REGULAR MEETING OF THE. CITY COMMISSION MONDAY
JULY 14, 1924, at 2:30 P.M.

City Manager's report for June read and accepted and filed.

Report of Engineer Craig, on water works-construction read, accepted and filed.
George A J�eCottes, City Attorney, advised the Commissioners that the draft of all
necessary legal instruments in connection with the transfer of the Water Works Plant of
the. Southern Utilities Company, to the City of Sanf oatd, Florida, had been completed
and the City could now consummate the purchase of said plant. The City Attorney cal-
led the attention of the Commissioners to the fact that in making settlement with the
Southern Utilities Company, a deduction should be made covering the accrued City, Stat
and County taxes on the water works plant of the Southern Utilities from January 1st,
.1924 to June lst. 1924. The Clerk was ordered to make the ealuulation of all taxes,
City State and County, on said water works plant for the first six months of the year
1924, and to collect this amount from the Southern Utilities Company. The City Commission-
ers instructed the payment of the purchase price of said water works plant, of $71,000100
to be made to the Southern Utilities Company, at such time as the City Attorney advised
that all legal instruments in connection with the transfer of .said property had been
duly executed on the part of the Southern Utilities company and on the part of the
United States Mortgage and Trust Company. ( -
Mr A IV Houston of the Southern Utilities Company being present the Com-
mission made him an offer of $100,000.00 cash for the gas plant and allowed him 15 days
inin which to obtain an answer from him company.
The City Commission also asked Mr Houston, to make the City a price on the
Electric Light Plant and instructed the city Attorney to write the Southern Utilities
Co. a letter asking for a reply not later than Sept. 1, 1924.
Commissioner 0 J Marshall then introduced Ordinance X78 entitled:
"An Ordinance changing the na-.mes of Summitt St. and Water St. in the city of Sanford
and moved that same be place upon its first reading and f'ead in full. Said motion pre -
vviled by unanimous vote of the City Commission. Thereupon the said ordinance was placed
upon its.first reading and read in full.
Thereupon Commissioner C J Marshall mor-ed that the rules be waived and said
ordinance be placed upon its second reading and final passage, which motion was duly
seconded. The question was then put upon a waiver of the rules and the roll was ohlled
those voting in favor of the waiver

Thereupon the question recurred upon the motion to place said o rdim nee
upon its second reading and final passage, which motion prevailed by the unanimous vote
of the City Commission.
Thereupon said ordinance was placed upon its second reading and read in

of the adoption of said ordinance.
Those voting in favor of the final passage and adoption of said ordinance
were! Commissioners, Forrest Lake, S 0 Chase and C J Marshall.
Thereupon the Chairman of the City Commission of the City of Sanford
Fllrida announced that the City Commission of the City of Sanrord, Florida, by
unanimous vote had passed and adopted that Certain Ordinance entitled!
An Ordinance changing the names of Summitt St. and Water Ste in the City of Sanford
Fllrida."
Commissioner C J Marshall introduced Ordinance #79, entitled:
"An'ordinance providing for the vacating and closing of a portion of Fulton St.
and Gabbett St. formerly known as Water St. inthe City of Sanford, Florida."
an moved that same be placed upon its first reading and read in full. Said motion
prevailed by unanimous vote of the City Commission. Thereupon said ordinance was

