MINUTES HISTORIC PRESERVATION BOARD MEETING OF JANUARY 4 1, 1997 4:30 P.M. CITY COMMISSION CONFERENCE ROOM CITY HALL, SANFORD, FLORIDA MEMBERS PRESENT: Julia Goeb Barbara Farrell Scott Singeisen Jerry Mills Michael Skat Jerry Gross Don Moore Helen Stairs MEMBERS ABSENT: Kimberly Kmett- excused Laura Sollien OTHERS PRESENT: Andrew VanGaale, Staff Liaison Marion Anderson, Recording Secretary The meeting was called to order at 4:35 P.M. Approval of Minutes: Mr. Mills moved to approve as circulated. Seconded by Mr. Moore. All in favor. Motion carried. Applications for Certificate of Appropriateness: Residential: 400 Palmetto Avenue - Close in two (2) doors and five (5) windows: Ms. Edward Maddy, 6916 Oswego Drive, Mt. Dora, was present for representation. She stated that the work has been completed. Work included closing in three (3) doors and five (5) windows. She presented the Board with before and after pictures. Ms. Maddy stated that the structure was originally built for four (4) apartments. They have converted it back to single family and that it will be five (5) bedrooms with (3) baths. Mr. Moore moved for approval. Seconded by Ms. Goeb. All in favor. Motion carried. 418 Palmetto Avenue - Exterior Modifications: Norman Rubenstein, 1262 Lake Francis Drive, Apopka, was present. He stated that the structure was turned into an upstairs /downstairs duplex. He is converting it to single family. He would like to remove the side door, rematch the siding and put a window in there to take the appearance of a duplex away. There was a double meter and FPL came and pulled it out. On the back of the house, there was an addition added. A substantial amount of the T1 -11 siding was rotted. He removed this siding and proposes to match the siding that exists on the exterior of the home. Existing T1 -11 will be removed and he will wrap the siding all the way around the house. The hot water heater, washer and dryer will be put in the back laundry room which he would like to be able to put in aluminum windows. He feels the aluminum windows are justified especially in the laundry room because it is behind the fence with no one living behind the property. Mr. Rubenstein stated that as you look at the house from the front on the left hand side, there is an existing 4x4 that just needs to be repaired inside. He has waived one of the requests for aluminum windows, this will be replaced. As you look on the top back of the house, there are two tiny jalousie windows that he would like to replace. To effectively put the kitchen in place, he would have to MINUTES HISTORIC PRESERVATION BOARD MEETING OF JANUARY 9, 1997 PAGE 2 convert the window to a 3/4" window, otherwise, a portion of the window would fall below the counter top level. He will replace the front window to keep the elevation consistent with the 4 over 4. After renovation, the home will be for sale. Mr. Mills stated that if the applicant is going through the trouble of putting in horizontal siding to match, he would not agree with aluminum windows, even though they face the yard. It seems to Mr. Mills that the applicant should keep everything consistent with the whole house, knowing that aluminum windows are not that much less or more expensive than wooden windows. Mr. Rubenstein stated that the only aluminum windows he is looking for at this point are the four on the back of the house, two in the laundry room and two upstairs. The rest of the windows he will have windows built to match the rest of the house for the 3/4 window, the window upstairs on the front and on the side, and the window going in where the door was. Mr. Mills moved to approve Item #1 enclosing the back pantry, approve the siding, matching the paint color, in lieu of two (2) aluminum windows put in two (2) wood windows; in Item #2, moved to deny the 3/4 window, leave it the way that it is and work around it; in Item #3 replace all upstairs windows with wood and the back windows that the applicant wants to replace with aluminum, make it fixed glass because there is a frame there already or make it a hopper window which would make it very simple and inexpensive to do; Item 44 move to approve the removal of the door with the replacement of a window that would match either the 6 over 6 or 4 over 4, in wood. Seconded by Ms. Farrell. Mr. Gross stated that it would have been better if there were drawings that showed what the applicant wanted to do. Samples help. Mr. Skat stated that the Board has never approved aluminum windows and that the addition on the back is not original. He thought there may be room to give some leeway to allowance because that is not the original structure of the house. Mr. Mills stated that he goes back and forth on the addition because it is an addition, in the back and faces the alley. He does not want to be here 6 months from now and someone says aluminum windows were approved here. It is precedent setting but we have justification for doing it. Mr. Mills stated that he would amend his motion but just for that addition only. Mr. Rubenstein stated that due to the fact that they are wrapping the addition in a matching lap siding, it eliminates it as a new structure. It makes it part of the existing. Mr. Mills stated that it could be a hopper window which is hinged at the bottom that opens at the top to allow for ventilation. Mr. Mills stated that his motion stands as it is. Mrs. Stairs stated that she likes Mr. Mills motion except that she would like to see the applicant build his kitchen the way he wants to. Mr. Mills stated that he felt the applicant could build his kitchen the way he wants to but he can't see the Board saying take out an old window for one cabinet. Mrs. Stairs and Mr. Gross in opposition. All others in favor. Motion carried. Seconded by Ms. Goeb. All in favor. Motion carried. Acknowledgement of Minor Review Committee Actions a) 1104 Magnolia Avenue - Install Decorative Wooden Fence: Ms. Goeb moved to approve. Seconded by Mr. Mills. All in favor. Motion carried. It was decided that at at the next meeting, the Board would try to formulate a plan on potentially setting up a time in the future when it can get the Bureau of Historic Preservation to come to Sanford and make a presentation to anybody in the District that wants to come and see it about our guidelines and rules. There being no further business, the meeting adjourned at 5:15 P.M.
