Communication from City Attorney Re: final assessments on certain streets read and
filed.
Communication from City Attorney re: Preliminary Estimate on Certain new streets to
be paved read and filed.
On motion of Commissioner S 0 Chase and Seconded by Commissioner C J Marshall and
passed , the Clerk was authorized to straw warrant in favor of Mrs J G Leonardy on ac-
count of Charity in the case of Mrs K. Hoolihan in the sum of $35.00 as provided in
minutes of 7/23/23
Communication from E F -Lane- Re:- Location of 'Hair Grounds and Athletic Field read
and referred to Chamber of Commerce.
Communication from A B Connelly Re: opening Fifth St. on Nest Side Holly Ave.
read and referred to City Manager.
Mr J D Chittenden came before the Commission requesting donation to American
Legion Re: Armistice Day Celebration, and on motion duly seconded and passed the Clerk
was directed to draw a warrant in favor of R N Deane, Secy. for Legion in the sum of
$50.00 and to charge same to decorating account.
The Mayor appointed N A Tillis, F P Rines and David Speer as Inspectors and
C L Britt as Clerk of the General Election to be held on Tuesday Dec. 4th. 1923
for the purpose of electing a member of the City Commission, to hold office for a
period of three years from the First Tuesday after the First Monday in January A.D.192}
and ordered the Call for such Election to be published on'November 11th 1923. C7)
Commissioner S 0 Chase intcoduced Ordinance #66, entitled:
"AN ORDINANCE ANNEXING CERTAIN TERRITORY TO THE PRESENT CORPORATE LIMITS OF THE CITY
OF SANFORD FLORID/, AND RE- DEFINING THE BOUNDARY LINES AND TERRITORIAL LIMITS OF THE
CITY OF SANFORD, FLORIDA."
and moved that same be placed upon its first reading and read in full. Said motion pre-
vailed by unanimous vote of the City Commission. Thereupon. said ordinance was placed
upon its first reading and read in full. Thereupon, Commissioner S. 0 Chase moved that
the rules be waived and said ordinance be placed upon its second reading and final
passage, which motion was duly seconded. The question was then put upon a waiiaer of the
rules and the Roll was called upon a waiver of the rules. Those voting in favor of the
waiver of the rules were: Commissioners Forrest Lake, S 0 Chase, and C J Marshall.
Those Voting against the waiver of the rules were Commissioners : None.
Thereupon, the question recurred upon the motion to place said ordinance upon its second
reading and final passage, which motion prevailed by the unanimous mote of the City
Commission. Thereupon, said ordinance was placed upon its second reading and read
ti again in full. Upon the reading of said ordinance the roll was called upon the question
of the adoption of said ordinance. Those voting in favor of the final passage and ado -

Thereupon the Chairman of the City Commission of the City of Sanford, Florida, announced

Thirteenth St. having been completed and duly inspected by the Commission and the
City Engineer having made his report that the improvement of said portion of Laurel
Avenue had been made in strict conformity with the plans and specifications therefor
on file in the office of the City Clerk, and final estimate having been prepared and
submitted by the Assessor, showing the actual cost of said pavement chargeable to all
property abutting upon said portion of Laurel Avenue and completed paving of Laurel
Avenue from Sixth Street to Thirteenth Street, was finally accepted by the City Com-
mission and the final assessment roll, as submitted by the Assessor , covering
said pavement, showing the actual cost of said pavement, chargeable to all property
abutting upon said avenue from Sixth Street to Thirteenth Street, was approved and
confirmed, and the Clerk was ordered and directed to publish a notice to all property
owners owning property on Laurel Avenue from Sixth Street to Thirteenth Street, that
the construction of the asphalt pavement on said portion of Laurel Avenue had been finally
accepted and that the final assessments against abutting property on said portion of Laur-
el Avenue, as set forth in said final special assessment roll, were payable in full

the construction of the asphalt pavement on said portion of Laurel Avenue had been finally
accepted and that the final assessments against abutting property on said portion of Laur-
el Avenue, as set forth in said final special assessment roll, were payable in full
without interest up to December 15th. 1923 and from and after said date, said special
Assessments would be payable only in ten equal annual installments -with interest at the ra

to Myrtle Avenue, having been completed, and duly inspected by the Commission and the
City Engineers having made -his report that the improvement of said portion of Fifth Street
had been made in strict conformity with the plans and specifications therefor, on file
in the office of the City Clerk, and a.final estimate having been prepared and submitted
by the Assessor, showing the actual cost of said pavement chargeable to all property abutti;
upon said portion of Fifth Street, and completed paving of Fifth Street from Magnolia Ave.
to Myrtle Avenue, was finally accepted by the City Commission and the final assessment roll
as submitted by the Assessor, covering said pavement, showing the actual cost of -said pave-
ment chargeable to all property abutting upon said street from Magnolia Avenue to-Myrtle
Avenue, was approved and confirmed, and the Clerk was ordered and directed to publish a
notice to all property owners owning property on Fifth Street from Magnolia Avenue. to -MyrtT
Avenue, that the construction of the asphalt pavement on said pootion of Fifth Street- -had. -
been finally accepted and that the final assessments against abutting property .on said
portion of Fifth Street, as
set forthin said final special assessment roll,- =ware- payable - -
in full without interest up to December 15th. 1923, and from and after said

the actual cost of said pavement chargeable to all property abutting upon saidotcr of
Oak Avenue, and completed paving of Oak Avenue from Tenth Street to Thirteenth Street, was - --
finally accepted by the City Commission and the final assessment roll as submitted by the
Assessor covering said pavement, showing the actual cost of said pavement chargeable to

and confirmed, and the Clerk was ordered and directed to publish a notice to all property
owners owning property on Oak Avenue from Tenth Street to Thirteenth Street, that the con -
struotion of the asphalt pavement on said portion of Oak Avenue had been finally accepted
and that the final assessments against abutting property on said portion of Oak Avenue, as
set forth in said final special assessment roll were payable in full without interest up to
December 15,1923, and from and after said date, said special assessments would be payable
only in ten equal annual installments with interest at the rate of Eight Per ceAtum per
annum on all deferred payments.
Commissioner S 0 Chase moved and it was seconded by Commissioner C J Marshall and
passed that the Tax Assessor be and he is hereby authorized to make an adjustment in the
valuation of the following property: Lots 1 & 2 Blk 12 Tr. 3, assessed to H B Lewis, value
at $5,300.00, Taxes $149.40, same to be valued at $7,000.00, Taxes $126.00, and that the
Tax Collector be given credit for the difference on the 1923 Tax Roll. _
