The City Commission of the City of Sanford, Florida, met in Special Joint
Meeting with the City of Deltona City Commission on Tuesday, February 21, 2012, at 5
PM, in the City of Deltona's 2 nd Floor Conference Room, 2345 Providence Boulevard,
Deltona, Florida.
1. CALL TO ORDER.
The meeting was called to order at 5:21 p.m. by Mayor John Masiarczyk.

Mayor Masiarczyk stated after 15 years as a City this is the first time that both City
Commissions have come together for a discussion. He stated he thought it would be a
good idea for both Commissions to get together to share ideas, concerns, likes and
dislikes, future plans, promoting events, the trails program and if there was any way
through cooperation on a semi - annual basis to get together to discuss items of mutual
interest and possibly partner with things that the Sanford City Commission might find
interesting and that the City of Deltona could assist with or partner with.
Mayor Triplett gave a brief background of how the meeting came about and he gave a
gift to the members of the Deltona City Commission from the Orlando Sanford
International Airport. He also provided a packet with information on the City of Sanford
which included maps, master plan issues, downtown Community Redevelopment Agency
(CRA) issues, the Trail Program and information on the Orlando Sanford International
Airport.
Commissioner Denizac stated that the City of Deltona has a lot in common with the City
of Sanford because it has become Deltona's downtown where the residents shop, eat and
socialize.
Mayor Triplett stated there was an article in the Orlando Sentinel talking about how the
Seminole Town Center Mall was struggling but, as businesses come in it is important that
they understand that 80,000 people from Deltona and the south side of Volusia go across
the river to do business. He stated an important point that both Cities need to keep
making is that the river is not a barrier.
Commissioner Denizac promoted Deltona's state of the art Epic Theatre which is located
on the south side of the City and Mayor Triplett stated he heard it is the only place to
watch a movie.
3. BUSINESS:
A. Trails Program.
Vice Mayor Treusch stated both Cities share so much with Lake Monroe and the facilities
it has to offer. He stated there have been discussions regarding the possibility of having a
water taxi and if Deltona had a CRA it could be a continuation of the trails. The trails on
Deltona's side of the river are going to be 240 miles through five (5) counties and if
residents could water taxi between the two cities it would benefit everyone.

Be Lake Front Development.
Mayor Triplett stated that Deltona has a development opportunity on the north side of
Lake Monroe and Mayor Masiarczyk stated it is a limited opportunity because a lot of the
land is outside the City limits and there has been some resistance in the past but, he
believes there is more encouragement from the residents in that area.
Commissioner Mahany stated Sanford is getting ready to do an extension of its
Riverwalk from Seminole Blvd. to Central Florida Regional Hospital but, she
understands there is a trail connection by the Central Florida Zoo. Mayor Triplett stated
it would come up to the Zoo and then it would connect to the Wekiva Trail System which
leaves Phase III between the hospital and the Zoo without a trail system. He stated we
need to make sure it connects to provide a full loop to the Volusia and Seminole County's
trail system.
Deputy City Manager Dave Denny announced the County's Rails -To- Trails System has
an official ribbon cutting Saturday at 10:00 a.m. that will open the trail from Providence
Blvd. to State Road 415.
Commissioner Zischkau stated he admires the stability and competence of Sanford's staff
that he has worked with and found them to be helpful, a great resource and who promoted
cooperation. He stated he would like to help to break down the psychology barrier
between Deltona and Sanford and he believes the SunRail Project will give both Cities a
lot to work together on. He stated SunRail will bring both communities together if there
is connectivity and public transportation to all the places people like to visit in Sanford
and he hoped that would be a consideration when the SunRail system is installed.
Mayor Triplett stated the feeder routes will make SunRail viable as well as getting people
to shopping areas and the airport and back to the station. Staff is working with Lynx to
set up a plan of action and the City just received a grant for some planning.
Commissioner Zischkau suggested having a Park -n -Ride system. He stated he suspects
that Sanford is also under pressure by the St. Johns River Water Management District
(SJRWMD) to find alternative water resources. He stated that legal recourse is never as
good as the political recourse and he would suggest that both City's lobbyists should have
discussions regarding issues such as alternative water.
Mayor Triplett stated alternative water resources are a huge issue and the Sanford
Commission spends a lot of time talking about things like nutrient levels, water rights and
pumping.

