board. There being no further business, the meeting adjourned at 5:00 P.M.
