040923536 REGULAR MEETING OF CITY COMMISSION, MONDAY , APRIL 9,1923 Present: Commissioners Forrest Lake ( Mayor), S.O.Chase and C J Marshall, City Manager W B Williams, City Attorney J J Dickinson, City Engineer Fred T Williams, Special Counsel, George A DeCottes. Minutes of last regular meeting read and approved. On motion of S.O.Chase, seconded by C J Marshall, and passed the Auditor & Clerk was authorized to draw a warrant for $190.00 as contribution to the Campbell Lossing Post #53 of the American Legion. Report of the City Manager for March read and filed. Communication from dates Crate Co. Re: old buildings, read and filed. City Engineer presented Plat of "The Oaks" and on motion duly seconded and passed said plat was accepted and ordered recorded in the City Plat Book. On motion duly seconded and passed the City Manager was authorized to purchase a Ford Car for the use of the City. Mr George A DeCottes` came before the Commission representing Mr J S Wilson Re: delinquent tax certificates #320 = 1919 Taxes, and a paving lien of $113.65 due the City by Mr. Nilson asking a consideration. The Commission authorized Mr DeCottes to state that the City will accept settlement of the delinquent taxes at face plus costs and 1/2 the accrued interest thereon on condition that the paving lien of $113.65 be paid in full omitting interest.thereon. Communication from the Sanford Library Association containing extracts from minutes of Trustees meeting as follows: April 721923 " There was a called meetinggjof °the Trustees of the Sanford Reading Room and Library Association held at Holy Cros]Flaotory, Rev. A.S.Peck, President of the Association pre- siding. Presiding were the following Trustees: MessEs . S.O.Chase. S.O. Shinholser, L R Philips, and B F Whitner. Absent: Mrs J N Whitner. Discussion was held concerning the purchase of suitable lots for the location of the proposed Library Building. It was moved by Mr S 0 Shinholser; seconded by Mr L R Philips, that the Trustees of the Sanford Reading Room and Library Association hereby agree to turn over to the City of Sanford all of its cash on hand in their Treasury to be applied toward the purchase of the property owned by Mr W E Watson and tendered by Mr Matson -- Viz: The corner lot of Oak Ave. and Fifth St. -- 117 feet on Fifth St. and 67 Ft. on Oak Ave. ( South East Corner) for the sum of Five Thousand Dollars ( $5,000.00) plus the cost of removal of house now standing on said corner to th a adjacent lot. A.S.Peck, and filed in Resolution & Ordinance Book, Pag # 3,/ On motion of Commissioner S 0 Chase, Seconded by C J Marshall and passed unan- imously the proposition was accepted., and the City Auditor & Clerk was authorized to issue a warrant for $50.00 in favor of W.E.Watson to bind the deal on said lots. Communication from Jos. E Craig rendering a bill in the sum of $500.00 as part payment on contract dated 3/12/23 was read and the Clerk authorized to pay same. On motion duly seconded and passed the City Manager was authorized to look over the plans and specifications of present sewer construction covered by contract of Donahoo & Gue st and to eliminate there from such work as can be done by the City. The following bills were read, gproved and the Auditor & Clerk was authorized to draw checks to pay same.