Commissioner Williams asked "Are we saying we want to formalize a partnership ?" and
go beyond just talking, to focus on the different issues that both Cities have in common
because she believes this is something that should be done. She suggested having a tour
of Deltona for the Sanford Commission and vice versa for the Deltona Commission to get
a better feel for what both Cities really do have in common. She stated it would be
beneficial that both Cities market each other's areas and it is important to identify those
things both Cities have in common, prioritize them and focus on those kinds of things.
Commissioner Herzberg stated how fantastic it is to look at how another City handles
economic development and the revitalization of their City. Deltona is looking at creating
a CRA and by looking at Sanford's model it might help clarify any doubts Deltona may
have.
Mayor Triplett stated he sat on the Downtown CRA Committee for eight (8) years before
becoming Mayor and the first couple of years are all about collecting funds to be able to
do something but, it has truly benefited Sanford.
Commissioner Mahany stated Sanford also had a Mall CRA and all the stormwater,
infrastructure and underground infrastructure was built by that CRA.
C. Airport, Riverwalk and SunRail.
Mayor Masiarczyk stated the transition to SunRail has to be done seamlessly and he
asked if Sanford had any discussions as how to SunRail will be funded once Federal
Funds have run out.
Mayor Triplett stated there have been discussions and Sanford's station is on Seminole
County property but, in seven (7) years Sanford will be maintaining the station. The first
thing is that it is important to have quality employees working at the station and quality
service, if not there will be a trickle -down effect.
Commissioner Mahany stated one of the problems that Sanford has is that the SunRail
station is not in the best location and the biggest problem will be having enough
locations, enough different transportation throughout the day and night.
Mayor Masiarczyk stated most people do not know that SunRail will not be available on
the weekends. He stated he thinks the Counties are going to want to share the cost to
support SunRail financially and this is something that everyone needs to look at and be
aware of all the time. He asked that the member of the Sanford Commission or staff keep
Deltona informed if they hear of any road blocks or areas of concern.

Mayor Masiarczyk stated another issue is the airport. Most people do not know what
flights go in and out of the Orlando Sanford International Airport and that is information
that Deltona needs to have available to help promote the airport.
Commissioner Denizac stated the Airport Master Plan shows Deltona having a Hispanic
population of 31%, most of which are from Puerto Rico who fly back and forth. She
suggested that the airport bring back flights to and from Puerto Rico as there is a large
demand from the Deltona population for direct flights to that destination. She stated both
Cities would benefit from promoting equal tourism and it could be a destination, "The
Real Florida before you go to see Mickey" and Commissioner Mahany stated "that's a
perfect motto ".
Mayor Masiarcyzk asked what it would take to get a flight generated from the airport and
if Deltona were to do a survey asking its Hispanic residents how many times they fly a
year to and from Puerto Rico would that be enough to interest the airlines. Mayor
Triplett replied he would talk with Mr. Larry Gouldthorpe, A.A.E. President and Mr.
Larry Dale, President and CEO, to see if they have done any kind of survey or if they
have had any discussion regarding flights to Puerto Rico.
Mayor Masiarczyk suggested having monthly or quarterly flights because people would
adjust their schedules around those flights. Mayor Triplett stated he would start the
discussion and have a representative of the airport contact the Mayor or staff.
Commissioner Williams suggested starting the tour of Sanford at the airport.
Commissioner Mahany stated it sounds like there is an immediate desire to market each
other's City. She stated there needs to be a determination as to how each City can truly
help each other and work together on marketing ideas through mass e- mails, brochures or
the websites. She suggested setting up the tours starting with Sanford.
D. Other Items of Mutual Interest.
Vice Mayor stated he had friends visiting over the holidays and he took them to Paw
Parks and they stated "any City that would dedicate this much to the dogs has got to be a
great place to live." Commissioner Mahany gave a brief description of what the Paw
Park has, how it works and that it provides a wonderful business opportunity.
Mayor Masiarczyk stated there are probably so many more things that are available that
we have not touched on like Deltona's soccer fields.

