100823REGULAR MEETING OF CITY COMMISSION MONDAY OCTOBER 5,1923 at 2.P-M. The City Commission of the City of Sanford, Florida met at 2 O'clock P.M. at the City Hall in the L? City of Sanford, Florida on Monday October 5,1923. Present: Commissioners Forrest Lake, S 0 Chase and.0 J Marshall, City, Att -3rn.Qy George A DeCottes, City Clerk L R Philips, City.Manager.W B Williams Minutes of Last Regular Meeting read read and approved. At Three O'clock P.M the Chairman announced that the hour had arrived for the opening of bids for the purchase of bonds to the amount of $112.000.00 of an authorized issue of Six per cent improvement bonds, of the City of Sanford, Flor authorized by a Resolution, duly adopted on September 14, 1923, and thereupon, all sealed bids, up to that time received by the City Commission, were ordered to be opens and read, and the following bids were then and there opened and read, towit: (1( Blanchett, Thornburgh and Vandersall, who bid for said issue of bonds, the sum of $109,225.00 and accrued interest to date of delivery. (2) Blanchett, Thornburgh and Vandersall, who bid for said issue of.bonds, to bear interest at the rate of five and one half per cent per annum, the sum of $106,540.00 (3) Ryan, Bowman & Company, who bid for said issue of bonds, the sum of °97.10 cents on the dollar in lawful money of the United States, and accrued interest to date of de livery.. (4) The Hanohett Bond Co., mho bid for said issue of bonds, the sum of $111,104.00 plus accrued interest to date of delivery. (5) The joint bid-1of Sidney, Spitzer & Company; G B Sawyers Company and the Weil $pth &Irving Co. who bid for said issue of bonds, the sum of $112,293.00 and accrued interest from date of same to date of delivery, and who also bid for said issue of bonds, to bear interest at the rate of five and one half per cent per annum, the ,sum of $109.603.00 and interest to delivery. (6) The Atlantic National Bank of Jacksonville, Florida, who bid par, and accrued interest to date od. delivery, less a commission of #2116.50, and who further bid for said issue of bonds, bearing interest at the rate of five and one half per cent per annum, gar and accrued interest to date of delivery, less a commission of $4356.50 (7) Seasongood & Mayer, who bid for said issue of bonds $112,455.00 and accrued interest to date of delivery. No further sealed bids having been received, the Commission proceeded to consider the bids submitted, and after careful consideration and examination of all bids submitted, came to the conclusion that the bid of Seasongood and Mayer, was the highest and best bid received. Thereupon Commissioner S 0 Chase offered the following Resolution #100 which was unanimously adopted: *1 _x L. L' u p : wow 633 RESOLUTION #100 WHEREAS, Seasongood & Mayer of Cincinnati, Ohio. have submitted a proposal for the purchase of the $112,000.00 City of Sanford, Florida Street Improvement Bonds, to be dated July 2, 1923 bearing interest at the rate of per cent per Cent Per Annum, interest payable July and January First of each year, both principal and interest payable at New York, of the denomination of 41,000.00 each, maturing e serially from 1925 to 1935, authorized by a certain resolution adopted by the City Commission of the City of Sanford, Florida, on September 14th A.D.1923, said proposal being in words and figures as follows., to -wit: October 8 -23 Forrest Lake S 0 Chase C J.yarshall City Commission and Ex- Officio pond Trustees of the City of Sanford, Fla. Gentlemen: For One Hundred and Twelve ($112,000.00) City of Sanford, Fla. street Improve- ment Bonds dated July 2,1923, bearing interest at rate of Six Per cent per annum, payable July and January First of each year, both principal and interest payable in New York City, Denomination $1000.00 maturing serially 1925 to 1935, as detailed in your official notice of sale, copy of which is hereto attached and made a part of this bid, we 'ill pay you upon delivery of bonds to us One Hundred Twelve Thousand Four Hundred Fifty Eight dollars ($112,458.00) and accrued interest from date of bonds to date of delivery to us. We are to be furnished at the time of delivery of bonds to us the unqualified approving o