Minutes of last regular and adjourned sessions read and approved. Commission then ,proceeded as an equalizing Board to hear complaints or objections as to the paving of the following streets: Park Ave. from Hughey St. to Franklin Street. No objections filed. Holly Ave. from Ninth St. to Goldsboro St. Petition filed objecting to paving of this street. The Commission duly considered and Equalized same, and agreed to modify same by paving said street with surface treatment with curb and gutter; and instructed the Engineer to proceed with same. The paving of Seventh St from Magnolia to Park - No Object The widening of Central Street from Park Ave. to French Ave. No objections. Paving of Poplar Ave. from First St. to Third Street No Objections Twelfth Street from Sanford Ave. to Park Ave. No Objections Holly Ave. from First St. to Fifth St. No Objections. Maple Ave. from First St. to Fifth St. No Objections Laural Ave. from Commercial Street to Sixth Street. No Objections. Upon motion duly seconded and passed, the City Engineer was instructed to proceed with same. The City Attorney submitted contract in duplicate unexeeuted, of the agreement be- tween the City Of Sanford, Florida, and the Atlantic Coast Line Railroad Company., for the exchange of properties in Sanford, Florida owned respectively by the City of Sanford, Florida and the Atlantic Coast Line Railroad Company; the terms and conditions of said contract and agreement were diseuesaed, the City Attorney advising that said contract and agreement with reference to exchange of said property was in Proper legal form, thereupon Commissioner C J Marshall, offered the following resolution which was unanimously adopted: BZr IT RESOLVED THAT Forrest Lake, as Mayor, and L R Philips, as Clerk of the City of Sanford, Florida, be and they are hereby authorized and empowered for and on,behalf of the City of Sanford, Florida, to execute in duplicate draft of contract and agreement between the City of Sanford, Florida, and the Atlantic Coast Line Railroad Company, relative to the exchange by the respecti -fe parties of the following described property to -wit: That certain property owned by the City of Sanford, Florida, described as lots Six (6) Seven(7) Eight(8) Nine(9() and Ten (10) of Blk 1 -N, Tier Five ( 5) of Sanford Florida according-to E R Trafford's Map of Sanford, Florida as per plat thereof duly of record. That certain property owned by the Atlantic Coast Line Railroad Company in the City of Sanford, Florida more particularly described as follows, to *wit: Beginning at a point on the North line of Fulton Street 117 ft. west of the intersection of the North lire of Fulton Street with the west line of Park Avenue thence west along the north line of Fulton Street 121.5 feet to a point 23 feet east of the center line Of the Atlantic Coast Line Railroad Track, known as the •Original Main line of the;.; South Florida Railway," thence Northward and parallel with the Center line of said track 491-3 ft thence in a southeasterly direction 130 feet, thence south 445.2 feet to the point of begin •one. Thereupon Commissioner C J Marshall, introduced Resolution #163, entitled.: "A Resolution providing for the paving re- paving, hard surfacing and re -hard surfacing of Tenth Street from Myrtle Ave. west to French Ave., a width of 24 feet." and moved that same be adopted. Thereupon said resolution was read in full. Upon the reading of said Resolution, the question was put on the adoption of same. Those voting in favor of the passage aild adoption of said resolution were Commissioners Forrest Lake and C J Marshall ( Commiss- ioner S 0 Chase - Absents Those voting against the passage and adoption of said resolution were: Commissioners Non Thereupon the Chairman of the Commission announced that the City Commission of City of Sanford, SFlorida, had unanimously passed and adopted that certain resolution entitled: "A Resolution providing for the paving re- paving,,,hard surfaeing.and re -hard surfacing of Tenth Street from Myrtle Ave. west to French Ave. a width of 24 feet." Commissioner C J Marshall then introduced Resolution #164, entitled: "A resolution *squiring the widening , grading and paving of Third Street from Mill Creek west to Peo-m Ave. a width of 24 feet, instead of 18 feet as heretofore authorised. and moved that same be adopted. Thereupon said resolution was read in full. Upon the reading of said resolutio the question was put on the adoption of same. Those voting in favor of the passage and adoption of said resolution were Commissioners Forrest Lake and C J Marshall. Those voting against the