FOR FURTHER DESCRIPTION OF AGENDA ITEMS, SEE ATTACHED MEMORANDUM 16 E718672 MINUTES City Commission, Sanford, Florida 4:00 P.M, MEETING Decembe~ 1 19 97 The City Commission of the City of Sanford, Florida met in Special Work Session on Monday, December 1, 1997 at 4:00 o'clock p.m. in the City Commission Chambers, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor-Commissioner Dale Commissioner Whitey Eckstein Commissioner Velma H. Willjams Commissioner Brady Lessard Commissioner Kerry D. Lyons City Attorney William L. Colbert City Manager William A. Simmons Acting City Clerk Markae Rupp Absent: City Clerk Janet R. Dougherty The Chairman called the meeting to order. Options presented by the Law Enforcement Options Committee. Greg Manning, Chairman of the Law Enforcement Options Committee, presented the findings, conclusions and recommendations of the Law Enforcement Options Committee to the City Commission. He reported the Committee found a real need for something to be done with the existing police facility, either replacing or renovating it. Another possibility would be to use another existing structure such as the Sheriff's facility at the airport. He further reported the Committee concluded that by contracting with the County the City can save enough money to work on the existing Police facility. Mr. Manning reported the Committee had concluded the final decision on Options should be made by the voters. The Committee recommended Option A, but using some of Option B. Mayor Dale reported that what the Committee was really recommending was Option B. The Commission and Law Enforcement Options Committee discussed the different options in Option B and concurred that Chief Dillard, along with the rest of the Police Department, should decide which options from Option B are most viable and make recommendations to the City Commission based on their department review. Mayor Dale will serve as liaison between the Police Department's internal committees and the City Commission regarding Option B discussions. Steven Meyers, 719 Oak Avenue, reported Option B is what he prefers to give the Police Department a chance. He further stated that the City needs to give control of the Police and Fire Departments to the City Manager. Discussion of a referendum to change the administration of the Police and Fire Departments from the City Commission to the City Manager ensued. The Commission agreed this is Something they would like to see happen, but now is not the right time for a referendum. The Commissioners explained they would like to see a little more closure to the survey and reorganization before turning things over to the City Manager. Also, they would like time to more completely inform the public what the referendum means before it is voted on. Further, a special referendum would be very costly - they would like to include it in the March, 1999 regular election. The Commission concurred that the Commission and Police Department would work together to come to an agreement as to which Options in Option B should be pursued, and what other steps can be taken to ensure a successful reorganization. Mayor Dale will act as liaison on the existing Police Department committees and report back to the Commission. Also, the Police Chief and Mayor will work with the Sheriff to see which functions may be contracted to the County. The City Manager will also attend the meetings with the Police Chief, Mayor and Sheriff. F.718672 MINUTES City Commission, Sanford, Florida 4:00 P.M.