Thereupon Commissioner C J Marshall moved that the rules be waived and. said

and C J Marshall. Those voting against the passage and adoption of said resolution
were: Commissioners: None. Thereupon the Chairman of the Commission announced that the
Commission had unanimously passed and adopted that certain resolution numbered #148
entitled:
"A resolution providing for the pa wing re- paving , hard surfacing and re -hard surfacing
of Dust Ave. and Fort Reed Ave. from Union Ave. south'to Celery Ave. a width of 24 ft."
Commissioner-, S 0 Chase intordueed Resolution #149 entitled`.
"A Resolution providing for the paving, re- paving, hard surfacing and re -hard surfacing
Of Mellbnville Ave. from Pace Lane north to the north line of Mayfair, Elliott Avenue
from Pace Lane north to opposite the northeast corner of Lft 13 Blk 1, Mayfair; Summerlin
Ave from Pace Lane north to_ opposited the northeast corner of Lot 14 Block 2, Mayfair;
and Union Ave. from Mellonville Ave. east to �a=erlin Ave. a width of 24 feet."
Thereupon said resolution was read in full. Upon the reading of said resolution, the
question was put on the adoption of same. Those voting in favor of the passage and
adoption of said resolution were' Commissioners S 0 Chase and C J Marshall and Forrest
Lake, Those voting against the passage and adoption of said resolution were: Commissioner
None. Thereupon the Chairman of the Commission announced that the Commission had unanimous-
ly passed and adopted that eertiin resolution entitled:
" A resolution providing for the paving, re- paving hard surfacing and re-hardsurfacing
of Mellonville Ave. from Pace Lane north to the north line of Mayfair, Elliott Ave.
from Pace Lane north to opposite =the northeast corner of Lot 13 Blk 2, Mayfair; and Union
Ave from Yellonville Ave. east to 6ummerlin Ave. a width of 24 feet."
Petition from property owners on Sixth St between Magnolia Ave., and Sanford Ave.
requesting that same be not paved at present was read and Engineer instructed not to pro-
ceed on same.
Petition from property owners on Eleventh St. between Park Ave. and Sanford Ave request-
ing that said street be not paved at present was read and the Engineer was instruced
not to proceed with same.
Petition from property owners on Seventh St. between Magnolia Ave. and Park Ave. re
gwesting that said street be paved was read and the Engineer was ii� strutted to proceed
with same at once.
Communication from the Hutton Engineering Contracting Co. Re: Contracts etc. was
read and filed.
Communication from the City Planning Commission re: Revised. Plat of Mayfair and Plat
of South Park was read and filed.
Plat of Mayfair amended, and Plat of South Park were presented and accepted, and
ordered entered in the City Plat Book.
Communication from Junior Chamber of Commerce re Bathing Pool was read and,filed.
Commissioner C J Marshall offered thc. following resolution which was unanimously
adopted:
It is hereby ordered by the City C ommissioners of Sanford,, Fl.lrida, that the form
form of contract between the said City of Sanford and the Atlantic Coast line Ry. Co.
by the provisions of which, said Railroad Company grants to the said City of Sanford,
the license of placing a street crossing at grade, for the purpose of extending Elm Ave.
across the Right of Way fiend main tract of the Lake Chamr Branch of the said Railroad
Company, in said City of Sanford, Fllrida, as particularly described in said contract
dated 19th day of June A.D.o1924, and as shown on the blue r

contract, be and the same is hereby approved.
Further that the Mayor and Clerk of said C ity of Sanford are hereby
authorized and directed to execute said contract in the name of said City and
on behalf of said City Commissioners.
Communication from Layne Southeastern Co. Re' their bill for testing well /
was read and the City Clerk was authorized to draw warrant for $400.00 to pay same
City Clerk reported that he had audited the County Books with reference to
State Road Taxes and found due the,city $6,482.16, for thick the Clerk of the
Circuit Court had promised to send a check.
The Commission then proceeding as an -Wqualizing Board to hear complaints or
objections as to the paving assessments on Hughey St. from Sanford Ave. to Bark Ave.
Elm Ave. from Thirteenth St. to Hughey St.
There being no complaints or objections filed, said assessments were de-
clared confirmed and equalized.
The Clerk then presented the Tax Roll for 1924 real estate taxes and asked
,for further time on the personal tax roll which was granted. The Commission then
appointed the following as a Tax Commission to go over the tax roll with the City'
Assessor -and make such adjustments as they deemed advisable.

Dr F 0 King, came before the Commission asking for improvement of tennis
court in Ninth St. Park, and the City Manager was authorized to give the matter
attention at once.
Contract between the Southern Utilfties Co. and the City of Sanford as to
supplying current for water plant was presented and approved.
G P Paxton came before the Commission asking for additional force in the
Fire Dept, in order that he could give more attention to inspection work, the
matter was referred to the City Manager.
On motion duly secord ed and passed the City Attorney was instructed to.
proceed at once to advertise for bids on bond issue of $160,000.00 for the
purpose of acquiring and establishing a gas plant.
On motion duly seconded and passed the City Manager *as instructed
to proceed to move barn on F L Miller's property on the Heights off the City street
line.
The following bills were read approved and the Clerk authorized to draw
