080827-Regular MeetingCITY COMMISSION. SANFORD, FLORIDA.. miNUTeS P~GULAR ~ETING AUGUST 8 AT 2 P.M. The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in Sanford, Florida at Two O'Clock P M on August 8th 1927 Present: Commissioners S O Chase and E F Housholder. Absent : Mayor-CoMmissioner, Forrest Lake Also present: City Clerk L R Philips, City Attorney George A DeCottes; City Manager W B ~illia~ns; City Engineer, Fred T ~illi~ms, and 0hief of Police, Roy Williams. Co~issioner Chase then presented to the Clerk a communication from Er Forrest Lake, Mayor, and asked that same be read. Thereupon, said communication was read by the Clerk, said co~uunication being in words and figures as follows, to-wit: Hon. S 0 Chase and E L Housholder Gentlemen, I herewith tender you my resignation as Mayor of Sanford, Fla. August 6th , 1927. the ~City o f Sanford. Please accept my thanks for the co-operation that you have given me during my term of office. Respectfully submitted, Forrest Lake, Mayor. Thereupon, Oonmlissioner Chase moved that the resignation of Forrest Lake, as Mayor-Commissioner, be accepted, to take effect immediately. Thereupon the roll was ordered called upon said motion, and the vote was as follows: Commissioner Housholder Aye Commissioner Chase Aye Thereupon Mr Chase stated that it would be necessary to temporarily re-orgainize the Commission pending the calling of a special election to elect a co~mnissioner to serve for the unexpired term of Forrest Lake as City Commissioner, whose term of office expires the first Tuesday a~ter the first Monday in January A.D. 1928 Mr Chase moved that E ~ Housholder be appointed Chairman pro tem of the City Commission of the City of Sanford , Flor ida, and acting Mayor of the City of Sanford, The roll was ordered called upon said motion, an~ the vote was as follows: Co~issioner Chase Aye Commissioner Housholder Aye Thereupon, Conmnissioner Housholder took the Chair as Chairman pro tem of the City Commission and instructed the Clerk to read the minutes of previous meetings which had not beeu approved. Ninutes of meeting of July 25th 192Y read and approved. Minutes of adjourned meeting of August 6th 1927 rezd and approved. Co~muunication read from Mr R A ~ilson relative to paving in Oak Hill. Referred to City Engineer with instructions to report back to Conmissiono City Man~ger ~ead co~r~unication from L F Fletcher, of Orlando, in regard to building blocks. Discussion of paving program of City of~anford, Florida. Engineers report of an~ount of work yet to be done. Discussion of financing remainder of paving program. City Attorney instructed to prepare ~essar~.bonding resolution:coveri~r~.~inishe~ where work has been wholly or partially completed and not financed. General discussion of curtailment of m~icipal ex?enses. City L~anager instructed to reduce personnel of force and reduce salaries as far as consistent with good business. The golf course is to be kept up as economically as possible, but not ~llowed to deteriorat~ City ~anager instructed to proceed as far as consistent with public safety in reducing the muuber of ~hite-w~,y lights now in use in the City oi Sanford.. The City ~anager propose, to leave one light on each corner on East First Street, leave all lights burning from Sanford Avenue West in the business section and on all other residence streets to cut out the half-night service, and burn remainder of lights all night. The subject of L:unicipal Band was thoroughly discussed. ~ealizing the importance of entertainment and recreation determined to continue the band concerts on Thursday nights. Notion was made and duly adopted that the City ~.~anager be instructed to confer with the Library Board and plan for a reduction in the cost of the operation of the ~unicipal Library. The City Eanager was given full power to act in this matter. The City ~anager suggested that the employees of the library be placed on the City Pay Roll and that the adjustment o£ salaries applicable to all City Employees appl~ equally to them. A report of the base- ball commission was read and the City Commission ~auimously passed a motion to carry on with the Ball Club and leave their status unchanged. The City Y~nager made the suggestion that the public health department should have an increase in appropriation instead of any curtailment. The matter was passed over until the Commissioners could inform them- selves more fully in regard to this matter. The City Co~mmission requested the Board of Directors of the Chamber of Co~muerce to meet with them for the purpose of discussing the City's appropriation to the Chamber of Co~mmerce. ~r E A Douglass promised to arrange for a meeting,to be held immediately, of the Board of Directors of the Chamber of Conzmerce. Chief of Police Williams announced that he would cut his department until it would be in line with other departments. Chairman Housholder cautioned him that it was not the wish of the Commission that the police deoartment be reduced zmtil public safety would be menaced. The Clerk was instructed to publish the notice of Equalization of property for the next fiscal year. Mr E A Douglass, as one of a and after casually referring to the committee of three, appeared before the Co~ission re~ent municipal election, requested that all unpleasantness be forgiven and forgotten and pledged the cooperation of the men whom he represented in doing everything possible for the betterment and good of Sanford. Me requested that a complete audit be made of the City's finances and was informed by Commissionerl Chase that the firm of Hall and Pentland, Certified Public Acco'o_utants, one of the best known firms of accountants in the South, was making an audit of the City's books through their local representative, $ G Gray, and that as soon as the report of the CITY COMMISSION, SANFORD.
