Ninth St. from Ovnress Ave. west to Park Ave., Thirteenth St. f3n m Sanford Ave. west

Commercial St. north to Lake 'Monroe, Palmetto Ave from Central St. south to Hughey

the improvement of said streets in accordance with the plans and specifications on

WHEREAS, The City Commission of Sanford, Florida,,have heretofore duly adopted and
passed preliminary resolutions requiring the grading and paving of Second Street
from Oak Ave. west to French Ave., Third St. from Sanford, Ave. west to Magnolia Ave. i
from Oak Ave. west to Avacado Ave., Fifth St. from Magnolia Ave. west to Myrtle Ave.
Ninth St. from Cypress Ave west to Park 'Ave. , Thirteenth St. from Sanford Ave. west
to French Ave., Central St. from Sanford Ave. west to French Ave.., Palmetto Ave. from
Commercial St. north to Lake Monroe, Palmetto ave. from Central Ave. south to Hughey
St., Oak Ave. from Tenth St. south to Thirteenth St,, Laurel Ave. from Sixth St.
south to Thirteenth St, and Avacado Ave. from First St. south to Thirteenth St,
and dvaoado Ave. from First St. south to j'hird St., and
WHEREAS, Plans, specifications, estimates and profiles of the proposed improvements
of the streets aforesaid, at the times of the passing of the resolutions aforesaid,
were duly on file at the office of the City Manager, giving all necessary information
regarding the said proposed improvements, and
WHEREAS , said preliminary resolutions requiring the grading and peeving of the streets
aforesaid, were duly published as required by the Charter, and
WHEREAS, in accordance with the said resolutions, the City Auditor & Clerk in his
capacity so Ex Officio Assessor has made an assessment Roll in accordance with the
method of assessment provided for in said resolutions, assessing all lots and lands
bounding and abutting on such proposed improvements, between and including the termini
of such improvements, and by said special assessments has distributed among the sev-
eral lots fronting and abutting.on each of said streets and avenues to be improved
and paved, in proportion to the frontage thereon, the proportionatedoost of said im-
provements to be borne by the property owners owning property abutting and fronting
upon the streets and avenues to be improved as aforesaid, and,
WHEREAS, upon the completion of said special assessment roll, the City Avlitor 41 Clerk h
has oaased written notice to be served, as required by law, upon the owner of each
lot or parcel of land to be specially assessed, in connection with said improvements
setting forth the time and place when complaints might be heard before the Equalizing

WHEREAS, at the time and place stated in said notices to'said property owners o
the Equalizing Board of the City of 6M ford, Florida, met to hear all claims and ob-
jections as to the proposed improvements as aforesaid, to be paid for in part by EP eo-
ial assessments, and
AREAS, the said Equalizing Board has equalized and adjusted all special assessments
made by the said City Auditor-and Clerk, against the property bounding and abuttiW
upon the aforesaid streets and avenues which it is proposed to improve and pave.
THEREFORE, Be it Enacted by the People of the City of Sanford, Florida.
SECTION 1 That the Improvement of Second St. from Oak Ave. west to French Ave.,
Third St. from Sanford Ave. west to Magnolia Ave., and from Oak Ave, west to Avacadr,
Ave., Fifth St. from Magnolia avenue west to Myrtle Ave., Ninth St. from Cypress
Ave. west to ParkAve., Thirteenth St. from Sanford Ave, west to French Ave, Central
St. from .Sanford Ave. west to French Ave.* Palmetto Ave. from Commercial St. North to
Lake Monroe, Palmetto Ave from Central St. south to Hughey St., Oak Ave. from Tenth St
south to Thirteenth St t, Laurel Ave. from Sixth St. South to Thirteenth St., and
Avacado Ave. from 'First St, south to Third St., shall proceed in accordance with the
plans and specifications covering said proposed improvements of said streets now on
file in the office of the City Manager of Ssaford, Florida
SECTION2. That the Special Assessments heretofore made by the City Auditor t0 Ole rk

