The City Commission of the City of Sanford, Florida met in Special Session Friday
September 30th 1927 at 2 P M at the City Hall.
Pr-esent: Commissiondr E F Housbolder, Mayor
Commissioner W 0 Hill
City Attorney, George A DeCottes
City Manager, *9 B Williams
City Clerk, L R Philips
Absent: Commissioner S 0 Chase.
It was moved by Commissioner W C Hill and duly adopted that upon the recommendation~~
of Messrs Wright, Warlow & Co. of Orlando, Florida; Messrs Eldridge & Co. of New York City
and Halsey, Stewart & Co of Chicago that the City retain Mr Gaylord 0 Oummin Civic F;xpert
Consultant of Boston Mass, to make a financial and Physical Survey of the City of Sanford
Florida and render a report and suggest the plan to be adopted in order to re-finance the
City., Ur Ciimmin to be paid a fee for this service ,of $1000.00 plus expenses. The Bond houses
mentioned having agreed with the City of Sanford to refund to the City of Sanford one- half
of said fee and expenses of M:r Gaylord,C ftmmin.
The budget for 1927-1929-wa.s submitted and tentatively adopted and the Clerk was in-
structed that with the beginning --.of the new fiscal year all,expenditures applicable to the
new fiscal year shall be made on the basis of the appropriation set forth in the budget this
day tentatively adopted.
.The Clerk was instructed to furnish to the Auditors at the earliest possible date
the total amount of the 1927 Tax Assessment roll on real and personal property, and the Audito
were instructed upon the reoeipt of this data to determine the millage under the distribution
of and allocate same tothe different departments.
Petition from a number of citizens requesting continuance of ,the .band :oontraot for
another year :was skibmitted and same ordered filed.
On-motion by Commissioner 0 Hill and duly adopted the Clerk was instructed to draw
checks .for 15 days salay in favor of the following police officers,:
Roy G Williams 104.22
A -H,Beckwith 72.92
J B Green 68.75
8 L Smart 62-50
and charge same to the account of division of Police on September Accouxt.