Commissioner Mahany stated that the City of Sanford has an agreement with David
Maus for the use of their jumbo sign along I -4 and Deputy City Manager Tom George
stated 50% use. She stated there is a perfect opportunity to use that sign more to
advertise special events and occasionally put something on the sign that said "Deltona
and Sanford are becoming Sister Cities" or "Go to www.xyz to see what Deltona and
Sanford are doing ". Mr. George stated it had to be done in five (5) words or less.
City Manager Faith Miller stated Deltona has a government access channel which can be
utilized.
E. Each Citv's Future Plans.
Mayor Triplett stated in closing, he will make sure Deltona receives any CRA
information it wants and staff will provide the most recent Redevelopment Plans so that
both Cities can continue that conversation in the future. He stated he will discuss
Deltona's concerns regarding flights to Puerto Rico with the airport authority and put
them in contact with Deltona. He stated staff will set up the next meeting and tour of
Sanford which could start at the airport in their Vigilante Room where there could be
continued discussion regarding CRA's, special events, website and Deltona's TV station.
Mayor Masiarczyk stated Deltona has a quarterly Newsletter which is sent to residents
and could include some kind of marketing to find out how much interest there is for
charter flights.
Commissioner Zischkau suggested discussing increasing accessibility to and from the
airport. He stated Votran may have interest in running a shuttle from Deltona, from 17-
92 in Orange City that would connect with their routes going up to Deland to get from
Deltona's side of the river to the airport.
Commissioner Mahany stated Sanford has a newspaper called the Sanford Herald and the
publisher is always looking for news and she would be happy to introduce someone from
Deltona to her and maybe she would provide the same courtesy to Deltona as she has to
Sanford.
Mayor Triplett introduced Commissioner McCarty who just entered the meeting.
Russell Gibson, Director of Planning and Development Services, stated one (1) of the
exhibits in the notebook that was distributed is a map illustrating the recently successful
endeavor that the City of Sanford and Seminole County facilitated which is the extension
of the River of Lakes Scenic Highway System. The previous system straddled the City of
Deltona on both the east side on S.R. 415 and on the west side on Hwy 17 -92 and

terminated at the County line which is now extended. Much of what has been discussed
today is benefited by this endeavor; it lays the connectivity, lays the framework of
extending and connecting the trail systems that the respective jurisdictions desire to have
connected. The River of Lakes Scenic Highway System is a framework of developing
economic development, marketing initiatives, promoting eco- tourism and other
businesses. He suggested that both Cities continue to collaborate because this is one
resource we can work together to capitalize on the resources of the River of Lakes Scenic
Highway program offers.
Sanford City Manager Norton Bonaparte stated he first met City Manager Faith Miller at
an ethics training which speaks well of her caliber. He stated he discussed with Ms.
Miller that the City of Sanford was looking to establish a Wellness Center for employees
and Ms. Miller suggested that both City's HR Directors work together to explore if there
is a possibility of sharing this opportunity. He stated he is excited to see the elected
officials come together and Sanford will continue to work with Deltona.
Commissioner McCarty stated Sanford and Deltona are neighbors, need to work together
and fortunate enough to have Ms. Miller and Mr. Norton to work together. He suggested
encouraging people to get involved with government, possibly by running for Mayor or
Commissioner.
Mayor Triplett stated Commissioner McCarty keeps informed and has discussions with
people in the nation regarding electric vehicles and being "green ". The City just installed
electric charging stations in its downtown to get the City from fossil fuel to electric.
Commissioner McCarty stated he knows the future is transportation and communications.
Representatives from light rail will be visiting Deltona and he expects Deltona residents
to visit Sanford restaurants.
Commissioner Williams stated it is a good idea to have an article written in the Sanford
Herald about Deltona but, she would like to formalize the Sister City relationship prior to
that.
Mayor Masiarczyk asked, with Mayor Triplett's approval, that staff create a resolution to
be signed by both City Commissions to enter into a partnership for the betterment of
Central Florida.
Commissioner Zischkau suggested "Hands Across the Waters ".
