The City Commission of the City of Sanford, Florida met in adjourned session
at the City Hall in Sanford, Florida at two O'Clock P M on Au~nst 10th 1927.
Present: Co~m~issioners E F Housholder, Acting Hayor, and S 0 Chase.
City A~torney George A D eCottes; City EanaEer M B ~illiams; 0ity Clerk, L R Philips
and Chief o~ Police R G Williams.
The minutes of the last meeti~ of the City Commission were re~d and approved.
The City Attorney w~s instructed to proceed immediately against tax payers to
collect delinquent paving assessments.
Mr $ 0 Ch~se offered a resolution, which was unanimously adopted, requesting the
State Comptroller, if it was necessary to appoint a or Seminole County Bank, to
appoint Hon. Alfred Foster to that position.
The Commission discussed the ouestion of reduction of expenses in connection
with the ~lunicipal Library , and the matter was referred to the City ~anager for further
consultation with the Library Board.
Mrs Morse appeared before the Commission with regard to the City Welfare work.
After a thorough discussion of existing conditions, Mrs Morse. was instructed by the Com-
mission to continue with the welfare work in the same manner in which it is being handled
at present and if necessary, the City would lend further financial assiZtance.
Mr Fred A Safay, District Sanitary Officer appeared before the Board and
read the following communication:

August 10, 1927.
Upon the request of several citizens of the City of Sanford, Florida, an
investigation of the water supply of the City was condutced and the following revealed:
That the CarUSe of the worms in the water is due to the fact that you~
reservoir is not covered. The worms that are found in the City water are called Chirocomus
which is the larvae of the flying midge or gnat. They lay their eggs on the water in
the reservoir and these worms hatch out and get into the water supply and finally, find
their way into the spigots in the City. There is also some Algea growth in the reservoir
which at times cause the water to have a slight od~r.
It is hereby recommended that the City of Sanford, Florida, cover the
reservoir, by coverin~ same the troubles that the City is baying with worms will be elimina4
ted and it will also redue the growth of Algea to minimum.

The City ManaEer was instructed to proceed at once to arrange for the
coverin~ of the City Reservoir.
The City Attorney was authorized to consummate the purchase of the old
cemetery property from T J Miller and Son, by accepting ~rom them a deed of bargain and sale
to said property and making satisfactory arrangements for the deferred payment therefor~
A moti6n~was made and unanimously carted that the City of Sanford Florida
should pay any reasonable doctors' bills incurred by I R Estridge for the treatment of his
child who had its finger bitten off by one of the monkeys in the Municipal Zoo, upon the
sigmature of ~,~r Estridge of certain releases, which the City Attorney was instructed to
prepare.
