REGULAR MEETING ";OF THE CITY COMMISSION
MONDAY JUNE 9, 1924 at 2:30 P.M.
Present. Commissioners Forrest Lake, Mayor, C J Marshall, Commissioner, W B Williams
City Manager, Fred T Williams, City Engineer, and George A DeCottes, City Attorney.
Minutes of last regular meeting and special meeting June 6th. read and approved.
Report of the City Manager far May and Report of the Clerk for May were read,
accepted and filed.
Communication from Chamber of Commerce requesting the Commission to advance $250.00
on publicity account for placing road signs between Sanford and Pittsburg Pa. was read
and on motion duly seconded and passed, the Clerk was instructed to issue warrant for
same and deduct from publicity appropriation fcr 1925•
The Commission then sitting as an Equalizing Board to hear complaints on paving
of the following streets:
V'Ninth Street from Park Ave. to Holly Ave.
Highland Street from Sanford Ave. to _Park Ave.
Eighth St. from Sanford Ave. to French Ave.
Seventh 'St. from Magnolia Ave,. to French Ave.
Twelfth Street from Sanford Ave. to French Ave.
Rose Court Addenda.
Petitions were filed by property owners on Ninth Street from Park Ave. to Holly A
Seventh Street from Magnolia Ave. to French Ave.; Twelfth Street from Sanford Ave. to
French Ave! .re4ut Atlhg.-:thit ,satd 'str.eets be not paved at present, and the Engineer was
instructed not to proceed with work on these streets.
Objections filed as to the
� paving of Highland Street from Sanford Ave. to Park
Ave. were withdrawn.
No objections on Eighth St. being filed, the Engineer was instructed to pro -
osed on Eighth St. from Sanford Ave. to French Ave.
Rose Court Addenda, no objections, and Engineer instructed to proceed with work
on same.
Mr R Spolly representing the Florida Trucker requested the City to take a'
double page Adv. in same to be published in the last issue if June, at a cost of $96.00
same to be paid for after October 1, 1924.. and on motion duly seconded and passed, same
was ordered done.

Mr Victor Schmeltz came before the Commission Re: bond in the matter of contr
on moving house of Mrs A D Vaughan. On motion duly seconded and passed the City Manager
was authorized to accept Surety bond in the sum of $1000.00, and that the City will pay
premium on Same.
objections being raised as to paving Evans Street between Park and Magnolia
avenues, the,Engineer was instructed to omit this part of Evans St. from the paving List.
Report from Engineer Craig Re: Water Works construction for May was read and
filed.
Commissioner C J Marsh all intorduced Ordinance # 77, entitled:

An Ordinance authorizing the Cligde Steamship Company a corporation and its successors
and Assigns, to use that portion of an un -named alley lying between Palmetto Avenue and
Sanford Avenue, extended North into the waters of Lake Monroe North of the present Bulk-
head line, for depot and terminal facilities,
and moved that same be placed upon its first reading and read in full. Said motion pre-
vailed by unanimous vote of the City Commission. Thereupon said ordinance was placed
upon its first reading and read in full.
Thereupon Commissioner C J Marshall moved that the rules be waived and said ordinande
be placed upon its second reading and Mail passage, which motion was duly secodled.
The question was then put upon a waiver of the rules and the roll was called upon a waive
of the rules. Those voting in favor of the waiver of the rules were Commissioners Pbrrest
Lake, S 0 Chase and C J Marshall. Those voting against a waiver of the rules were Commiss
ers, bone.
Thereupon the question recurred upon the motion to place said ordinance upon its
second reading and final passage, which motion prevailed by the unanimous vote of the
City Commission.
Thereupon said ordinance was placed upon its second reading and feed in Rill. Upon
the reading ,of said ordinance the roll was called upon the question of the adoption of
said ordinance.
Those voting in favor of the final passage and adoption of said ordinance were.
Commissioners Forrest Lake, S 0 Chase and CJ Marshall.
Thereupon the Chairman of the City Commission of the City of Sanford, Florida
announced that the City Commission of the City of Sanford, Florida, by unanimous vote
had passed and adopted that certain ordinance entitled:

