072824761' REGULAR MEETING OF THE CITY COMMISSION MONDAY JULY 29, at 2:30 P.M. 1924. Present: Commissioners , Forrest Lake ( Mayor) and J C Marshall. Commissioner C J Marshall offered t esolution #150, entitled: "A Resolution providing for the paving, re- paving, hard surfacing and re- hardsurfacing of Seventh St. from Magnolia Ave. west to Park Ave., a width of 24 feet." Thereupon said resolution was read in full. Upon the reading of said resolution, the question was put on the adoption of same. Those voting in favor of the passage and adoption of said resolution were Commissioners Forrest Lake and C J Marshall. Those voting against the passage of said resolution were: Commissioners None. Thereupon the chairman of the Commission announced that the Commission had unanimously passed and adopted that certain resolution entitled.: "A Resolution providing for the paving, re- paving, hard surfacing and re -hard surfacing of Seventh St. from Magnolia Ave. west to Park Ave., a width of 24 ft.". Commissioner C J Marshall introduced Resolution #151, entitled: "A resotution prottdtng for the paving, re,- paving, hard surfacing and re -hard surfacing of Laurel Ave. from Commercial St. 'south to Sixth St. a width of 24 feet." Thereupon said resolution was read in full. Upon the reading of said resolution the question was put on the adoption of same. Those voting in favor of the passage and adoption of said resolution were commissioners Forrest Lake and C J Marshall. Those vot- ing against the passage of said resolution were: Commissioners None. Thereupon the Chairman of the City Commission announced that the City Commission had unanimously passed and adopted that certain Resolution entitled: " A Resolution providing for the paving, re- paving hard surfacing and re -hard surfacing of Maple Ave. from Fist St. south to Fifth St. a width of 24 feet." Thereupon Commissioner C J Marshall, introduced a resolution #153, entitled.: "A Resolution providing for the paving, re- paving, hard surfacing and re -hard surfacing of Holly Ave. from First St. south to Fifth St., a width of 24 ft. " Thereupon said resolution was read in full. Upon the reading of said resolution the question was put on the adoption of same. Thereupon the question recurred upon the motion to place said ordinance upon its second reading and final passage, which motion prevailed by the unanimous vote of the City Commission. Thereupon the Chairman of the City Commission of the City of Sanford, Florida announced that the City Commission of the City of Sanford, Fla. by unanimous vote had passed and adopted that certain ordinance entitled: %A Nordinance requiring the owners of property in the City of Sanford, Florida to remove therefrom, weeds, trash and other noxious matter, providing for a penalty for the fiolation thereof, and providing further for the acquisition of a lien against said property by the City of Sanford Florida for the removal of creeds, trash and other noxious matter in those cases where property owners fail to comply with the terms and conditions of this ordi- nance." On motion duly seconded and passed the City Engineer was authorized to proceed at once ith preliminary measures for the widening of the following streets: Park Ave. from Second St.' North to Bulkhead. Magnolia Ave. from Second St. North to First St. Palmetto Ave. from Second St. North to First St. Second St. from Sanford Ave. to Oak Ave. Commissioner C J Marshall offdred the following resolution, which was unanimously passed and adopted: (See Page 758 -759 for other resolution It is hereby ordered by the City Commissioners of Sanford Florida that the form of ontract between the said !City of Sanford and the Atlantic Coast Line Railroad Company, by the provisions of which the said Railroad Company grants to the said City of Samford the license of placing a line of 12 inch concrete storm sewer pipe ( encased in six inches of concrete) across the right of way and underneath the tracks of the Lake Charm Branch of the Said Railroad..Company at Park Ave.'and at Elm Ave., in said City of Sanford, Florida, as articularly described-in said contract and as shown on the blueprint attached to said contre e, and the same is hereby approved.' L" road i ff Mr A W Houston,, Vice President of Southern Utilities Company, appeared before the Commission and stated that on behalf of his Company he desired to say that the South Utilities Co. would accept the offer made it in the sum of $100,000.00 cash for its entire and complete gas plant at Sanford Florida and its distribution system as is, together with all real property owned and used by it in connection with said Gas Plant,which said property is Fraction Blk 11 Tr. 11, and Lots 10 and,ll Blk 7 Tr. 11, of E R Trafford's Map of Sanford, Fla., providing that the City would agree to take over said Gas plant as of August 23, 1924. Said proposition being duly considered by the City Commission, the proposi- tion heretofore submitted to the Southern Utilities Co. for the purchase of said Gas Plant distribution system by the City of Sanford for the sum of $100.000.00 was confirmed and Mr Houston was advised that the City would take over said Plant as of August 23, 1924 , paying therefor the sum of $100.000,00 cash therefor as soon as bonds of the City of'Sanf ord Fla. heretofore authorized for the acquisition of the Gas Plant can be sold, said `$100,000.00 to be paid to Southern Utilities Co. not later than Sixty days from this date. PRESENT: Commissioners Forrest Lake (Mayor) and C J Marshall ABEENT:' Commissioner, S 0 Chase. Commissioner Lake stated that the meeting was called for the purpose of discussing the advisablityr of a further issue of bonds by the City of Sanford, Florida, for the fol- lowing purposes, to -wit: (a) Funding, financing and paying the present existing indebtedness of the City of Sanford. (b) To provide funds to defray the cost of extending; enlarging and improving the present sewerage system. (c) To provide fund for opening, grading, curbing and paving certain streets and thorough- fares of the City of Sanford, Florida. (d) To provide funds to acquire the necessary lands for a Municipal Cemetery and to improve and develop the same to make said lands suitable for said purpose. After a thorough discussion of the matter, the City Attorney was instructed to prepare bonding ordinances as follows: 11f f--ha c i l r. n,fS;w n €mil- %^ l n r i rl s4 (b) A Bonding Ordinance in the sum of $165,000.00 to provide funds to enlarge and extend the sewerage system of the City of Sanford, Florida. (c) A Bonding Ordinance in the sum offtf0,000.00 to provide funds to open, grade, curb and pave certain streets and public thoroughfares of the 'City of Sanford, Florida. (d) A Bonding Ordinance in the sum of $10,000.00 to provide funds to acquire the neces- sary lands for a Municipal Cemetery and to improve and develop the same. The City Attorney was instructed to have the bonding ordinances above, prepared in time for the next regular meeting of the City Commission to be held August 11, 1924. The matter of the contemplated bulkhead improvements was thoroughly discussed, and the City Engineer was given instructions to proceed is fast as possible in the pompilation of necessary data and preliminary surveys for submission to the City Comm issioners for further consideration. The Commission then proceeded as an Equalizing Board to hear any complaints or objections as to the proposed paving of the following streets in the City of Sanford: M.ellonville Ave. from Pace Lane, north to the North line of Mayfair Subdivision; Elliott Ave. from Pace Lane north to Opposite North -east corner of Lot 13, Blk 1, Mayfair Subdivision. Summerlin Ave. from Pace Lane North to Opposite N.E. Corner of Lot 14, Blk 2, Mayfair Subdivision.