inion of Hon John C Thompson of New York City, approving the legality of the bonds in all respects. We are also to be furnished with a full certified transcript of all proceed ings relative to this issue. We enclose herewith certified check for two per cent of the amount of bonds bid for as required in your notice of sale. Respectfully submitted Seasongood & Mayer, Cincinnati Ohio By George V Richards, Agent. and, WHEREAS, it is the opinion of this Commission that the bid of Seasongood & Mayer offering to purchase sQid bonds for the sum of $112,458.00 with accrued interest to date of delivery is.the highest and best bid received for the purchase of said bonds, therefor BE IT RESOLVED, that the bid of Seasongood & Mayer for the purchase of said issue of bonds at par with accrued interest to date of delivery, plus, a premium of $458.00 be, and the same is hereby accepted, and BE IT FURTHER RESOLVED, that the sale of said bonds, be, and the same is hereby awarded to Seasongood & Mayer upon the terms and conditions set forth in their bid as aforesaid, and BE IT FURTHER RESOLVED, That the said bonds of the City of Sanford, Florida to the amount of $1120000.00 authorized by the resolution aforesaid, adopted on the 14th day of September 1923, bearingin interest at the rate of six per cent per annum be, delivered to Seasongood & Mayer, of Cincinnati, Ohio, upon the payment therefor by the said Seasongood & Mayer, of the par value of said bonds with accrued interest to date of delivery, plus a premium of $458.00. 0 Commissioner 8 0 Chase offered the following resolution #99, Which was unani- mously .,adopted: RESOLUTION #99 A RESOLUTION FIXING AND PRESCRIBING THE DATE OF THE ISSUANCE OF BONDS OF THE CITY OF SWORD FLORIDA3 IN THE SUM OF ONE HUNDRED AND TWELVE THOUSAND DOLLARS, AUTHORIZED BY A RESOLUTION ADOPTED SEPTEMBER 14,1923. BE IT RESOLVED THAT THE ISSUE OF BONDS IN THE SUM OF ONE HUNDRED AND TWELVE THOUSAND DOLLARS, authorized that that certain resolution, duly adopted September 14th. 1923, shall be dated the Second day of July A D 1923. and BE IT FURTHER RESOLVED , that this resolution shall be and become effective immedia ly from and after its passage and adoption. Sundry Bills Pdy'Rolls October 5th Fit. on Brick Note Health Toilets 1107.34 57.50 40.00 144.95 518.02 105.12 1254.00 The construction of the asphalt pavement on Fourth Street from Sanford Avenue to Myrtle Avenue, a width of 24 feet, andthe widening of Fourth Street from Magnolia Avenue t Oak Avenue from 24 feet in width to 30 ft. ir_ width, having been completed, =nd duly inspected by the Commission, and the City Engineer having made his report that the improve• ment of said portion of Fou rth Street had been made in strict conformity with the plans and specifications therefor, on file in the office of the City Clerk and final eutimates having been prepared �.nd submitted by the Assessor, showing the actual cost of said pave- ment chargeable to all property abutting upon said portion_ of Fourth Street, the completed Paving of Fourth Street from Sanford Avenue to Myrtle Avenue a width of 24 feet, and the widening of Fourth Street from Magnolia Avenue to Oak Avenue from 24 feet in width to 30 feet in width, was finally accepted by the City Commission and the final assessment roll as submitted by the Assessor, covering said pavement, showing the actual cost of said pave - ment chargeable to all property abutting upon said Street from Sanford Avenue to Myrtle Avenue, was approved and confirmed, and the Clerk was orde_ed and directed to publish a notioe to all property owners owning property on Fourth Street from Sanford Avenue to Myrtle Avenue, that the construction of the asphalt pavement on said portion of Fourth Street had been finally accepted and that the final assessments against abutting property on said portion of Fourth Street, as set forth in said final soecial assessment roll were payable in full without interest up to November 15th,1923, and from and after said date said special assessments would be payable only in ten equal annual installments with interest at the rate of eight per centum per annum on all deferred payments. 4— There being no further business the meeting adjourned.
