CoiT unication was read from Y S Wisr;rjns Re: adjustment of 1923 taxes on S. 60 ft. of Lots 9 & 10 Blk 4 Tr. 2; stating that building on said lots was not more than 23; completed on January 1, 1923 , and on motion duly seconded and carried, the Clerk was instructed to m:ke the proper adjustment. On motion duly seconded and passed, the Sanford Herald was designated as the newspap in which the delinquent tax list should be published. Commissioner C J Marshall offered Resolution #127 entitled: "A Resolution providing for the paving, re- paving , hardsurfaeing and re- hardsurfaeing of Sanford Ave. from First street to Seminole Boulevard; and Seminole Boulevard from Sanford Ave. to Palmetto Ave. with Trinidad Natural Lake Sheet asphalt instead of Sheet Asphalt, Willite Process, as heretofore authorized." Thereupon said resolution was read in full. Upon the reading; of said resolution, t question wus put on the adoption of said resolution. Said motion pr vailed by unanimous vote of the City Commission. Thereupon said ordinance was placed. upon its first reading and read in full. Thereupon Commissioner S 0 Chase moved that the rules be waived and said ord- inance be placed upon its second reading; and final passage, which motion was duly seconde . The City Commission of the City of Sanford, Florida met in regular session on the 14th day of April A D 1924 at 5:00 P -71. Present : Forrest Lake, Mayor, S 0 Chase, Commissioner, C J Marshall, Commissioner Joseph E Craig, Consult incr Engineer; Fred T Williams, City Engineer; W R 1illiams, City Manager; Ceorge A �Cottes, City Attorney, and 1, R Philips, City Clerk, also in attendance The Mayor sta,t d that the -purpose of this meeting was to discuss with the Consulting; Engineer the matter of the purchase, if possible, of such portions of the present existing water works plant of the Southern Utilities Company as the City of Sanford, Florida, could use advantageously in the construction of its municipal Plant. The Commission asked tha City Attorney to question and conduct an examination of the Consulting Engineer with reference to the present existing water works plant of the ftti her Utilities Company, so that the Comitission might be fully advised from the answers given by the engineer, as to tJhat portion, if any of said plant could be advantageously used by the City. Thereupon; -',Tr Joseph E Craig, Consulting Engineer, in charge of the construction wcr of the 17unicipal 17ater Works Plant, was examined for and on behalf of the Commission by the City Attorney; as follows, to -wit: Q Mr Craig, a rei.,ort has been handed me by the Commission, made by you under-date of 'larch 25th. 1924 relative- to the physical survey and examination made by you of the water works plant of' thy: Scuth> >rn utilities Cornpa,ny.Will you please just briefly state what wa,s done by *You in order to determine the information ccnt-uined in your report to this Commission under date of °'arch 25th 1924 ? A. An examination was made of all of the pumping equipment, the 60,000 gallon tank, con - crete reservoir the pumpin station building, all of the meters in the City, and all the water mains in as many places as it was possible to find them exposed during the recent str-aat construction of severs and paving in the City. I also made an examination of the wells and fire hydrants. Q In making this examination in detail of the j�resent water works plant, did you make an examination into the matter of the vc.lue of the various equipt.:ent of the Southern Utilities Company, used in connection with the w ater Works plant? A. "I made an examination as to the value of all of the several elements entering into the complete water works plant of the Southern Utilities Company. Q. In the report rendered the Commission under date of aarch 28th., you refer, papagraph by Paragraph, to various items of the present equipment being used by the Southern Titilitie Co :r :,,any in the operation of its water works plant. This Commission, "Ir Craig, would like to know from you, in addition to the report that you have rendered in wirting, whether the pumping machinery now in use.by the Southern Utilities Company in the operation of its wate works plant `mould be serviceable or practicable for use by the City, and adequate for use by the City in its4unicipal Plant to be constructed, and if not, briefly, ,rhy not ? A. The Pumping machinery has been long; service and is inadequate to the needs of the City because of the fact that the principal pumping engines consist of two triplex motor dliven Pumps each capable of delivering 600 gallons a minute. ■ 716 The City of Sanford is undertaking to build a water works system to meet the needs of the reasonable future as required by the Southeastern Underwriters Engineers. These requirements would include pumping machinery capable of delivering for fire protection, more than three tirnes the amount of water which the two triplex pumps would furnish. The other pumping machinery in the existing pumping plant consists of two centrifugal pumps, which are considerably corroded, and would not be considered of the type of pump- ing