E F Housholder, Mayor W C Hill W B Williams L R Philips met in an adjourned session at 0ity Attorney ; George A DeOottes Absent: Commissioner: S 0 Chase. The Meeting was called to order by the Chairman. Upon motion of Mr W C Hill, which was unanimously adopted, it was determined that the appropriation ordinance and the tax levy ordinance for the year 1927 be not formally adopted until after receipt of the official report of Mr Gaylord C Cummin heretofore retained by the City as a financial consultant. The Clerk was directed to receipt Mr E H Ashcra~ft, Receiver for Seminole County Bank for certain securities deposited by Mr E A Douglass in lieu of a construction bond for B F Ganas in connection with sewer work. A communication was read by the Clerk from W $ Dickey Clay ~nufacturing Co. enclosing ~ a statement of their account against the City to the amount of $1393.53 for investigation iby the Commission. The auditor advised that this item was set up in their audit as ~ obll- !gation of the City. The matter was referred to the City Attorney and associate counsel for investigation as to the legality of the claim presented. It was ordered that the Registration Book of the City be opened on November 5th. i Thirty days prior to the general election to be held on the first Tuesday after the first iMonday in December 1927. The joint opinion of George A DeCottes, City Attorney, and Lucien H Boggs, associate 'counsel, dated October 25th. with reference to the claim of Hutton Construction Company land Sanford Construction Con, any against the City of Sanford Florida, evidenced by certain outstanding demand and time warrants drawn on the Bond Trustees of the City of Sanford, Florida was presented by the Clerk to the City 0ommission, a.nd the Clerk was advised that the 0om- imissioners had received copies of this communication, and the original communication was ordered filed among the records of the City of Sanford, Florida. The separate opim~ions of George A DeOottes, City Attorney , a~d Lucien H Boggs, iassociate counsel with regard to the legal right of the City of Sanford Florida, under authority! of Section 136 of the Charter to call a charter amendment election was presented to the Com- ~imissi°n by the Clerk, and the Clerk was advised by the Commissioners that they had received copiSs iof these communications, ~nd the original communications were ordered filed ~n the records of !the ~ity of Sanford Florida. Upon motion of W C Hill, which prevailed, it was ordered that the Chief of Police ichange the parking regulations doing away with the time limit of parking on all streets in the ~City of Sanford, Florida with the exception of First Street. The City Attorney was directed to prepare and have properly executed on behalf of thei City, an indemnity bond in favor of the Federal Reserve Bank of Atlanta in the sum of $30,000.OI ~to indemnify the said Federal Reserve Bank from any loss in connection with Federal Reserve Bank Trust Receipt No. 1597Y, covering United States Liberty Loan Bonds in the amount of CITY COMMISSION, SANFORD, FLORIDA, MINUTES October 26, ~t 2 P ~ 19--2-7 s_ud returned within six months of the date of the bond to the First National Bank of Sanford and delivered by the First National Bank of Sanford to the Federal Reserve Bank of Atlanta that the surety on said bond, through its local agent, shall refund to the City one-half of the premium to be paid thereon. On motion duly adopted the Clerk was instructed to authorize the Clerk of the Circuit Court in the matter of the redemption of City Tax Certificate ~7 dated June 1st, 1925 against Lot l0 Blk 7 Tr. 6 Sanford, to accept payment of the 1927 Taxes against said lot at the rate of 25 mills on the dollar, upon the valuation aa~shown on the assessment roll of the City fo~ 1927. On motion duly adopted the Clerk was instructed to obtain from Mr Ashcraft, Receiver of the Seminole County Bark certain collateral securities deposited there in the matter of B F Ganas & E A Douglass contract, and to deliver the same to ~r E A Douglass, said contract having been completed.
