121223664 ADJOURNED SESSION OF REGULAR MEETING OF THE CITY COMMISSION WEVNESDAY, DECEMBER 12,1923 The City .Commission of the City of Sanford, Florida, met at 3 o'clock P.M_. at the City Hall in the city of Sanford, Florida on Wednesday.. December 12th. 1923 Present: Commissioners: Forrest Lake, S 0 Chase and C J Marshall. At 3 O'Clock the Chairman announced that the hour had arrived for the opening of bids f. for. the purchase of bonds to the amount of One Hundred and Sixty Thousand Dollars, of an authorized issue of Five and one -half per cent. Improvement Bonds of the City of Sanford, Florida, authorized by Ordinance Nos. 56,57, and 58, duly adopted by the City of Sanford Florida, on the 31st, day of August 1923, and Thereupon all sealed bids up to that time received by the City Commission were order to be opened and read and the following bids were then and there opened and read.: 1 Bank of South Jacksonville 157,808.00 with accrued interest to date of delivery for 5 - 1 /2's 2 Seasongood & Mayer 160,975.00 with accrued interest to date of delivery , for 5 - 1 /2's 3 Seasongood & Mayer 4 Hanchett Bond Co. 5 Walter, Woody & Heimerdinger 6 Prudden & Co. 7 Prudden & Co. 152,100.00 with accrued interest to date of delivery, for 512. 160,840.00 With accrued interest to date of delivery for 5 - 1 /2's 160,112.00 with accrued interest to date of deli ery, for 5 1 /2's 160.000.00 with accrued interest to date of deli ery for 5 1 /2's 160,000.00 with accrued interest to date of deliv ery, for 5 1 /4's on condition that proceeds of sale be deposited with bank or banks satisfactory to City and purchaser of bonds without interest. 9 Atlantic National Bank of Jacksonville 160,432.00 with accrued interest to date of de- livery , for 5 1 /21s. 9 I B Tigertt & Co. 10 J C Mayer & Co. and Ryan, Bowman & Company 11. J C Mayer & Co, and Ryan, Bowman & Company 158,800.00 with accrued interest to date of deli ery for 5 1/2's. 158,728.00 with accrued interest to date of deliv for 5 1 /2's 152,174.00 with accrued interest to date of deli ery for 5 1 /4's. No further sealed bids having been received,.the Commission proceeded to consider the bids submitted and after careful consideration and examination of all bids submitted, came to the conclusion that the bid of Seasongood & Mayer was the highest and best bid re- oeived. Thereupon , Commissioner S 0 Chase offered the following resolution, which was unani- mously adopted: Resolution #113 Whereas Seasongood & Mayer of Cincinnati, Ohio has submitted a proposal for'the purchase of the One Hundred and Sixty Thousand Dollars, City of Sanford, Florida, Improve- ment Bonds to be dated July 2,1923, bearing interest at the rate of five and one -half per centum per annum, interest payable July first and January first of each year, bo# 1 r 661 principal and interest of said bonds, payable at New York in the State of New York of the denomination of One Thousand Dollars, each, maturing July first 1953, authorized by ordinances Nos. 56 „ 57,and 58, heretofore duly enacted and adopted by the City Com- mission of the Cityof San trd, Florida, _nand approved by the voters of the City of Sanford f Florida at,an election called and held throughout the City of Sanford, Florida, on the 9th day of October A.D.1923, sALid proposal being in words and figures as follows,to -wit: December 12,1923 Forrest Lake ) S 0 Chase )As City Commission of the City of Sanford, Fla, C J Marshall )and as ex- officio bond trustees of the City of Sanford; Florida, at Sanford, Florida. Gentl6men: For the One Hundred and Sixty Thousand Dollars ($160,000.00) Park and Sewerage Bonds of the City of Sanford, Floirda, dated July 2nd. 1923, denominations $1000 each bearing interest at rate of five and one half per cent per annum, payable on first days of January and July each year, both principal and interest payable at New York, maturing July 1st, 1953, said bonds more fully described in the attached official notice of sale, which notice is made a part of this