and assigns, to use that portion of an un -named alley lying between Palmetto Ave. and k
Sanford Ave. extended north into the waters of Lake Nomi:oe north of the present Bulkhead
line, for depot .and terminal facilities."
Commissioner C J Marshall intrrduced Resolution # 141 ent itlod:
"A Resolution providing for the paving, re- paving , hard surfacing and re- hardsurfacing
of Hughey St. from Sanford Ave. to Park Ave., a width of 24 feet."
Thereupon, said resolution was read in full. Upon the reading of said resolution, the
question was put on the adoption of said resolution. Those voting in favor of the passage
and adoption of said resolution were: Commissioner S 0 Chase, Forrest Lake and C J
Marshall. Those voting against the passage and adoption of said resolution were:
Commissioners None.
Thereupon the Chairman of the City Commission announced that the Commission
had unanimously passed and adopted that certain resolution numbered 141, entitled:
"A resolution providing for the paving, re- paving, hard surfacing and re- hardsurfacing
of Hughey St. from Sanford Ave. to Park Ave. a width of 24 feet."
Commissioner C J Marshll introduced Resolution #142, entitled:
A resolution providing for the paving, re- paving , hard surfacing and re -hard surfacing
Of Elm Ave. from Thirteenth St. south to Hughey Street, a width of 24 feet.
Thereupon, said resolution was read in fall, Upon the reading of said resolution, the
question was put on the adoption of said resolution. Those voting in favor of the pas-
sage and adoption of said Resolution were: Commissioners. S 0 Chase Forrest Lake, and
C J, Mi4rehal'l,. Those voting against the passage and adoption of said resolution were:

Commissioners None. Thereupon the Chairman of the Commission announced that the
¢ity Commission of the City f Sanford had by unanimous vote, passed and adopted

that certain resolution /entitled:
".A Resolution providing for the paving, re- paving, hard surfacin and re -hard surfacing
of Elm Ave. from Thirteenth St. south to Hughey St. a width of 21 ft."
On motion duly passed, the Engineer was instructed to proceed to establish line for
extension of Holly Ave. from Commercial St. North to Lake Monroe,'and Commercial St.
West from Holly Ave. to Cedar Ave., and the City Mam*ger was instructed to clear and
grade same.
City Manager reported that C M Owens had completed his contract on sewer work
and the Manager was authorized to return his bond.
On motion duly seconded and passed, the City Engineer was instructed to proceed
to draw plans and specifications for Bulkhead on Lake Front from present Bulkhead East
to City'Limits, and from present bulkhead west to City Limits.
The City Engineer was instructed to proceed with preliminary steps on the
following streets to be paved
Laurel Ave. from Commercial St. to Sixth St.
Loousi Ave. from Union to Celery Ave.
Holly Ave, from Ninth St. to Goldsboro Street.
Tenth St. from Olive Ave. to Mulberry St. thence south on Mulberry St. to Golsboro St.
16 foot road from Goldsboro St. to McCraekents Plant, thence west to City,Limits at
American Fruit Growers warehouse.

having been completed and duly inspected by the : Coommission, and the City Engineer hav-
ing made his reports that the improvement of said portions of French Ave: from First
Street south to Ninth St.; French Ave. from First St. to Lake Monroe';- NNinth St. from
Cpp 6x14" Ave. to Park Ave.; and the widening of Ninth St.. from Cypress Ave. to Sanford
Ave. had been made in strict conformity with the plans and specifications therefor, on
file in the office'- of`'lbea "City Clerk, and final estina tes . having been prepared and sub-
mitted by the Assessor, showing the actual cost of said pavements chargeable to all pr
erty abutting upon said portions of French Ave. from First St. to sake Monroe, French
Ave-from First St. to Ninth St.; Ninth St. from Cypress Ave to Park Ave, and the widen
of Ninth St. from Cypress to Sanford Ave., and the completed paving of French Ave.
from First St. to Lake Monroe; French Ave. from First St. to Ninth St.; Ninth St.:Mom.
Cypress Ave. to Park Ave., and the widening of Ninth St. from Cypress Ave. to-Sanford
Ave., was finally accepted by the City Commission, and the final assessment rolls, as
submitted by the Assessor, covering said pavements, showing the actual cost of sand
pavements, chargeable to all property abutting upon said streets and avenues, was appro
and ocnfirmed, and the Clerk was ordered and directed to. publish a notice to al-1. proper
owners -owining property on French Ave. from First St. to Lake Monroe, French Ave.
from First St. to Ninth St.; Ninth St. from Cypress Ave to Park Ave.; the Widening
of Ninth St. from from Cypress to Sanford Ave. thi t the construction of the asphalt

pavement on said portions of French Ave. North, French Ave., South, Ninth St. and
the widening of Ninth St. ha,d been finally accepted, and the final assessments against
abutting property on said portions of French Ave. N., French Ave. S, Ninth St. and the
widening of Ninth St..as set forth in said final Special Assessment rolls, were payable
in full with.out interest up to JULY 1, 1924, and from and after said date, said special
assessments would be payable only in ten equal annual installments with interest . at the
rate of Eight Per Cent.
g per annum on all deferred payments.
