021312 ws agn & min2012-066 CITY COMMISSION MINUTES February 13, 2012 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, February 13, 2012, at 5:00 PM, in the Railroad Depot Room, 2 nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Patty Mahany Commissioner Mark M ° Carty Commissioner Velma Williams Commissioner Randy Jones Assistant City Attorney Lonnie Groot City Manager Norton N. Bonaparte, Jr. Deputy City Manager Tom George City Clerk Janet Dougherty (Arrived at 5:10 PM) Records Manager Pat Lee Mayor Triplett called the Work Session to order at 5:03 PM. 1. Purchase and sale agreement for proposed City Wellness Center- - discussion. (Regular Item 6. D)[ Commission Memo 12- 022.D] 5:00-5:20 PM Fred Fosson, Director of Human Resources and Risk Management, stated there is $100,000 budgeted for the City's Wellness Center and that Blue Cross /Blue Shield has committed $50,000 to the City for the Wellness Center. In addition to the real property purchase, there will be developmental costs associated with implementing the Wellness Center. The proposed sale amount is $95,000. This Wellness Center will provide members of the City's health insurance program with 2012 -067 CITY COMMISSION MINUTES February 13, 2012 WORK SESSION Medical services at little or no cost and is projected to save the City $500,000 or more over the next three years. Mr. Fosson introduced Ray Tomlinson with Crowne Consulting and Ernie CIevenger, CEO, Care Here, who gave a powerpoint presentation and answered questions. Mr. Bonaparte clarified that x -rays would be provided either at the facility or by separate contract at no cost to the employee and that employees will not be forced to use the Wellness Center, Commissioner Williams and Vice Mayor Mahany stated that they did not like finding out about projects from the news media and requested that, in the future, items similar in nature be brought before the Commission first at a work session, then at the following meeting for action. Vice Mayor Mahany asked for a chart showing projected savings for the next few years. 1. Briefing items: 5:20 - 5:30 PM Low Income Housing Energy Assistance Program (LIHEAP) Darrel Presley, Community Improvement Director, stated that he just received notice that the City will receive $291,711 in additional funding in the FY 2012/2013 budget. Any unused funds will be rolled over, back into the contract and the additional funds will put the City's funding level almost where it was this fiscal year. Once a modification document has been received, he will bring it back before the Commission. • SAFER Fire Grant 2012 -068 CITY COMMISSION MINUTES February 13, 2012 WORK SESSION Craig Radzak, Deputy Fire Chief, briefed the Commission on the grant and clarified that there are no matching funds required from the City and it does not require that we keep the firefighters employed after the first two years of the grant. Mr. Bonaparte clarified that the grant does require the City not to Iay off any firefighters. 2. Agenda Items — additional information and /or questions. Goldsboro Trail: Bilal Iftikar, Interim Public Works Director, distributed a memo and stated that this project is almost complete. Redistricting Ordinance No. 4265: City Clerk Janet Dougherty distributed a revised section 3 on page 7 that would allow flexibility to amend the legal description, noting the legal description is very technical and lengthy. This revision would allow the City Clerk, in conjunction with the City Attorney, to make such adjustments based upon the technical input that they receive from staff under the supervision of the City Manager. Seminole County School Board: Mr. Bonaparte stated that he heard on the news that the School Superintendent recommended not paying their storinwater fees to the City. That would amount to $69,690 this fiscal year; and $120,000 for next years' budget. The City would also loose $11,660 from the Farmers Market for this year as well as $20,000 for next fiscal year. Mr. Bonaparte will meet with the Assistant City Attorney to discuss this issue. Historic Goldsboro Boulevard: Russ Gibson, Director of Planning and Development, 2012 -069 CITY COMMISSION MINUTES February 13, 2012 WORK SESSION clarified that the City did conform to protocols regarding street name notifications. Dispatch Fees: Police Chief Bill Lee distributed a Memo dated February 10, 2012that showed the dispatch cost formula is based on calls for service and noted that the City of Longwood does not pay for dispatch services based on an agreement between former Sheriff John Polk that Sheriff Eslinger continues to honor. 4.
