B.'Williams; City Attorney, George A. DeCottes; City Engineer, Fred T. Williams. Absent: Commissioner S. 0. Chase. Mftutes of last regular meeting read and approved. On motion duly seconded and passed the City Manager was authorised to have 1 5006t Light placed at the intersection of Cedar Avenue and Third Street and one at the intersection of Maple Avenue and Commercial'Street and one at the intersection of Fourteenth Street and Magnolia Avenue. Mr. E. A. Douglass came before the Commission respresenting the City Planning Commission and requested that the Boat' House on Lake shore at the Russell place be re- tained if possible. The matter was referred to the 'City Manager and City Engineer for investigation and recommendation. Mr. Goo. W. Knight came before the Commission Re:Strest Paving in Sanlanta Subdivision and stated that the owners were willing to waive all legal rights as to advertising etc., in order to expedite the beginning of wook on said improvement and requested that said Streets be paved with asphalt. ,The matter was referred to the City Attorney to make arrangements and Mr. Knight le' quested to write &!letter to the City Attorney stating his proposition. Mr. H. B. Lewis came before the Commission requesting similar arrangements as to "Bela- Air" Subdivision,, and also speedy extension of sewers, gas and water servieesi and the City Manager was authorised to proceed as soon as possible with these improvements. commissioner C. J. Marshall introduced Resolution #199, entitled: "A Resolution providing for the paving,' re- paving, hard surfacing and re -hard surfacing of Summerlin Avenue and Elliott Avenue from Fourth Street South to Eighth Street, a width of 24 feet." and moved that same be adopted. Thereupon said resolution was read in full. Upon the reading of said resolution the question was put upon the adoption of same. Those voting in favor of the passage and adoption of said resolution were: Commissioners Forrest Lake and C. J. Marshall. Those voting @ge.inst the passage and adoption of said resolution were: Commissioners Noni, Thereupon the Chairman of the City Commission announced that the City Commissio of the City of Sanford, Florida had unanimously passed and adopted that certain resolu- tion entitled: "A Resolution providing for the paving, re- paving, hard surfacing and re -hard surfacing of Summerlin Avenue and Elliott Avenue from Fourth Street South to Eighth Streetp a width of 24 feet." Commissioner," C. J. Marshall then introduced Resolution #199, entitled: "A Resolution providing for the paving, re- paving, hard surfacing and re -hard surfacing of Mellonvills Avenue from the S. E. Branch of the A. C. L. Railroad South to present City Limits, a width of 24 feet." and moved that same be adopted. Thereupon said resolution was read in full. Upon the reading of said resolu- tion the question was put upon the adoption of same. Those voting against the passage and adoption of said resolution were: Commissioners None. Thereupon the Chairman of the City 0 mmission of the City of Sanford, FloridAL,, announced that the City Commission of the City of Sanford, had unanimously passed and adopted that certain resolution #199, entitled: "A Resolution providing for the paving, re- paving, hard surfacing and re -hard surfac of Mellonville Avenue from the S. E. Branch of the A. C. L.Railroad South to present City Limits, a width of 24 feet." Commissioner C. J. Marshall then introduced Resolution #200, entitled: "A Resolution requiring the widening, grading and paving of Mellonville Avenue from Cela'ry Avenue South to S. & E. Branch of the A. C. L. Railroad, as width of 24 feet instead of 16 feet as heretofore authorized.* and moved that same.be adopted. Thereupon said resolution was read in full. Upon the reading of said reso- lution the question was put upon the adoption of same. Those voting in favor of the passage and adoption of said-resolution were: Commissioners Forrest Lake and C.J. Marshall.. Those voting against the passage and adoption of said resolution were: Commissioners None. Thereupon the Chairman of the City Commission announced that the City Com- mission of the City of Sanford, had untAtmously passed and adopted that certain resolution #200, entitled: nA Resolution requiring the widening, grading and paving of Mellonville Avenue from Celdry Avenue South to S. &. E. Branch of the A. C. L. Railroad, a width of 24 feet instead of 16 feet as heretofore authorized." The following Commission was appointed to assist the City Assessor in making the Assessments for 1925 Taxes: D. Bishop. Mr. S. 0. Shinholser, Mr. H. C. DuBose, Mr. E. A. Douglass, and Mr. Goo. Communication from Mr. Fred R. Wilson Re: certain bills to be introduced in the next Florida Legislature was read and action was deferred to a later date. Plat of Meisch's Subdivision was presented and on motion was approved and ordered recorded in the City Plat Book. Communication from Finley Method Company of Jacksonville submitting bid on additional work on West First Street was read and on motion same was accepted and the City Manager was authorized to execute contract and bond on the part of t74e City. The following communication from Municipal Judge W. E. white was read: March 11th, 1925• Honorable City Commission, Sanford, Florida. Gentlemen: I beg to recommend to your honorable body that the fine of $100.00 and costs imposed by me on General Lee Simmons for driving a oar while under the influ- ence of liquor, be reduced to the sum of $50.00 and costs. I feel that under the oircumstanoss in this case, I would not have impo a greater fine than 154..00.and costs if the ordinances would have permitted it. Respectfully yours, W. E. white, Municipal Judge. J ZIM fu and on motion duly passed the Clerk was instructed to draw check for $50.00 remitting half'.of the fine imposed in said case, same being Cass #7047 on the Municipal Douttt Docket. The Commission then proceeded to open bids on the construction of the City Jail.as advertised and the following bids were opened and read: #1 .J. Be Southard, Orlando, Fla. #2 •W. T. Hadlow, Jacksonville, Fla. #3 -W. D. Gerbrich & Co., City. #4 Frank Loosing, City. #5: .0. P. Woodcock, Jacksonville, Fla. #6 Marshall- Jackson Co., Lakeland, Fla. #7 J L. Daugherty Co., Tampa, Fla. All bids were referred to the following committee for consideration, City Manager, W. Be Williams, City Engineer Fred T. Williams, Architect E. J. Moughton. After due consideration the Committee recoemended the acceptance of the bid of We D. Gerbrioh & Co., as the lowest and best bid, in the sum of $39,600.00. On motion duly seconded and passed this bid was accepted and the City Manager was authorized to execute contract on the part of the City. The Commission then proceeded as an Equalizing Board to hear complaints or objections as to the proposed paving of the following Street in the City of Sanford, Florida: Mellonville Avenue from Pace Lane North to North Line of Mayfair with sheet asphalt, instead of surface treatment,on a rock base. There being no complaints filed as to the paving of above Street same was declared equalized and confiamed. On motion duly seconded and passed the Clerk was authorized to cancel 1924 Personal Taxes assessed against F. R. Estridge , $4.50, same being a double assessment.
