January
The City Commission of the City of Sanford, Florida met in an Organizational Meeting on Tuesday, January 6,
1998, at 7:00 o'clock P.M. in the City Commission Room, City Hall, 300 North Park Avenue, Sanford, Florida.

The Chairman called the meeting to order.
There being no further b'usiness to be transacted by the out-going board, Mayor Dale adjourned the meeting
Mayor Dale reconvened the meeting for the purpose of organization.
Appointment of City Commission members to various boards and committees.
Mayor Dale announced the following appointments, which were effective immediately:
A. Vice Mayor - Commissioner Herbert Eckstein.
B. CALNO (Council of Local Governments in Seminole County) - Commissioner Brady Lessard
with Commissioner Herbert Eckstein as an alternate.
C. Chamber, of Commerce/Board of Directors - Commissioner Brady Lessard..
D. East Central Florida Regional Planning Council (ECFRPC) - Commissioner Vetma H. Willjams.
E. East Central' Florida Regional Planning Council/Metropolitan Planning Organization (MPO)~ -
Mayor Lan-i A. Dale (Member) with Commissioner Velma H. Willjams as an alternate.
F. Sanford Museum - Commissioner Kerry D. Lyons.
G. Police Department Liaison- Mayor Larry A. Dale.
H. Fire Department Liaison - Commissioner Brady Lessard.
I. Greater Seminole County Chamber of Commerce/Design Regulatory Sub-Committee - Jay
Marder, Director of Planning & Development with Andrew VanGaale as an alternate.
Airport Noise Control Study Committee - Commissioner Kerry D. Lyons.
Sanford Airport Authority Liaison - Mayor Larry A. Dale.

New Business.
CommiSsioner Eckstein reported he felt that a joint Work Session with the Fire Department was not
necessary at this time because the Fire Department employees need to follow the chain of command for grievances and
concerns. Mayor Dale reported he agrees the Fire Depamnent needs to follow the chain of command, and stressed that a
meeting at this time had nothing to do with the Fire Department becoming unionized. He felt that the Commission has
spent so much time with Police Department issues and other concerns, that it would be good to meet with the Fire
Department to discuss some of their concerns. Fire Chief Tom Hickson agreed that most of the concems can and should
be handled intemally in the Fire Department but a meeting with the Commission could be productive in clarifying the

chain of command. Commissioner Eckstein agreed a joint meeting might be helpful if there was a clearly defined agenda.
After further discussion the Commission concurred to have a joint.Work Session with the Fire Department, as an informal
meeting for discussion of the organizational structure and for general comments.
There being no further business, the meeting was adjoumed.
