MINUTES HISTORIC PRESERVATION BOARD CITY COMMISSION CONFERENCE ROOM CITY HALL MARCH 13, 1997 4 :30 P.M. I. Call to Order and Roll Call: The meeting was called to order by Chairperson Laura Sollien at 4:30 P.M. MEMBERS PRESENT: Laura Sollien Kimberly Kmett Michael Skat Barbara Farrell Don Moore Scott Singeisen Helen Stairs Julia Goeb II. MEMBERS ABSENT: Jerry Mills- excused Jerry Gross Sica Nacu OTHERS PRESENT: Andrew VanGaale, Associate Planner Marion Anderson, Recording Secretary III. APPROVAL OF MINUTES: Ms. Kmett moved to approve the Minutes as circulated. Seconded by Ms. Farrell. All in favor. Motion carried. IV. Applications for Certificate of Appropriateness: Commercial: 210 -220 Sanford Avenue - Install Sign: Ms. Farrell stated that she had worked with Mr. Cohen on this sign and moved to approve it. Seconded by Mr. Skat. Mr. Skat, Mrs. Stairs, Mr. Singeisen, and Ms. Sollien in opposition. All others in favor. Motion tied. Mr. Singeisen stated that a building of this style would more than likely have something of a street sign, a hanging icon symbolic of the type of business that is being housed there. He stated that he is not opposed to the sign but rather the treatment of it. Mr. Skat stated that he would like to see the sign in a wood frame. Ms. Sollien stated that she thinks Mercantile Building should have, proportionately, a lot more of the sign than the tenants .listed underneath and then small at the bottom, maybe a little hanging rental info sign that could be taken on and off as appropriate. She would rather see it without the pillars. Mr. Skat moved for approval of the sign without the pillars with it being framed in wood with the Mercantile Building sign being the full 8' width of the sign and 1 1/2 times the height of the tenant signs, with the rental sign attachment be removable. Seconded by Ms. Kmett. All in favor. Motion carried. 109 West First Street (The Tin Lizzie) - Install Railing for Outdoor Seating Area: Sean McKay, Manager, was present for representation. Mr. VanGaale stated that there is a right -of -way use permit to go before the City Commission. The City Commission usually wants this Board's opinion before acting. Mr. VanGaale stated that he has talked with the City Manager and it was decided that 4' is needed between the planter and the railing. Acknowledgement of Minor Review Committee Actions: a) 911 Magnolia Avenue - Replace porch floor and paint; b) 203 East Tenth Street - Install picket fence; c) 111 North Oak Avenue - Install lettering on windows; d) 107 East Seventh Street - Replace rotten wood, window frames and doors; e) 801 South Elm Avenue - Install trellis and bird house; f) 918 Magnolia Avenue - Exterior paint; g) 300 West Fifth Street - Exterior paint: Ms. Kmett moved for approval. Seconded by Ms. Stairs. All in favor. Motion carried. ADDENDUM: 900 South Magnolia Avenue - Restore south portion of wrap around porch: Mr. Moore moved for approval. Seconded by Ms. Kmett. After discussion regarding the beadboard ceiling, Mr. Moore withdrew his motion and Ms. Kmett withdrew her second. Ms. Kmett moved to approve on the condition that the ceiling is kept as beadboard or repaired or replaced, but it needs to be beadboard, and as far as the walls are concerned, its the applicant's pleasure with something to match the rest of it. Seconded by Mr. Skat. All in favor. Motion carried. Sanford Main Street Invoice (Comprehensive Signage Project): It was decided that the Historic Preservation Board should have some input into the Comprehensive Signage Project. The Board is to view Sanford Main Street's presentation to see what the plans are. Sanford Historid Trust Invoice (Schedule S Mailing and Walking Tour Brochure): Mr. Skat moved to apply $105.13 toward the Walking Tour. Seconded by Ms. Stairs. Condemnation List: Mr. VanGaale stated that from now on he will be receiving a copy of the condemnation list and will include them into the Board's packet. Ms. Sollien stated that if the City is going to demolish a building, the City should not be exempt in coming before this Board if the property is in the Historic District. Florida Trust for Historic Preservation Workshops: Ms. Stairs noted that she would be attending this workshop and would bring back books. Ms. Sollien noted that she had talked to Donna McIntosh about this and Ms. McIntosh had said that any time there is something like this, to try to get the course materials because, generally, this is just as good as someone attending. This is an inexpensive way for them to keep updated on preservation law. There being no further business, the meeting adjourned at 5:40 P.M.
