Present: Commissioners Forrest Lake ( Mayor) S 0 Chase and C J Marshall. City Attorney
George A DeCottes, City Engineer, F.T.Williams, and City Manager W B Williams
Minutes of last regular meeting read and approved.
Mr S 0 Shinholser representing the Chamber of �C ommerce came before the Commission
relative to the purchase of the Electric Light Plant. The Mayor assured them that the
matter was being given careful consideration by the Commission and action would be taken
in due time.
Mr J R Emory came before the Commission with reference to Yacht Club and suitable
docking facilities, and was assured that the City would be glad to oo- operate in every
way possible, and requested him to confer with the City Planning Commission.
Report of the City Manager and the City Clerk for the month of March 1925 were
L'� read and ordered filed.
The Commission then proceeded as an Equalizing Board to hear complaints or ob-
jeotions as to the proposed, .paving of the following treats:
Mellonville Ave. from Fourth Street to Tenth Street 24 ft. wide and from Tenth St. to
Celery Ave. 46 ft. wide.
On motion duly passed, it was agreed that the property owners on above named
street should only be assessed with 24 feet width of paving of said - street.
Mellonville Ave from the.S & E Branch of the A C L Ry. south to the present City limit
24 feet wide.
*41lonville Aver from the S E Branch of the A C L Ry. north to Celery Avenue, widened
from 16 feet to 24 feet. in width.
First Street from Sanford Ave to San Carlos Ave. 52 feet in width, and from San
Carlos Ave. to Mellonville Ave, 32 feet in width.
Elliott Ave from Fourth Street to Eighth Street 24 feet wide.
Summerlin Ave. from Fourth St. to Eighth St. 24 feet. wide.
There being no complaints or objections made or filed the paving assessments on above
were declared equalized and confirmed.
At the suggestion of the City Attorney the City Commission agreed that its oontrac
with Engineer Jos E Craig is a continuing contract on a percentage basis for all water
works and gas plant improvements and Mr Craig was instructed to proceed at once to
make plans for water and gas extensions in new subdivisions, and the City Manager was
authorized to purchase necessary material and install same where needed.
The Commission agreed with Mr E F Lane that in consideration for the deed of
right -of -way for street through Mr Lanes property, the work of construction will be
so arranged as to work his part of said street last, and that all dirt from excavation
on his property will be placed at his disposal.
Mr E F Housholder presented the = tter of Baseball needs for the season, and
it was moved by Commissioner S 0 Chase and seconded by Commissioners C J Marshall and
carried, that the City appropriate $2,000:00 for baseball advertising, and the Clerk
was authorized to make suitable arrangements to make a loan in this amount owing to

present budget being already fully appropriated.
On motion duly seconded and passed, Mr V E Douglass Clerk of the .Circuit Court
of Seminole County was appointed Deputy City Tax Collector to handle the collection of
tax sale certificates and delinquent taxes connected with the same, and that said
V E Douglass be required to furnish bond in the sum of $1,000.00, the premium on said
bond to be paid by the City.
Communication from SanLanta Investment Co. Re: Paving improvements in SanLanta
was read and filed.
Communication from Sanford Chamber of Commerce Re: City Census was read and
action deferred.
Communication from City Planning Commission re: plat of "Dreamwold" and other
recommendations was read and filed.
Communication from City Attorney Re! Special assessments and bonds read and
filed.
Commissioner S 0 Chase intorduoed Ordinance #93 entitled:
AN ORDINANCES PROHIBITING BONFIRES OR OTHER FIRES OR THE BURNING OF TRASH ON.-ANY PRIVATE.
PROPERTY OR PUBLIC AREAS WITHIN THE CORPORATE LIMITS OF THE CITY OF SANFORD FLORIIA
AND PROVIDING A PENALTY FOR THE VIOLATION OF THE TERMS AND PROVISIONS OF THIS ORDINANCE.
and moved that the same be placed upon its first reading and'read in full. Said motion
prevailed by unanimous vote of the City Commission. Thereupon said ordinance was placed

Thereupon Commissioner S 0 Chase moved that the rules be waived and said ordinan�
be placed upon its second reading and final passage, which motion was duly seoonded.
The question was then put on a waiver of the rules and the roll was called upon a waiver
of the rules. Those voting in favor of the waiver of the rules were:
Commissioners Forrest Lake, S 0 Chase and C J Marshall. Those voting against the waiver
of the rules were Commissioners; None
Thereupon the question recurred upon the motion to place said ordinance upon iti
second reading and final passage, which motion prevailed by the unanimous vote of.the
City Commission.
Thereupon said ordinance was placed upon its second reading and read in full.

upon the question of the adoption of same.
Those voting in favor of the adoption of said ordinance were: Commissioners

Thereupon the Chairman of the City Commission of the City of Sanford, Florida
announced that the City Commission had unanimously passed and adopted that certain Ordins
numbered 93, entitled:
An Ordinance prohibiting bonfires or other fires or the burning of trash on any private
property or public areas within the corporate limits of the City of Sanford Florida and
providing a penalty for the violation of the terms and provisions of this ordinaries.