passage and adoption of said resolution were: Commissioners None Thereupon the Chairman of.the Commission announced that the City Commission of the City of Sanford, Florida, had unanimously passed and adopted that certain resolution entitled: "A Resoltuion requiring the widening, grading and paving of Third Street from Mill Creek Rest to Pecan Ave. a width of 24 feet, instead of 18 feet as heretofore authorized." Commissioner C J Marshall introduced Resolution #165, entitled: "A resolution requiring the widening, grading and paving of Union Avenue from Pump Branch east to Lake View Avenue a width of 26 feet." and moved that same be adopted. . Thereupon said resolution was read in full. Upon the reading of said resolution the qu estio n was put on the adoption of same. Those voting in favor of the passage and adoption of said resolution were Commissioners Forrest Lake and C J Marshall. Those voting against the passage and adoption of said resolution were. Commissioners Thereupon the Chairman of the Commission announced that the City Commission f the City of Sanford, Florida had unanimously passed and adopted that certain resolution entitled: x "A Resoluj *on requiring the widening , grading and paving of Union Avenue from Pump Branch eadt to Lake View Avenue a width of 26 feet . " Commissioner C J Marshall then introduced Resolution #166, entitled: " resolution rovidin for the p g paving, re- paving, hard surfacing and re- hardaurfacing ,T -pxtn Street from Palmetto Ave to Cypress Ave. a width of 24 feet." 'VdI4 moved that same be adopted. IF Thereupon said resolution was read in full. Upon the reading of said resolution the question as put on the adoption of same. Those voting in favor of the passage and adoption of said resolution were: Commissioners Forrest Lake and C J Marshall. Those voting against the passage and adoption of said resolution were Commissioners None. Thereupon the Chairman.of the Commission announced that the City Commission of the City of Sanford, Florida, had unanimously passed and adopted that certain resolution entitled: "A Resolution providing for the paving, re- paving, hard surfacing and re -hard surfacing of Sixth Street from Palmetto Ave to Cypress Ave. a wi4bbhof 24 feet." Thereupon Commissioner C J Marshall intrrduoed Resolution #167, entitled: A Resolution requiring the widening grading and paving of Sixth Street from Magnolia Ave. to Palmetto Ave. to a width of 24 feet instead of 9 feet, as heretofore authorized." and moved that same be adopted. Thereupon the resolution was read in full. Upon the reading of said resolution the question was put on the adoption of same. Those voting in favor of the passage and adoption of said resolution were: Commissioners Forrest Lake and C J Marshall, Those voting against the passage and adoption of said resolution were Commissioners None. Thereupon the Chairman of the Commission announced that the City Commission of the City of Sanford, Florida had unanimously passed and adopted that certain resolution entitled: "A Resolution providing for the paving, re paving, hard surfacing and re- hard surfacing of Sixth Street from Palmetto Ave to Cypress Ave. a width of 24 feet. ". Whereupon Commissioner C J Marshall introduced an Ordinance numbered 85, entitled: "An Ordinance determining the amount and fixing the rate of taxation, and making the ani Tax Levy for the City of Sanford, Florida, for the year A. D.1924. " and moved that the same be placed upon its first reading and read in full. Said motion prevailed by the unanimous vote of the City Commission. Thereupon said ordinance was placed upon its first reading and read in full. Thereupon Commissioner C J Marshall moved that the rules be waived and said ordinance be placed upon its second reading and final passage, which motion was duly seeon ad. The question was then put upon a waiver of the rules and the roll was called upon a waiver of the rules. Those voting in favor of the waiver of the rules were. Commissioners Forrest Lake and C J Marshall. 