I. Call to Order and Roll Call: Mr. Skat called the meeting
to order at 4:30 P.M.

III. APPROVAL OF MINUTES: Ms. Kmett moved to approve the
Minutes as circulated. Seconded by Mr. Mills. All in
favor. Motion carried.
IV. Applications for Certificate of Appropriateness:
Residential: 211 E. Elm Avenue - Install 10'x12' Wooden
Deck in Side Yard: ..No representative. Mr. Gross moved
to approve. Seconded by Mr. Mills. All in favor.
Motion carried.
ADDENDUM
Commercial: 210 S. Park Avenue - Preliminary Design
Proposal for Renovation (Includes Demolition of Non -
Contributing Structure): John & Elizabeth Duff, 123
Genevieve Drive, Altamonte Springs, owners, and Tim Gaus,
2277 Lee Road, Winter Park, Architect, were present. Mr.
Duff stated that there are four buildings on the parcel:
a detached garage, a concrete block structure which is
one story with elevated ceilings, a wood frame structure,
and another concrete block structure that looks like a
bomb shelter.
Mr. Duff stated that they would like to remove the wood
frame structure which has termite and water damage, and
would like to add a second story to the concrete
structure closest to Park Avenue and tie it all together
as shown on the south elevation drawing submitted to the
Board. Mr. Mills stated that he is a little concerned
that the design is not compatible with the District.
Mr. Gaus stated that he thought the Board's initial
review would be whether or not the wood frame house could
be demolished. They have not finalized the design
concept for the entire structure. He submitted a drawing
with updated elevations to the Board. Mr. Mills asked if
the owners would be willing to dress up what is there and
retain the late 50's early 60's storefront. The
storefront could be used as a guide for doing the rest of
the building. Mr. Mills stated that he is not against
the project but rather that he has always like that
storefront. Mr. Gaus stated that he thinks the owners
are more interested in a building that has some character

VIII. Discussion Regarding Certified Local Government (CLG)
Program: Mr. VanGaale stated that we are officially
approved by the National Park Service. He stated that
Michael Zimney from the Department of State wants to come
in and do an orientation, perhaps some time in August.
The Board suggested that the orientation be held some
time in September. Mr. VanGaale is to see what day is
good for Mr. Zimney and bring back before the Board.
IX. Other Business: Mr. Singeisen reported on "red
boarding ". This is a program whereby the property owner
is shamed into fixing up their property. This is done
through the Building Department, just like code
enforcement. When it gets to the point where a property
owner is not responding, the City boards up all the
windows and doors with red plywood. A banner is hung on
the property that says that "this property is condemned.
The owner of this property chooses not to cooperate with
city authorities and has created a blight to your
neighborhood ". Then they affix the owner's name and
telephone number on the banner. The Board is to review
the information submitted and discuss at the next
meeting.