Clerk, as Ex- Officio Assessor of the 8ity of Sanford, Florida, which said special asses-
sments have been a sses-
pproved, recommended, returned and submitted to the City Commission
by the Equalizing Board of the City of Sanford, Florida, and said special assess-
ments as set forth in the assessment roll heretofore prepared by the City Auditor
and Clerk, as EX Officio Assessor of the City of Salford, Florida, and as Approved
and confirmed by the Equalizing Board of the City of Ssz ford, F1brida, levying special
assessments against all lots and lands bounding and abutting upon the streets
sets and
avenues proposed to be improved are hereby made permanent.
SECTION 3. That Said Special assessments hereby levied and assessed shall b® a ab

ing into a contract or contracts therefor, and shall proceed at once to advertise foz
bids for said improvements. -
SECTION 5. That this ordim nee is declared to be an emergency measure for the immediat
preservation of the public safety and shall become effective from and after the
date of its passage.
SECTION 6. That this ordinance shall be published once within ten days after its
final passage. in a newspaper of general circulation, published in the City of
Sanford, Florida.
Passed and adopted by the unanimous vote of the City Commission of Samford.

Ordinance 49
An Ordinance providing for the construction of an asphalt pavement on Sanford
Ave. from Fifth St, south to Tenth St., Palmetto Ave from Second St. south toe
Fifteenth St., Magnolia Ave. from Tenth St. south to Central St., Fourth St.
from Sanford Ave. West to Myrtle Ave, Myrtle Ave. from Fourth St. south toe Ninth
St. and from Ninth.St. south to Thirteenth St., and Elm Ave. from First St. south
to Thirteenth St., and providing for the rebate of any surplus or excess remaining
unexpended for such purposes for which assessments have been made - against property abut-
ting on said streets and avenues.
WHEREAS, a contract has been let to Hutton Engineering & Contracting Company for the
paving and improving of the streets and avenues named in the title to this ordinance
with asphalt, the distances and widths heretofore peovided for and designated in a
preliminary resolution regarding the improvement of said streets and avenues hereto-
fore duly adopted by the City Commission, and,
WHEREAS, the City Commission has fully ratified approved, and confirmed the action of
the City Manager of Sanford, Florida, in entering into said contract for the pavement
of said streets and avenues with asphalt heretofore made and entered into by and
between the City of Sanford, through its City Manager and the said Hutton Engineering
& Contracting Company, and,
WHEREAS, this ordinance is an emergency measure, providing for the usual daily operation
of a municipal department,
THEREFORE , Be it enacted by the City of Sanford, Florida.:
SECTION 1. That Sanford Ave. from Fifth Street south to Tenth St., Palmetto Ave. from
Second St, south to Fifteenth St, Magnolia Ave. from Tenth St. south to Central St.
Fourth St. from Sanford Ave. west to Myrtle Ave,, Myrtle Ave from Fourth St, south to
Ninth St., and from Ninth St. south to Thirteenth St. , and Elm Ave. from First St.
south to Thirteenth St., shall be paved with asphalt in accordance with the plans ant
specifications covering saidproposed improvements of said streets and avenues now on
file in the office of the City Manager of Sanford. Florida, and as incorporated in
and made a part of the contract between the City of Sanford, Florida, and said Hutton
Engineering & Contracting Company.
SECTION 2. U*on the completion of the pavement o -f the, aforesaid streets and avenues
the City Manager shall rebate to all abutting proyerty owners owning property on any

of 24 feet from Tenth St. south to the City Limits; French Ave. a width of 24 feet
from !First St..south to Ninth St., third St. a width of 24 feet, from Magnolia Ave
west to Oak Ave.
BE IT RESOLVED, that the City Commission of the City of Uddor d Florida, deems it
advisable to improve, grads and pave with vitrified brick or. other hard surface ma-
terial, the following streets in the City of Sanford, Florida, to -wit:
Sanford Ave. to be paved a width of.24 feet from Tenth St. south to the City Limits
French Ave. to be paved a width of 24 feet from First St. south to Ninth St.
Third St. to be paved a width of 24 feet from Magnolia Ave. west to Oak Ave.
All of said improving, grading and paving shall be done in compliance with the
estimates for said work on said street as indicated by complete plans, specifications
profiles, and estimates of said proposed improvements now on file in the office of
the City Manager of the City of Sanford, Florida, which said plans, specifications,
profiles and estimates have been heretaeore approved by the City Commission and
constitute the plans and specifications for said work; and this Commission hereby
declares the necessity for doing said work on said street and that this resolution

