MINUTES OF SPECIAL MEETING OF THE•CITYCOMMISSION OF THE CITY OF SANFORD
FLORIDA AT THE CITY HALL AT SANFORD FLORIDA ON TFF 3rd. DAY OF APRIL A.D.1924.
r' The City Commission of the City of Sanford, Florida met in special ses-
sion at the City Hall at Sanford, Florida, on the 3rd. day of April A D 1924.

Mr A W Houston, General Manager of the Southern Utilities Co. , and Mr
H R Rosebro, Local Manager of the Southern Utilities Co. were also present.
The Mayor stated the purpose of the meeting was to discuss with the Southern
Utilities Company the matter of purchase of such part of the present water works plant
owned and operated by the Southern Utilities Company, as would be of value to the City
in connection with the construction of a municipally owned water works plant authorized
and also to discuss with the Southern Utilities Company the matter of some working agree -
went with reference to the extension of mains for the service of the public during the
course of construction of the municipal plant, said service mains to be constructed by
the Southern Utilities Company under the plans and specifications furnished therefor
by the City Engineer, the cost of said construction to be paid for by said City, said
service mains to be used by the Southern Utilities Company free of cost during the con-
struction of the municipally owned plant, and to be taken overy by the City when its
plant was ready for operation
Mr A W Houston was requested to advise the Commission whether his Company
wpuld be agreeably inclined to consider the proposition-to sell to the City such portion
of its water works plant as the City Engineer would recommend and advise could be used
advantageously by the City. Mr Houston stated to the Commission that his Company, the
Southern Utilities Company, would sell to the City in its entirety, the water works
plant now being operated by it, less the power unit, but would not consider any pro-
position other than the sale of its entire plant, less said power unit, and if the City
was not willing to take the plant as it stood, and the underground system of distribution
that his Company was not willing to sell any part of it; that he did not intend to have
the property of the Southern Utilities confiscated, that they had a valuable property, and
it was useless to ask him to sell to the City parts of this property, and if the City
would not consider the proposition of buying the water works plant int its entirety,
less the power unit, there was no futher need of discussing the matter.
Mr Houston was then asked what arrangements could be entered into with
the Southern Utilities Company regarding the extension of service lines during the
construction of the municipal plant, under some amicable and equitable arrangement similar
to the plan outlined. above.
Mr Houston stated that his Company had no intention of assisting the City
in any way, or accomodating the City in any way during the period of the construction of
a municipal plant, and that he would not enter into any arrangement with tYB City re-
garding serivice lines during the time the City was constructing its water works plant,
and that he did not intend to make any extension of service lines, that the only arr ge-
ment he would consider would be that the Southern Utilities Company would put in the requi ed e

At this point in the discussion, and before the conclusiong of the Conference,
Mr Houston stated he had no further business with the Commission,'and left the meeting,
accompanied by Mr Hosebro, the Local Manager, and Mr W B Crawford, of Counsel for the
Southern Utilities Company.
The Clerk was instructed to write the Southern Utilities Company that the City
is ready to proceed with the construction of a municipal Gas Plant and will condider
the taking over in its entirety, their present plant, and request that the Southern
Utilities Co. submit to the City Commission a price agreeable to them for the purchase
by the City of their entire plant.
There being no further business to come before the Commission, the meeting
adjourned.
