012625MINUTES OF REGULAR MEETING OF CITY COMMISSION MONDAY
JANUARY 26th A.D. 1925. ,at 2:30 P'.'M.
Present: Commissioner Forrest Lake, ( Mayor) C J Marshall and S 0 Chase. City Manager
W B Williams, City Attorney, George A DeCottes, City Engineer., F T Williams.
Minutes of last -regular meeting read and approved.
Communications from certain property owners objecting to.Funeral Parlors being
located in residential sections of the City read and filed.
Communication from J G Leonardy applying for appointment as Municipal Judge was
read and filed.
Communication from Junior Chamber of Commerce et al. re: naming Lake Front Boule-
vard was read and filed and the Clerk was instructed to write the Chamber that the mat
ter will be given due consideration at the proper time.
Commissioner S O Chase introduced Ordinance #0 entitled:-
" AN ORDINANCE PROVIDING FOR THE VACATING AND CLOSING OF A PORTION OF FULTON STREET
AND GABBETT STREET ( FORMERLY KNOWN AS WATER STREET) IN THE CITY OF SANFORD FLORIDA.
and moved that same be placed upon its first reading and read in full. said motion pr
vailed by unanimous vote of the City Commission. Thereupon the said Ordira nee was
placed upon its first reading and read in full .
Thereupon Commissioner,S 0 Chase moved that the rinks be waived and said ordinanc
be placed upon, its second reading and final passage, which motion was duly seconded.
The question was then taut upon a waiver of the rules and the roll was called upon
a waiver of the rules. Those voting in favor of the waiver of the rules were:
Commiqsloner Forrest Lake, S 0 Chase and C J Marshall. Those voting against the waiver
of the rules were Commiesioners,None.
Thereupon the question recurred upon the motion to place said ordinance upon its
second reading and final passage, which motion prevailed by the unanimous vote of
the City Commission.
Thereupon said ordinance was placed upon its second reading and read in Pull.
Upon the reading of said ordinance the roll was called upon the question of the
ion of said ordinance.
Those voting in favor of the final passage and adoption of said ordinance were
Commissioners Forrest Lake, S 0 Chase and C J Marshall. Those voting against the passage
and adoption of said ordinance were : Commissioners None.
Thereupon the Chairman of the.0ity Commission announced that the City Commission
of the City of Sanford, Fla had unanimously passed and adopted that certain Ordinance
of the City of Sanford, Fla., entitled.:
"An Ordinance Providing for the vacating and closing of a portion of Fulton Street
and Gabbett Street ( Formerly known as Water Street) In the City of Sanford, Florida.
Thereupon Commissioner S 0 Chase introduced Ordinance #99 entitled:
"AN ORDINANCE PROVIDING ADDITIONAL TRAFFIC REGULATIONS IN THE.USE OF ALL STREETS AND
THOROUGHFARES IN THE CITY OF SANFOR D FLORIDA AND PROVIDING PENALTIES FOR THE VIOLATI'
OF THE TERMS AND PROVISIONS OF THIS ORDINANCE."
and moved that same be placed upon its first reading and read in-full. Said motion
prevailed by unanimous vote of the City Commission. Thereupon the said Ordinance
was placed upon its

announced that the City Commission of the City of Sanford, Florida by unanimous vote
of the City Commission had passed and adopted that certain 'ordinance Numbered $9 entitled:
"An Ordinance providing additional traffic regulations in the use of all streets and
thoroughfares in the City of Sanford, Florida and providing penalties for the violation
of the terms and provisions of this ordinance."
Thereupon Commissioner S 0 Chase introduced Ordinance #902 entitled:
'SAN ORDINANCE PROHIBITING THE OPERATION OF MOTOR DRIVEN VEHICLES BY INTOXICATED PERSONS
OR PWERSONS UNDER THE INFLUENCE OF INTOXICATING LIQUORS, AND PROVIDING PENALTIES FOR THE
VIOLATION'OF THIS ORDINANCE."
and moved that same be placed upon its first reading and read in fall. Said motion pre
vailed by unanimous vote of the City Commission. Thereupon said ordinance was placed upon
its first reading and read in full.

Thereupon the Chairman of the City Commission of the City of Sanford, Florida.

An Ordinance p- r- ohibiting the operation of motor vehicles by intoxicated persons
or persons under the influence of intoxicating liquors and providing penalties for
the violation of this ordinance."
Thereupon Commissioner S 0 Chase introduced Ordinance #91, entitled:
" AN ORDINANCE PROVIDING FOR THE VACATING AND CLOSING OF A CERTAIN PUBLIC STRYET
IN THE CITY OF SANFORD FLORIDA.
and moved that same be placed upon its first reading and read in full. Sai d motion
prevailed by unanimous vote of the City Commission. Thereupon the said ordinance
was placed upon its first reading and read in full.
Thereupon Commissioner S 0 Chase moved that the rules be waived and said ordinanc
be placed upon its second reading and final passage, which motion was duly seconded.
The question was then put upon a waiver of the rules and the roll was called upon
a waiver of the rules. Those voting in favor of the waiver of the rules, were:

Thereupon the Chairman of the City Commission announced that the City Com-
_mission of the City of Sanford, Florida had unanimously passed and adopted that certain
ordinance of the City of Sanford, Florida, entitled:
"IIn Ordinance providing for the vacating and closing of a certain public street in the
City of Sanford, Florida. ".
Thereupon Commissioner S 0 Chase introduced Resolution #191, emidemning
certain building on Lot 5 Blk 3 Tr. 4, on Oak Ave., and moved that same be adopted.
Thereupon said resolution was read in hall. Upon the reading of said reso-
lution the question was put upon the adotion of same. Those voting in favor in favor

of the passage and adoption of said resoution were. Commissioners S 0 Chase, C J Marshal
and Forrest Lake. Those voting against the passage and adoption of said resolution: +were
Commissioners: None.
Thereupon the Chairman of the City Commission anriouneed that the Com-
mission of the City of Sanford, Florida had unanimously passed and adopted that certain,
resolution #191 mentioned above.

Petition from property owners on .High Street requesting the paving of said Street
from Park Ave to French Ave., and on motion duly seconded and passed the City Engineer
was-instructed to proceed with the preliminary work at once.
Commissioner C J Marshall nominated Mr W E White for the position of Municipal
Judge of the City of Sanford, Florida to serve at the pleasure of the Commission.
The nomination was seconded by Commissioner S 0 Chase and unanimously carried.
Said appointment to,take effect February 1st, 1925•
Plats of "Spier's Addition" to the City of Sanford, and " Davey's Subdivision"

were presented and same having been approved by the City Engineer and the City Planning
Commission, were accepted by the City Commission and ordered recorded in Plat Book.
Mr T W Lawton came before the Commission making report of the finances of the
Fernald Laughton Hospital which was read and filed, and the Clerk was authorized
to pay to the Hospital the balance of last years appropriation in the sum of $545.00
as soon as money should be available.
The Clerk eras authorized to instruct the Clerk of the Circuit Court to accept
settlement of the following tax certificates upon payment of the face of the certificate

The Clerk was authorized to cancel Personal Taxes assessed against J K Vaughan for
1924 - $23.40, it appearing that said J K Vaughan did not live in the City limits
in the year 1924.