'Absent Commissioner S 0 Chase. Those voting against a waiver of the rules were Commissioners: None. Thereupon the question recurred upon a motion to place said ordinance upon its second reading and final passage, which motion poevailed by the unanimous vote of the Commission. Thereupon said ordinance was placed upon its second reading and read again In full Upon the reading of said ordinance the roll was called upon the question of the adoption of said ordinance. Those voting in favor of the'final passage e,f said ordinance were: ■www 810 Commissioners Forrest Lake and C J Marshall ( Absent: Commissioner S O Chase) Thereupon the Chairman of the City Commission of the City of Sanford, Florida announced that the City Commission +?' y s of the City of Sanford, Florida by unanimous vote had passed and adolited that certain ordinanse numbered 85, entitled: An ordinance determining the amount and fixing the rate of taxation, and making the annual tax levy for the City of Sa fiord, Florida, for the year A.D.1924." Thereupon Commissioner C J Marshall introduced Ordinance numbered 86, entitle ; "An Ordinance making appropriations for the City of Sanford, Florida, for the Fiscal year beginning October first 1924 and ending September thirtieth 1925." and moved that the same be placed upon its first reading and read in full. Said moti n prevailed by unanimous vote of the City Commission. Thereupon the Chairman of the City Commission cf the City of Sanbrd Floridaa announced that the City Commission of the City of Sanford, Florida by uani moue vote had passed and adopted that certain ordinance numbered $6, entitled: '!h ordinance making appropriations for the City of .Sanford, Florida, for the Fiscal year beginning Ootober first 1924 and ending September Thirtieth 1925." Messrs Knight & McNeil made verbal report Re. insurance rates and asked further time for final report;and same was granted . Petition from property owners on Mattin Street requesting that same be not paved at present and said petition was granted, and the Engineer instructed not to proceed with work on this street. Communication from City Planning Commission Re. recording certain ordinances was read as follows: "Please note the following motion passed at the last meeting of the City Planning Commission: The City Planning Commission recommends to the City Commissioners tha that whenever the City vacates streets that the ordinance vacating the said streets shall be placed on record with the County Clerk. This recommendation is to be eonsid- r, Bred retroactive and will apply to ordinances that have alreadybiyeen passed during the past year affecting Palmetto Ave. from Second Street Korth to Lake Monroe, and Saafor Avenue from Fifth Street to Celery Ave." The foregoing recommendation was accepted. The City Manager was authorized to purchase 500 feet of fire hose.; also to purchase for the Water and Gas operating account, one adding machine with electric appliance for the sum of $415.00 Architect E J Moughton reported on bids for City Hall construction, and recommended the acceptance of bid of G Berbrick & Company of Jacksonville, Florida, in the sum of $54,110.00, same being considered the best bid as said contractors were best known to the City Commission; also that the bid ibr plumbing in City Hall be awarded to Mahoney - Walker Co. in the sum of $1,932.00; also that the bid for electrical wiring of the Pen#Aaular Electric Company in the sum of $2,198.83 be accepted. Commissioner C J Marshall moved and it was -,;carried that the several contracts be awa rded as recommended by the Architect. The City Manager was authorized to sign contracts in each case. Commissioner C J Marshall introduced resolution #168, entitled "A Resolution providing for an issue of bonds by the City of Sanford., Florida in the of Two Hundred and Twenty Seven Thousand Dollars, the proceeds derived from the sale 19mereof to be used to partially finance the part of the 00st of certain street improve- ments assessed against privately owned property fronting and abutting said street im- provement, prescribing the form and condition of said bonds to be so issued, and provid- ing for a sinking fund for the payment of the principal and interest of said bonds." and moved its adoption. The roll was ordered called upon the adoption of said resolution The Commissioners voting in favor of said resolution were Forrest Lake and C .J Marshall, Commissionera Voting against said resolution, None. Thereupon the Chairman of the City Commission announced that the City Commission of the City of Sanford, Florid a had unanimously passed and adopted that certain resolution, numbered 168, entitled: qk Resolution providing for an issue of bonds by the City of Sanford, Florida in the sum of Two hundred and twenty seven thousand dollars, the proceeds derived from the sale then of to be used to partially finance the part of'the cost of certain street imporvements assessed against privately owned property fronting and abutting said street improvements prescribing the form and conditions of said bonfis to be so issued, and providing for a Sinking Fund for the payment of the principal and interest of said bonds."
