Code Enforcement Lien Amnesty Program — update. [Commission Memo 12 -019] 4 :00 — 4:05 PM Darrel Presley, Community Improvement Director, stated a special notice was mailed to all 223 property owners with outstanding code enforcement Iiens on September 29, 2011; he has had 45 contacts from property owners; three liens have been extinguished through foreclosure; one lien barred through bankruptcy; eight municipal liens totaling $930 were collected as well as $13,$20 in code enforcement liens. A second postcard reminder notice will be sent to all property owners with remaining outstanding code enforcement liens. 2012 -022 CITY COMMISSION MINUTES January 23, 2012 WORK SESSION 2. Redistricting Committee recommendation — discussion. (Regular Item $.B) [Commission Memo 12-021] 4:05 — 4:15 PM City Clerk Janet Dougherty reported that the Redistricting Committee met on January 19, 2012 and their resolution recommending "Plan F" as well as the map was laid before them, noting the Committee felt "Plan F" kept the businesses evenly distributed. Assistant City Attorney Lonnie Groot reported the Committee also preferred "Plan F's" 1% higher minority population and minority voting age population. Assistant City Attorney Lonnie Groot stated that the "challenge" will be in 2022 with population changes to maintain a majority district. Both Mayor Triplett, Commissioner McCarty and Commissioner Williams spoke in support of the recommended "Plan F ". Commissioner Mahany stated that while she still prefers Plan G, she sees everyone's perspectives. Commissioner Jones stated Plan G more accurately represents the current Commission districts. 3. Efforts to improve Permitting Process — update. [Commission Memo 12- 014] 4:15 —4:25 PM Nick Mcray, Economic Development Director, gave a brief update on current efforts to improve the permitting process. A " pennitting listening forum" comprised of local business professionals was held at the Sanford Chamber of Commerce on January 17, 2012. The Commission requested a list of the members. 4. Police Department Vehicle Procurement and Lease Plan — discussion. (Regular Item 7.13)[Commission Memo 12- 011.13) 4:25 — 4:40 PM 2012 -023 CITY COMMISSION MINUTES January 23, 202 WORK SESSION Police Chief Bill Lee and Administrative Services Manager Jiro Karzenski reviewed a proposed procurement and lease plan that would result in an initial capital savings of approximately $80,000. A new paint and color scheme was also presented. Commissioner McCarty asked that the City's website be listed under the logo. City Manager Bonaparte commended the Police Chief for identifying; and moving away from the use of Ford Crown Victoria vehicles. After discussion, there was consensus to move forward with the proposed vehicle procurement and lease plan including the new paint and color scheme. This item is on this evening's regular meeting consent agenda. Subsequent budget adjustments will be forthcoming. S. Revised Land Development Tee Schedule — discussion. {Regular item 9.D }[Commission Memo 12 -020] 4:40 — 4:50 PM Christine Dalton, Community Planner /Historic Preservation Officer, distributed and reviewed a revised fee schedule which adds and updates application and permit fees in order to cover the City's current costs in providing development related services in Sanford. A Resolution adopting the new fee schedule is on this evening's regular meeting agenda. 6. Briefing items: 4 :50 - 4:55 PM • Renaming W. 13 Street 2012 -024 CITY COMMISSION MINUTES January 23, 2012 WORK SESSION Russ Gibson, Planning and Development Services Director, stated that June 1, 2012 has been slated as the effective date for the new name of "Historic Goldsboro Boulevard ". 0 Enclave at Tuscany Mr. Gibson distributed a hand -out explaining that AT &T agreed to relocate their easement along CR 46A, however they were adamant that if relocated there would not be a brick wall, and that the developer is planning heavy landscaping along the easement. Commissioner Mahany stated this answers her question but does not make her happy and that she'll continue to monitor the landscaping. 7. Agenda Items — additional information and /or questions. 4:55 - 5:20 PM Mr. Bonaparte noted that the panhandling ordinance was removed pulled from this evening's agenda to allow the Police Chief to do more research; he is working on a position reclassification item from the January 9, 2012 Work Session and it will be forthcoming; that Deputy City Manager Tom George continues to look at The Bridge Building as well as other sites to address the homeless population; and that he will be setting up meetings with each Commissioner regarding scheduling a Commission meeting in each district. Mr. Bonaparte asked Finance Director Cynthia Lindsay to come to the table and review the anticipated $1.4 million in projected budget shortfalls for FY 12/13. Ms. Lindsay reviewed and distributed a hand -out delineating anticipated budget shortfalls. Commissioner Jones asked that the Commission discuss Police and Fire pensions.