engines required by the Underwriters Engineers, for reasonably good fire protection to the City of Sanford. Q Would you, Mr Craig, advise this Commission to purchase from the Souther Utilitie Company any part of the pumping machinery or pivoer unit now being used by the Southern Utilities Company in the operation of its water works plant ? A. I would not. Q In your report of March 28th you refer to a 60,000 gallon elevated steel tank stating this tank is entirely too small and has seen eleven years of service, and is. utterly unsuited, Mould this tank be of any value to the City in connection with the Municipal Water Works Plant now being installed ? A. It would not be of value to the City City in the construction of a modern efficient water works system. Of course the tank has some salvage value, and could be wrecked.and sold for scrap or could be taken down and set up again 'in song other portion of the City, However, this would be expensive, and unsatisfactory, and the value of this tank to the City is so small that I would not recommend that it be pur- chased by the City to be used in connection with the new water porks plant. Q. You also refer in this report, of March 28th. to the concrete reservoir, stating that it is too small to be considered, and is located in an unsatisfactory plac -Where is the location of this concrete reservoir.? A. At the corner of Sixth St. and Holly Avenue, which location is more than one - half a mile from the site of ' the proposed Sanford pumping plant, and for this reason could not be used. Furthermore, the capacity of this reservoir is 135,000 gallons, where as.,�he City of Sanford, should have a concrete reservoir of an absolute minimum capacity Of 500,000 gallons Q. Could this concrete reservoir be used by the City of Sanford advantageously as an integral part of the municipal plant to be installed ? A. No. Q. You also state in this report that the wells , the artesian wells, are in an unsatisfactory location. What further can you Advise with reference to these wells, and the c.ondition of these wells, and the unsatisfactory location of same ? A. These wells are located at the site of the reservoir and have been flowing for various periods, from five .to twenty years, and it is a well known fact thd,t the flow from these wells decreases. Owing to the fact of their location one -half a mile from the proposed site of the Sanford pumping plant, they could not be advantageously used therewith. Q. In your report; with reference to fire hydrants, you state as follows: "Fire Hydrants are 411, being too small. Those contemplated are all 6" or larger." I would like to ask, on behalf of the Commission, whether the t+" fire Hydrant now install d an 717 and being used by the Southern Utilities Company in the operation of the water works plant could be used by the City of Sanford advantageously in the operation of its municipal plant, and if : not, why not ? A. These hydrants could be used, but not advantageously, because of the fact that the Engineers of the Southeastern Underwriters Association require that unless all fire hydrants protecting the City of the class of Sanford, have 6« connections, to the mains the property insured will be penalized or charged a greater rate of insurance , due to the fact that these fire hydrants have less than 6" connections to the water mains. Q. ( By Commissioner TTarsh X11) I understand, idr Craig, that Mr Rosebro, the Local Manager of the Southern-Utilities Company, claims that the barrels of the present fire hydrants in use are 6►, barrels. Would it be possible to take the fire hydrants now in used by the Southern Utilities Company, and convert them in any manner so that they could come up to the requirements of the Southeastern Underwriters Association ? A. Even though these hydrants with 411 hub connections were increased to 611 by the use of increasers, the Underwriters would still penalize the City of Sanford due to their use. Q, Mr Craig, would you recommend or advise to the Commission the purchase of the pres fire hydrants in use by the Southern Utilities Company in this City in connection with its water works plant, and the user of these hydrants in the municiapl plant to be in- stalled? A. I have recently designed water works systems for Florida cities using several hundred fire hydrants, all of which had 61, or larger connections. as required by the Underwriters. For this reason I would not recommend the use of the 4f, hydrants in an efficient water works system for Sanford. Q. You also state that the meters and meter boxes now being used by the Southern Utilities Company in the operation of its water wo-rks plant could be used by the City in the operation of its municipal plant, but that you have found from your examination, that on many streets these meters and meter boxes will have to be moved from the front of the houses to the alley in the rear.. Can you advise this Commission, to any degree of certainty, the percentage of meters and meter boxes now in use by the Southern UtilitJes Company, that are located in front of the houses rather than in the alley to the Real ? A. Probably