090824REGULAR MEETING OF CITY COMMISSION MONDAY SEPT g, 1924 AT 2 :30 P.M. Y Present: Commissioner Forrest Lake ( Mayor) Commissioner G J Marshall , City Manager, W B Williams; City Engineer, F T Williams; City Attorney , George A DeCottes, and Consulting Engineer, J E Craig. Absanit: Commissioner, S 0 Chase Minutes of last regular and adjourned meeting read and approved. Communication from City Planning Commission Re: Original Plat of Chapman & Tucker# Addition, and Re :. paving certain streets read, accepted and filed. as follows: "That Martin Street be paved to conform to the returns as now laid out on Sanford, Palmetto and Magnolia Avenues. Also that Cypress Ave. be paved from Ninth to Tenth St. and that Eighth and Tenth Streets be paved from Sanford Ave. to Cypress 44ve., and Fifth and Sixth Streets be paved from Magnolia Ave. to Cypress Ave. Also Third and Fourth Streets from Sanford Ave. to Cypress Ave." Engineer g Weer was instructed to proceed. Communication from the City Planning Commission Re: Ninety -nine year lease to Boy Scouts read and taken under advisement. Communication from the Junior Chamber of Commerce recommending that certain ordinances be passed was read and filed for reference. Communication from property owners on West First St. Re: building permit for filling station in residence district referred to the City Planning Commission. Communication from A C L Ry. Co. with bill.for material for Palmetto,Ave. crossing read and referred to the City Manager and City Attorney for adjustment. Petition from property owners on:Orange Street requesting that said street . be paved from Elm to park Ave. read and the Engineer was instructed to proceed with same. Petition from Property owners on Martin Street requesting that same be not paved at present was read and said petition was granted.. Communication from V C Hill, requesting that Electric Light be placed at inter- section of Highland St. and Magnolia Ave. read and the City Manager was authorized to place same. Report of the City Manager for August read, approved and filed. Report of the City Clerk for August read and filed. Report of Engineer Jos. E Craig on water works and gas plant construction for August was read and filed and the Engineer was instructed to proceed at once with extension of gas plant as per report. Engineer Craig also submitted a report covering estina tes of costs pertaining to improvements and operation of Gas Plant, which the Clerk was instructed to have mimeographed for use of the City Commission. Communioation,from Mr F L Woodruff Re: Tax assessment for 1924 was read and Piled. Commissioner C J Marshall introduced Resolution #161 entitled.: "A resolution providing for the paving, re- paving, hard surfacing and re -hard surfacing ,art° Pecan Ave. from Third Street south to tenth Street, a width of 24 feet.* Thereupon said resolution was read in full. Upon the reading of said Resolution the question was put on the adoption of same. Those voting in favor of the passage and adoption of said resolution were: Commissioners Forrest Lake and C J Marshall. Those voting against the passage and adoption of said resolution were: Commissioner Non#. Thereupon the Chairman of the City Commission announced that the City Commission of the City of Sanford, Florida, had unanimously passed and adopted that certain resolution entitled: *A Resolution providing for the paving, re- paving, hard surfacing and re -hard surfac of Pecan Ave. from Third Street south to Tenth Street a width of 24 feet. " Thereupon Commissioner C J Marshall intgoduced resolution #162, entitled: A Resolution providing for the paving, re- paving, hard surfacing and re -hard surfac ng of Tenth Street from Pecan Ave. to Mulberry Ave.; Mulberry Ave. from Tenth St. to Goldsboro Stteet; and Olive Ave. from Tenth St. to Goldsboro St.; a width of 16 feett.* and moved that same be adopted. Thereupon said resolution was`read in full. Upon the reading of said Resolut on the question was put on the adoption of same. Those voting in favor of the passag and adoption of said resolution were; Commissioners Forrest Lake and C J Marshall. Those voting against the passage and adoption of said resolution were: Commissions None. Thereupon the Chairman of the Commission announced that the City Commission of the City of Sanford,rFlorida, had unanimously passed and adopted that certain reso- lution entitled: * A resolution providing for the paving, re- paving, hard surfacing and re -hard surfacing of Tenth Street from pecan Ave. to Mulberry Ave; Mulberry Ave. from Tenth St. to Goldsboro St.; and Olive Ave. from Tenth St. to Goldsboro St., a width of 16 ft.* [� On motion duly passed, The City Manager was authorized to close and remove all sanitary toilets not paid for by October lst.1924. It was moved by Commissioner C J Marshall, and passed that Mr A 9 French be permitted to maintain and operate a Tourist Auto. Camp provided that same shall at all times be maintained and operated under the supervision of th6 City Manager Mr 0 F Herndom came before the Commission Re: damages to his house on account of falling tree caused by sewer construction, and presented an estimate of the amount of damage by N S Price in the sum of $525.00, and the Clerk was in- structed to draw a warrant on the sewer fund for the amount in favor of Mr 0 P Herndon. The City Commission then proceeded to open sealed bids on wood stave pipe for water works construction. { The following bids were opened and read: Standard food Pipe Company Michigan Pipe Company j Continental Pipe Mfg. Co. W, U, S. Cast Iron Pipe & Foundry Co. Birmingham, Ala. Pacific Tank & Pipe Company New York, Y Y. All-bids were referred to Engineer Craig for tabulation and to report on same at Eleven Oclock September 9th. The following bids were opened and read on the construction of a City Hall, and also on the Plumbing & Electric work.
