083123. ADJOURNED MEETING OF CITY COMMISSION-AUGUST 31, 1923 3 P.M. The City Commission of the City of Sanford, Florida, held an adjourned session of a regular meeting at the City Hall at Sanford. Florida, at 3 o'cicok P.Q. on August 31, 192; Present: Commissioners Forrest Lake, S 0 Chase and C J Marshall, City-Attorney, Geo. A DeCottes, and City Clerk, L R Philips. Whereupon, Commissioner S 0 Chase intorduoed an ordinance entitled: An Ordinance providing for an issie of Bonds by the City of Sanford, Florida, in the Sum of-Eighty Thousand Dollars for Municipal Purposes, the Proceeds derived from the sale thereof to be used to enlarge, improve and extend the sewerage and drainage system of the City of Sanford, Florida. And moved that the same be placed upon its first reading and read in full, said motion prevailed by unanimous vote of the City Commission. Thereupon said ordinance was placed upon its first reading and read in full. Thereupon Commissioner S 0 Chase moved that the' rules be waived and siad ordinance bE placed upon its second reading and filial passage, which motion was oily seconded. The question was then put upon a waiver of the rules and the roll was called upon a waiver of the rules., Those voting in favor of the waiver of the rules were: Commissioners Forrest Lake, S 0 Chase, abd C J Marshall Those voting against a waiver of the rules were Commissioners: None. Thereupon the question recurred upon the motion to place said ordinance upon its second reading and final passage, which motion prevailed by the unanimous vote of the City Commission. An Ordinance Providing The form of the Ballot for'the Bond Election to be held in City of Sanford, Florida on the 9th day of October 1923, for the Approval or Rejection Bonding Ordinances Numbers 56,57,59, and moved that the same be placed upon its first reading and read in full. Said motion prevailed by unanimous vote of the City Commission. Thereupon said Ordinance was placed upon its first reading and read in full. Thereupon *the Chairman of the City Commission of the City of Sanford; Florida announced that the City Commission of the City of Sanford, Florida , by unanimous vote had passed and adopted that certain ordinance entitled: An ordinance providing the form of the ballot for the Bond Election to be held in the City of Sanford, Florida on the 9th day of October 1923, for the Approval or Rejecti of Bonding Ordinances Numbers 56,57, and 59. The ordinance adopted as aforesaid being in words as follows: ORDINANCE #56. AN ORDINANCE PROVIDING FOR AN ISSUE],- OF BONDS BY THE CITY OF SANFORD, FLORIDA ; IN THE SUM OF EIGHTY THOUSAND DOLLARS FOR MUNICIPAL PURPOSES, THE PROCEEDS DERIVED FROM THE SALE THEREOF TO BE USED TO ENLARGE, IMPROVE AND EXTEND THE SEWERAGE AND DRAINAGE .SYST OF THt CITY OF SANFORD, FLORIDA.- BE IT ENACTED BY THE 'PEOPLE OF THE CITY OF SANFORD, FLORIDA. SECTION 1. That the City Commission of the City of Sanford, Florida, deems it expedient and to the best interest of the City of Sanford, Florida, to issue bonds of the City of Word, Florida, in the sum of Eighty Thousand ($903000.00) Dollars, the proceeds de- rived from the sale of said bonds to be used for the following municipal purposers0 to —wit To enlarge, improve and extend the sewerage and drainage system of the City of Sanford, Florida. ;V SECTION 2. That it is the determination of the City Commission that the sum of Eighty Thousand ($50,000.00) Dollars will be required to cover the cost of the enlarge- ment., improvement and extension of the sewerage and drainage system of the City of San - ford Florida, and the sum of Enighty Thousand Dollars of said proposed issue of bonds is hereby appropriated exclusively for said purpose SECTION 3. That a bond issue in the sum of Eighty Thousand ($50,000.00)' Dollars for the Municipal purpose enumerated and specifically set forth in Sections One and Two of this Ordinance be, and the same is hereby authorized, provided, however, that before said bonds, or any part of said bonds shall be issued, this ordinance shall be first approved by a majority vote of the electors of the City of Sanford, Florida, actually participat- ing in an election to be called and held at such time and in such manner as is prescribed by the charter and ordinances of the City of Sanford, Florida. SECTION 4. That said bonds shall be of the denomination of One Thousand Dollars each, bearing interest at the rate-of Five and one -half per centum (5Jl) per annum, interest payable semi - annually, on the first days of July and January, said issue of bonds to be dated July 2nd 1993, and to mature July 1st. 1953, both principal and interest of said bond to be payable at some bank in the City of New York, State of New York, in lawful money .of the United States of America, said bonds shall be signed by the Mayor of the City of Sanford, Florida, and by the Clerk of the City of Sanford, Florida, and shall have affixed thereto the Seal of the City of Sanford. It I Adopted this 31st day of August A.D.19234 ORDINANCE #57 AN ORDINANCE PROVIDING FOR AN ISSUE OF BONDS BY THE CITY OF SANF OR D FLORIDA IN THE SUM OF SEVENTY FIVE THOUSAND DOLLARS FOR MUNICIPAL PURPOSES, THE.PROCEEDS DERIVED FROM THE SALE THEREOF TO BE USED TO PURCHASE AND ACQUIRE THE NECESSARY LAND FOR A PUBLIC PARK OR PARKS, FAIR GROUNDS, PLAY GROUNDS, ATHLETIC FIELD AND GOLF GROUNDS, AND TO IMPROVE AND DEVELOP THE LANDS SO PURCHASED TO MAKE THE SAME ADAPTABLE FOR THE PURPOSES AFORESAID. BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD, FLORIDA: SECTION:1. That the City Commission of the City of Sanford, Florida, deems it expedient and to the best interest of the City of Sanford, Florida, to issue bonds of the City of S Sanford, Florida, in the sum of Seventy -five Thousand ( $75,000.00) Dollars, the proceeds derived from the sale of said bonds to be used for the following municipal purposes , to -wi To Purchase and acquire the necessary lands for a public park, or parks, fair grounds, play grounds, athletic field and golf grounds, and to improve and develop the land so pur- chased to make the same adaptable for the purposes aforesaid. That it is the determination of the City Commission that the sum of Seventy -five Thousand ($95,000.00) Dollars will be required to cover the cost of the purchase and acquis tion of the necessary lands for a public park or parks, fair grounds, play grounds, athleti field, and golf grounds and to improve and develop the land so purchased to make the same adaptable for the purposes aforesaid. SECTION 3 That the sum of Forty -five Thousand ($45,000.00) Dollars, of the said proposed issue of bonds is hereby exclusively appropriated for the purchase and acquisition of the necessary land for golf grounds, and to establish, develop and construct thereon an eighteen hole golf course, as a part of the public park system of the City of Sanford„ Florida. SECTION 4. That the sum of Thirty Thousand ($30,000.00) Dollars of said proposed issue of -bc is hereby appropriated exclusively for the purchase and acquisition of the necessary lands for fair grounds, play grounds, and an athletic field, as a part of the public park system of the City of Sanford, Florida, and to improve and develop the lands so purchased to make the same adaptable for the purposes aforesaid. SECTION 5.
