091123617 ADJOURNED SESSION OF CITY CO 21ISSION September 11,1923 2 P.M. The City Commission met in adjourned session to consider bids for street paving as advertised. It was moved by Commissioner S 0 Chase and seconded by Commissioner C J Marshall and passed unanimously that contract be awarded to the Hutton Engineering & Contracting Co. in the sum of $120,39+.80 for the construction of the pavement on the following streets and avenues: Cypress Ave from Union to Ninth St. Commercial St. from Park to Palmetto Ave. French Ave. from Ninth St. to Lake Monroe Mellonville Ave from Celery Ave to Railroad Park Ave. from Fulton St. to Lake Monroe Sixth St. from Magnolia Ave. to Laurel Ave Seventh St. from Magnolia Ave. to Mellonville Ave. Sanford Ave from Tenth St. to City Limits Tenth St. from Park Ave. to Myrtle Ave Ninth St. from Cypress Ave. to Sanford Ave. The City Manager was authorized to execute contract for the City. It was moved by Commissioner Marshall and seconded by Commissioner Chase and carried unanimously that bids for the construction of pavement on West First Street from Mill Creek west to City Limits be taken into further consideration until Friday 2 P.M. Sept. 14th. Mr E A Douglass presented petition signed by a number of property owners Zequest- ing the annexation of certain territory to the City of Sanford. Whereupon Commissiow r S. 0 Chase intorduced an ordinance entitled: "An Ordinance Declaring the Intention of the City of Sanford, to Annex certain Territory to the present Corporate Limits of the City of Sanford, Florida." and moved that same be placed upon its first reading and read in full; said motion prevailed and said ordinance was placed upon its first reading and read in full. Thereupon Commissioner Chase moved that the rules be waived, and said ordinance be placed upon its second reading and final passage, which motion was duly seconded. The question was them put upon a waiver of the rules and the roll called upon a waiver of the rules. Those voting in favor of the waiver of the rules were Commissioners: S 0 Chase, Forrest Lake and C J Marshall. Those voting against the waiver of the rules were Commissioners: None. Thereupon the question recurred upon the motion to place said ordinance upon its second and final passage, which motion prevailed by the unanimous vote of the Commission. Thereupon said ordinance was placed upon its second reading and read again in full. Upon the reading of said Ordinance the roll was called upon the question of the adoption of said ordinance. Those voting in favor of final passage and adoption of said ordinance were Commissioners: Forrest Lake, S 0 Chase and C J Marshall. Thereupon the chairman of the City Commission announced that the City Commission of the City of Sanford, by unanimous vote had passed and adopted that certain ordinance entitled " An Ordinance Declatng the Intention of the City of Sanford, to Annex certain Territory W to the Present Corporate Limits of the City of Sanford, Floridan." r. ORDINANCE x#61 AN ORDINANCE DECLARING THE INTENTION OF THE CITY OF SANFORD, FLORIDA TO ANNEX CERTAIN TERRITORY TO THE PRESENT CORPORATE LIMITS OF THE CITY OF SANFORD, FLORIDA. WHEREAS, a petition has been filed with the City Commission, requesting the annexation, of the following described territory in Seminole County, State of Florida, contiguous to the present territorial limits of the City of Sanford, Florida, more particularly described as follows, to -wit: The East half(E1 /2) of the South East Quarter (S.E.1 /4) of the South East Quarter (sEl /4) and the North Th X97 Quarters of the west half(W1 /2) of the Southeast Quarter (SEl /4) of the Southeast Quarter (SEl /4) of Section Thirty six t361 Township Nineteen (19) South of Range Thirty East, and The best 1.77 chins of the Southwest Quarter(S.W.1 /4) of the Southwest quarter (Swi /4) of Section Thirtyone (31) Township Nineteen (19) south of Range Thirty -pne (31) east., and WHEREAS, it has been made to appear to the satisfaction of the City Commission that said.tract of land contains less than ten registered voters, THEREFORE BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD, FLORIDA. SECTION 1. That it is the intention of the Municipality of the City of Sanford, Florida, to annex as part of its corporate limits, at the expiration of thirty days from the time this ordinance becomes effective, the following described territory in Seminole County, State of Florida, contiguous to the present territorial limits of the City of Sanford, Florida, and more particularly described as follows, to -wit: The East half -of the South East Quarter (S.El /4) of the Southeast Quarter(SEl/ and the North Three quarters of the West half (W1 /2) of the-Southeast Quarter (SE1 /4) of the Southeast Quarter (SE1 /4) of Section Thirty -six (36) Township Nineteen (19) south of range thirty (30) east and ThellEst 7.77 chains of the Southwest Quarter (SW1 /4) of the Southwest Quarter (Swl /4) of Section Thirty -one (31) Township Nineteen (19) South of Range Thirty- one.East SECTION 2. That this ordinance shall be'published once a week for four consecutive weeks in a newspaper published in the City of Sanford, Florida. SECTION 3. This ordinance shall become effective immediately upon its passage and adopt- ion. n { I The City Engineer was instructed to prepare preliminary estimate for the paving of the following stteets and avenues with asphalt, the entire cost of the paving to be assessed against the various pieces of property abutting said streets or avenues. The City Manager was authorized to purchase brick for this work. The City Attorney advised that he had not had an opportunity to draft a resolution for th P.;� issuance of additional special assessment street improvement bonds, and re- quested the Commission to adjourn until 2 o'clock P.M. on Friday September 14th. 1923s at which time said bonding resolution would be ready for adoption.
