W B Williams, City Manager, F T Williams City Engineer, George A DeCottes, City Atty. Minutes of least Regular meeting read and approved. Communication from Sou. Utilities Co. Re: pumping water at Plant read and filed Communication from A C L Re: blocking crossing at Rands Siding read and filed. On motion duly seconded and passed the City Clerk was authorized to cancel personal r . Taxes for 1922 against C C Larramore $4.50, it appearing that he, was out of City during said year., and also to instruct the Clerk of the Circuit Court to cancel of reco Tax Certificate #76, 1917 taxes, it appearing that these taxes-have been paid, amount $8.40 The City Commission then proceeded to call for bids on the Dock and-Boat Basin as advertised; no regular bids being received, the City Manager was instructed to re -ad- vertise for bids on same for a period of two weeks. The Commission proceeding as a Board of Equalization to hear complaints on Prelim inary assessment on First St. paving from Mill Creek to City Limits, aid Mr Craig Harris appearing for Mrs T S Davis in the matter of assessment against lots 3 & 4 Blk Z. pro- tested as to preliminary assessment against Lot 3 Blk Z, $539.13, and against Lot 4 Blk #345.60, on-the ground that the propostt6nnoffassessment based on cost of said pavement ® $2.40 Per-Sq. Yd. is excessive and on the further ground that the abutting property owners should hot be assessed for cost of relaying any brick paving now in existence on West First St., and further that no part of cost of construction of storm sewer should bE assessed against the property owners. Said protest being duly considered by the Board, and the Board deeming said protest not well taken, and no other objections or protests having been filed with said Board, therefore, it was ordered that all special assessment) against property on West First Street made under authority of Resolution #95, adopted on the 23rd'day of July A.D.1923, be and stand approved and confirmed and shall be and remain binding lieneaagainst'said peroperty assessed until paid. Commissioner S 0 Chase presented contract and agreement by and between the Library Bureau of 380 Broadway N.Y. and tie Sanford Public Library for the purchase. of Library furnishings eto. in the sum of $3,949.15 and on motion duly seconded and passed, the City Manager was instructed to execute said contract on the part of the City of Sanford. Mr Jos. E Craig Consulting Engineer, cane before the Commission and discussed the matter of plans for a new water works system, and on motion of Commissioner S 0 Chase, seconded by-Commissioner C J Marshall, and carried, Mr Craig was authorized to make plans, and estimates for a new water works system in full without specifications. It being understood that the City expects to eventually own the Electric Lighting sys- tem of the City, and the City Commission agrees to-pay Mr Craig the sum of $1,500.00 for said plans and estimates, The follwoing bills were read and approved and the Auditor and Clerk authorized to draw checks to pay same: '(5 rd ; 3 U`1J {cc m 0 2 w A a bonding ordinance to be adopted in connection with a proposed issue of bonds, for varisu municipal purposes, and requested that any action towards the passage and adoption of said ordinance be deferred until further information relative to the issuance of said bonds could be procured from Mr John C Thompson of New York, and further requested the Cit Commission, u'2on completion of the business then under consideration, to adjourn said meet ng until 3 o'clock P.M. on August 31st. 1923, at which time an amended draft of the proposed bonding ordinance would be submitted for its consideration. There being no further business to come before the meeting, thereupon the City Commis ion adjourned as requested by the City Attorney , to meet at 3 o'clock P.M. on August 31st. 19231 to further consider the matter of the issuance of municipal bonds.