ninety -eight per cent are located in front of the houses. Q. In the distribution system to be installed by the City for aervice to property owners, where will the distribution of the municipal plant be made from ? From the street line or from alley lines ? A. Fifty per cent of the distribution or more will be made from alleys. Q. That would be the approximate cost of taking out a meter and meter box locate on the street line, and installing same in an alley on the City's' line of distribution A. Probably Three Dollars each. Q What is the present value, the average present value, of the meters and meter boxes now in use by the Southern Utilities Company in connection with its water works Plant ? A. You mean all of them ? Q The general average value. A. About Eleven Dollars. Q. And what would be the initial cost of a new meter and meter box each? A. Twelve Dollars an-d Sixty Five Cents each. Q In the installation of a new., modern efficient water works plant for the City of Sanford, would it be more adva,ntageous.I.to the City to buy from the Southern Utilties Company the present meters and meter boxes now in use by the Gouthern Utilities Cornpan and installed mostly in streets to the front of the property, and re- install those meters and meter boxes in alleys, rather than to purchase new meters and meter boxes for the Municipal Plant.? A. No. - Q. You state, in your report of March 28th, that the distribution system now used by the Southern Utilties Company , is composed mostly of mains which are entirely too small for fire protection, and that they are poorly laid out for this purpose. Should the City in any way arrange to take over the distribution system now being used by the Southern Utiltites Company, in connection with the mains for fire protection, would that system be adequate to meet the requirements and needs of the City of Sanford, for fire protection? A. No. Q. Would it be practical for the City of Sanford to use the distribution system for fire protection now being used by the Southern Utilities Company as an integral part of the municipal plant to be installed ? A. It would not be practical to use all of the distribution system of the Soutiern Utilities Company's water works in the new 111unicipal water works system, but it would be possible and practical to use portions of this Southern Utilities Distribution system which are composed of 6" mains that have been laid within the last 12 or 15 years. However, very few of these mains are located as desired in the design of a new adequate and efficient water works system for Sanford. Q. Mould it be practical ,4.r Craig for the City of Sanford to use the distribution system for service lines to property owners, now, in use by the Southern Utilities Company in the operation of its municipal plant to be corn tructed ? A. It would be possible but not desirable to ude this Southern Utilities distri- bution system for supplying services of the Sanford eater 7,orks Syste . If this were undertaken, most likely very undesirable conditions would-occur. Q Tould you recommend the use of the distribution system of the Southern Utilities Company for fire protection in connection with the City's Municipal Plant ? A. No, It has been proven at several fires recently that this distribution cannot furnish adequate water for fire protection to most of the City of Sanford. Q, Would you recommend to this Commission the use of the distribution system of the Southern Utilities Company now being used by it in its service lines to property. owners? A. No, with respect to the old main 41, in size or less. Q. if arrangements could be made with the Southern Utilities Company whereby the City, could take over the old mains at their salvage value, would that require the re- vising and changing of the water works system as planned b you for the f - Y Y e City o.. Q Would the.revising and changing of the plans and specifications prepared by you for the new water works system for the City of Sanford add any cost to the system as planned by you in excess of the figures that you have submitted for the construction of this new .plant ? A. The using of these old mains would not _add seriously to the cost of the work but would decrease very much its efficiency and fitness after the entire works were complete,- Q. In the recapitulation of your report of .1Zarch Vth. you have listed 690 meters at an appraised value of k8.00 per meter, making a total of $5,520.00. Would you recommend the purchase of these 690 meters at that price from the Southern Utilities Company 'by the City of Sanford, to be used in connection with its ne -j water works plant ? A. The examination of the equipment of the Southern Utilities Corr:rany�s water works shove that the water meters have been maintained well and are in satisfactory condition. 