bid, we will pay you upon delivery of said bonds to us, One Hundred Sixty Thousand Eight Hundred and Seventy Five Dollars ($160,875.00) in current money and accrued interest from date of bonds to date of Delivery.. As per your official notice of sale we are to be furnished with the approving opinion of Hon J C Thomson, of New York. Yours very truly, Seasongood & Mayer,(Cincinnati) Ohio And, Whereas, it is the opinion of offering to purchase said bonds for Seventy five Dollars (- *160,875.00) bonds to date of delivery, is the h: issue of bonds. By, George R Richards, Agent. this Commission that the bid of Seasongood & Mayer One Hundred Sixty Thousand Eight Hendry and in current money and accrued interest from. date of Lghest and best bid received for the purchase of said Therefore , Be it Resolved that the'bid of Seasongood & Mayer for the purchase of said issues of bonds for One Hundred Sixty Thousand Eight Hundred and Seventy Five Dollars ($160,875.00) in current money, and accrued interest from date of bonds to date of deliv- ery, Be, and the same is hereby accepted, and Be It Further Resolved, that the sale of Said bonds be, and the same is hereby awarded to Seasongood & Mayer, upon the terms and conditions set forth in their bid as aforesaid, _ and, Be It further Resolved,, that the said bonds of the City of Sanford, Florida, to atthe ` amount of One Hundred and Sixty Thousand Dollars authorized in them manner er and at the time _,f u.: aforesaid, bearing interest at the rate of Five and One half per eentum per annum be de- livered to Seasongood & Mayer upon payment therefor by the said Seasongood & Mayer of: One Hundred Sixty Thousand Eight Hundred and Seventy Five Dollars ( $160,875.00) in current money, and accrued interest from date of bonds to date of deliver. r. 111 Forrest. (Seal) City Clerk The Fidelity Bonds of Forrest Lake, S 0 Chase and C J Marshall, City Commission of the City.of Sanford, Florida, ex- officio members of the Board of Bond Trustees, with United States Fidelity and Guaranty Company, a .corporation of Baltimore, Marylan as surety thereon, each of said bonds being in the sum of Fifteen Hundred Dollars, conditioned upon the faithful performance by the said Forrest Lake, S 0 Chase and C J Marshall of the duties devolving upon them as Bond Trustees in connection with an issue of bonds of the City of Sanford, Florida, in the sum of One Hundred and Sixty Thousand Dollars, duly executed by each of.said bond Trustees, being presented, and the City Attorney advising that said bonds were in correct legal form and properl executed, the said Fidelity'Bonds of said Forrest Lake, S O Chase and C J Marshall, as bond trustees as afores&id were duly approved. Commissioner S 0 Chase moved, and it was passed unanimously that the City Clerk is authorized to place $100.00 from Ordinary Fund in Bank subject to check of the City Librarian for incidental expenses. Said Librarian to be required to make a monthly report of such expenses on the first of each and every month to the City Cler accompanying said report with receipted vouchers for all items paid out.. Communication from the Southern Utilities Co. Re: establishing certain lines of poles and wires for electric service was referred to Secretary of Chamber of Commerce with instructions to confer with the City Punning Commission and make report to the Commission as early as practicable. Communication from Zaohary -Tyler Veneer Co. re: putting in sewer through thettr property without cost to the City in consideration that they be allowed sewer connection without cost to them, was read and on motion duly passed their proposition was accepted.. It was ordered that from and after this date that all building permits issued 4 only on O.K. of the City Planning Commission. Upon motion passed unanimously, Mrs Anne VanNess Brown was appointed as City Librarian, at a salary of $100.00 per month to serve at the pleasure of the City Commission. }There being no -further business, the meeting adjourned.