That 50% of the cost of the replacement of the present brick pavement now in use
no Third Street from Magnolia Ave. west to Oak Ave. and 69% plus, of the cost o
of the new work shall be paid by special assessments made and levied upon all lots
and lands bounding and abutting upon such improvements between and including the
termini of the improvements upon that portion of said Third Street as aforesaid.
The method of making said special d;ssesements shall be based upon the foot frontage
of the property bounding and abutting upon the improvements as aforesaid, as provid-
ed by paragraph C of Sea 156, of Chapter 8366, Laws of Florida of 1919, the same

being the City Charter of Sanford, Florida,. That is to day, 500 of the cost of re-
placing the present brick pavement now in use on Sanford Ave. from Tenth Street south
to City Limits, and 72% minus, of the cost of the new work on Sanford, Ave. from
Tenth St. south to the City Limits, shall be distributed among the several lots bound -
ing and abutting on that portion of said Sanford Ave. to be paved and improved as
aforesaid, per front foot in proportion to the frontage thereon; 50% of the cost
of replacing the present brick pavement now in use on French Ave, from First St.
south to Ninth St. and 69.2% minus, of the cost of the new work on French Ave.
from First St. south to Ninth St. shall be distributed among the several lots
bounding and abutting that portion of Sa►*d Frenc h Ave. to be paved and improved

as aforesaid,, per front foot in proportion to the frontage thereon, and 50% of
the cost of replacing the present brick pavement now in use on Third Street from
Magnolia Ave. west to Oak Ave. and 69% minus, of the cost of the new work on Third
St. from Magnolia Ave. west to Oak Ave., shall be distributed among the several
lots bounding and abutting on that portion of said Third St. to be paved and im-
proved as,aforesaid, per front foot in proportion to the frontage thereon.
That said-special assessments shall be payable at the option of the property own-
ere as follows; Either in�full within thirty days after the completion of the
work, or in ten equal annual installments with interest at the rate of eith per
cent from the date of the completion.of said improvements.
BE IT FURTHER RESOLVED, that this resolution is hereby declared to be an emer-
genoy fesolution providing for the usual daily operation of a municipal department
Of the City of Sanford, Florida, and shall become effective immediately upon its
passage and adoption.

Communication from Geo G Herring requesting aotion.on his statement rendered
the City under date of February 1,1923 was read and on motion of S. 0 Chase, second
ed by Commissioner C J Marshall, it was ordered that this bill be settled as per
the recommendations of the City Attorney ineaggregate aamdunt of $615.00, and that
Mr Herring be requested to complete the suit in the case of City vs. T J Miller
et al, after which this item of his bill will be settled.
Commissioner 0 J Marshall nominated Mr W B Williams for the office of City Mana-
ger, nomination seconded by Commissioner S 0 Chase and he was unanimously elected
to serve at the pleasure of the City Commission at a salary of $300.00 per month.

WHEREAS, C J Ryan has been City Manager of the City of Sanford, Florida from
June 1920 to February 1923, and
WHEREAS, the said C J Ryan has tendered his resignation as City Manager of the
City of Sanford to accept a pol$tion as Manager of another city, and
WHEREAS, the same has been accepted by the City Commissioners of the City of
Sanford to take effect March 151h. 1923.
THEREFORE, Be it resolved by the City Commissioners of the City of Sanford, in
regular session,
That, while the said Commissioners regret to lose the services of the said C J Ryan
as Manager of the City of Sanford, and regret to lose him as a citizen, the f
severance of their relations leaves only the kindest of feelings.
That the said City Commissioners hereby commend the said C J Ryan to the City
where he goes, and to its people, and bespeak for him and them a most successful
administration in his new work.
Adopted by unanimous vote of the City Commission of the City of Sanford, Florida

Resolution appointing City Manager for the City of Sanford, Florida.
WHEREAS Section 30 of Chapter 8361 of the Laws of the State of Florida requires
the City Commission of the City of Sanford, to appoint a ,Oity Manager, who shall
be the administrative head of the Municipal Government under the direction and
supervision of the City Commission, and
WHEREAS, this is an emergency measure necessary for the usual daily operation of the
Municipal Government of the City of Sanford
NOW THEREFORE be it resolved by the City Commission of the City of Sanford, Florida
as follows:
SECTION 1. That W.B.Williams, be, and he is hereby appointed City Manager of the
City of Sanford, Florrda, to be the administrative head of the municipal government
of the City of Sanford, under the direction and supervision of the City Commission.
SECTION 2. That W B Williams shall hold the office of City Manager of the City of
Sanford, Florida, at the pleasure of the City Commission of the City of Sanford,
Florida.