'These meters could be used and there is no reason why they should not be used at Twhat they are actually worth, something less than the cost of new meters, and I would recommend the purchase of these meters at •$8.00 per meter, provided the Southern utilities Company is :willing to sell them to the City. Q. '1;'ould you recommend the purchase by the City of Sanford of the 700 meter boxes at a salvage of X2.90 ? A. I would not because I believe they can buy them new at a 'getter price than that Q. Could you give this Commission sonne infor:i,ation of the ar,proxiaate cost per house connection for connecting service to property owners with the City Line ? Of course we understand it -will vary, but the approximate cost per connection ? A. The Approximate cost per connection for each service, exclusive of meter, using 3/411 goose necks and 5/6" tap , will be 1510.00 Q. 11Lculd you recommend �,to this Cofrunission the purchase frorrr the Southern TJtilties Co. provided they were -,willing to sell to the City, the 350 house connections 'referred to in your report, at an appraised valuation of 58.00 per connection ? A. While these connections could be used by the City, I would not recom.-r.end their pur- chase, because of the fact that to move them in many cases would tear up the street and in the cases where they are not moved their uncert,iin condition as to age brings in an undesirable element. Q. (By it Lake) Is it 'a fact that a large percent of these meter connections have become corroded and are not of much service.? A. In my report I dropped one -half of the present connections as being unfit on that account. Q. In this report you also refer to certain valves ahich might be used by the City of a total salvage"valuation of k12CO.00. If these were out ,could that, entail the dismantling of the present plant of the Southern Utilities Company A. It would. Q. And would you recommend, as the Consulting Engineer, the purchase of these valves ? A. I would not because of the fact that the existing water works system must be used 720 until the new water works system is in operation, and these valves cannot be taken out of the old water works system and put into the new until the new is in operation and the old shut down, an impossibility. Q. You refer in your report to 1711, 2t', 4" and 61t pipe laid within the past four years at 'a slavage valuation of $15,000.00. Could this pipe where now laid be taken over as an..., integral part of the water works plant to be installed by the City. A. This pipe could be taken over but would require very m "terial changing of the plans for the proposed water - works system, and would compel the making of the plans to com- ply with the location of these existing water amine, which distribution system, when completed, would not be so desirable to the Southeastern Underwriters Association as would be the system as planned entirely new, and for this reason would cause the ins surance rates in some portions of the City to be higher. Q. Would you recommend to this Commission the purchase of the 1 -° 211,4+1 and 6" mains at the salvage valuation of $15,000 to be used by the City in the construction of its water works plant ? A. For the value of these mains themselves, I would not recommend their purchase. Q. You also refer to 61t mains laid within the past 12 years of salvage valuation of e6,600.00 . Could these 6" mains as now laid and where now laid, be used as an inte- gral part of the water works system to be installed for the City of Sanford ? A. They could be used by not advantageously and efficiently. Q. ( By Commissioner Lake.) Is it not a fact that with the water now used by the Southern Utilities, the pipe would be badly corroded after use of 10 or 12 years ? A. Yes. Q. MIr Craig, in this report of :vllarch 28th., you show a total salvage valuation of 03,950.00 of portions of the present equipment of the Southern Utilities Company now being used in the operation of its water works plant, that the City might take over, in making this report to the City, what were some of the controlling motives that in- duced you to make this report ? A. I felt very strongly that it would be difficult and expensive to incorporate this equipment into a modern, efficient, new water works system for the City of Sanford, but for the sake of coming to some amicable agreement with the Southern Utilities Company I was willing to recommend that they should be paid this amount for this materiel, simply for the sake of coming to an agreement and closing the matter, and not because I felt that this equipment had physical value to this extent to the City of Sanford. Q. In view of your remarks, Mir Craig, and being approved of the fact that this COMMiSSiOTL h,s, exhausted every effort at its. command to arrive at some satisfactory amicable arrange- ment with the Southern Utilities Company for the purchase of portions of its equipment. Which it-- _ecauld use advantageously, and the Commission having been informed by the General Manager of the Southern Utilities Company that they would not consider for a moment.the sale of any part of their plant to the City of Sanford, but would only consider the sale of the plant in its entirety, less its power unit, would you recommend to this Commissio that they take any further steps to secure by some amicalbe arrangement with the Southern Utilities Company the portions of its plant referred to in your report of 'Y'arch 28th.?