Thereupon Commissioner S 0 Chase introduced Ordinance #94, entitled:

of the City of Sanford, Florida had unanimously passed and adopted that certain ordinance
of the City of Sanford, Florida, entitled:
An Ordinance creating and establishing a bulkhead district to be known as East Side
Bulkhead District requiring the building of a bulkhead or retaining wall in said district
along the shore of Lake Monroe, requiring the filling in, reclamation and bringing to a
topagraphical level the lands embraced in the territorial limits of said bulkhead district
providing the manner by which the cost of said improvement shall be defrayed, providing
that the cost of said improvement properly chargeable to lands in said bulkhead district
shall be assessed against the lands improved in said bulkhead district; providing that
said bulkhead improvement assessments shall be and remain a lien against the lands ass-
essed until discharged by payment, and providing the manner of the payment of said assess-
ments."
Commissioner C J Marshall introduced Resolution #201 -A and 201 -B requiring
the construction of sidewalk on west side of Park Ave. adjacent to lots 1,2,3 and 4.

a Municipal oorporation duly organized and existing under and in pursuance of the
laws of the State of Florida, for value received, acknowledges itself indebted, and
promises to pay to the bearer hereof, the sum of

July first and January first of each year, on presentation and surrender of the int-
erest coupons hereto annexed as they severally become due, both principal and interest
being payable at the Chase National Bank, int the City of New York State of New York.
This bond is one of a series of Two Hundred and Four , aggregating TWO HUNDRED
AND FOUR THOUSAND DOLLARS, of like date and tenor, except as to maturity, issued by the
City of Sanford Florida, for municipal purposes, ins trict conformity with the Con -
stitution and Laws of the State of Florida, including among other things.

and also pursuant to certain orders and resolutions of the City Commission of the City
of Sanford, Florida, duly had and adopted, maturing and made payable as follows:

IT IS HREBY CERTIFIED RECITED AND DECLARED, that all acts, conditions and things
required by law to exist , happen and be performed, precendent to and in the issuance

of this bond, have existed have happened and nave been performed in regular and due
tine, form and manner, as required by law, and that the amount of this bond, together
with all other indebtedness of the City of Sanfo d, Florida, does not exceed and
limits prescribed by the Constitution and Statutes of the State of Florida, and tl44t
before the issuance of this bond, provisions has been made by resolution of the City
Commission to assess annually a tax upon all real and personal property, railroads,
telegraph and telephone lines, owned or situated with.the..City of Sanford, Florida
to realize a sum sufficient to paythe interest upon this bond as it may become due and
to create a siniting fund for the payment of the principal hereof at the maturity of
same, and that the issue bonds of which this bond is a part has been duly confirmed an4
validated ,by a decree of the Circuit Court of the Seventh Judicial Circuit of the State
of Florida, in and for Seminole County, in a proceeding begun by the City of Sanford
Florida, a Municipal Corporation, against the State of Florida, of which proceeding due
notice was duly and regularly given to the State of Florida and to the public.
And for the payment of the principal and interest of this bond, the full fait
and or-edit of the City of Sanford Florida is hereby irrevocably pledged.

BE IT FURTHER RESOLVED, that any and all special .assessments levied and imposed by the
City of Sanford Florida upon the property benefitted by the street improvements con-

struoted out of the proceeds of the bonds authorised by this resolution shall, upon their
collection, be immediately paid into theiniSking fund and pledged solely for the payment
of the principal and interest of the bonds herebV authorized to be issued, and in event
the proceeds of said special assessments shall be insufficient to provide for the payment
of the principal and interest of the said bonds as the same become due and payable, the
City of Sanford Florida, hereby covenants and agrees with the holder or holders of said
bonds, or any of them, to levy annually u pon all taxable property of said City, a
tax sufficient to meet said deficiency, it being the tintention of said City to provide
for the payment of the principal and interest of said bonds primarily out of the proceeds
of said special assessments, but the full faith and credit of the City of Sanford are
hereby pledged for their payment and there shall be levied annually upon Us taxable
property of said City, while said bonds remain outstanding and unpaid, a tax sufficient
