WORK SMSSTON March 9 1998 The City Commission of the City of Sanford, Florida met in Work Session on Monday, March 9, 1998, at 3:30 o'clock P.M. in the City Manager's Conference Room, Sanford City Hall, 300 Noah Park Avenue, Sanford, Florida. Present: Absent: Mayor-Commissioner Larry A. Dale Commissioner Whitey Eckstein Commissioner Brady Lessard Commissioner Kerry D. Lyons Commissioner Velma H. Willjams City Manager William A. Simmons City Clerk Janet R. Dougherty City Attorney William L. Colben The Chairman called the meeting to order. City Commission Goals. City Manager Simmons reported the Commission has its prioritized Budget and Policy Goals for 1997, ar :1 he wants to ~nalize those Goals with any changes or revisions at this time. The Commission discussed the goals as follows: , , POLICE DEPARTMENT. The Police management review has been completed, and part of the General Orders will be adopted tonight. ChiefDillard is still working on issues for the rest of the General Orders. EMPLOYEE EVALUATIONS AND COMPENSATION. Commissioner Williams will work with. Staff on the new employee evaluation form. AIRPORT. Developing a Master Plan for the Airport is still a priority, specifically the utilities, storm water and wastewater treatment. MIDGE CONTROL. All permits, including the Experimental Use Permit, have been issued for the Lake Monroe Pilot Midge Control Project, and barges are ready to be put on the lake (awaiting anchors). LAKEFRONT DEVELOPMENT. Lakefront development is ~still a priority, specifically the construction of a hotel/conference center and park, and the design and planning for relocation of tte ball fields. Also, consideration of a beach or marina area. Commissioner Willjams reported the public should be made aware, through the news media, that a park is part of the plan for development of the waterfront and the Commission concurred. DOWNTOWN REVITALIZATION. Mayor Dale reported that the drainage project is scheduled to start very soon, and the lakefront development will be a big part of the downtown revitalization. Commissioner Lessard would like the Commission to be more aggressive in filling the vacant buildings along First Street, even if it means using the second floors for residential. COURTHOUSE EXPANSION. The Commission concurred to talk with the County about them buying the existing City Hall, and then relocating City Hall to other land already owned by the City., possibly even incorporating a Public Safety Complex on the same land. WORK SESSION March 9 19, 98 , 10. 11. 12. 13. 14. 15. 16. 13TH STREET ENTERPRISE ZONES/INCENTIVES. The 13th Street improvements are in process but still need to be a priority. AGGRESSIVE CODE ENFORCEMENT PROGRAM. The Code Enforcement Program should not be only complaint driven. Existing employees of all departments should routinely monitor and report any questionable code infractions. [Mayor Dale rejoined the meeting during the Code Enforcement discussion and reclaimed the gaveI.] CITY HALL/BUILDING MAINTENANCE. Most of the scheduled City Hall maintenance has been completed, but the downstairs lobby area needs to be spruced up and made more "friendly". Also, if City Hall is not going to be sold in the near future, the wall covering in the Commission Chambers should be replaced. Mr. Simmons reported the redecoration ofthe.Mayor's and Commissioners' Office is completed except for purchase of a table lamp, and that funds have been expended to within $100.00 of the total amount authorized. On recommendation of the City Manager, the Commission concurred to increase the total amount authorized by up to $150.00. REVITALIZATION OF 13TH STREET, SANFORD AVENUE AND HIGHWAY 17&92. Commissioner Willjams reported the (Law Enforcement) Community Service Center on 13th Street should be completed by the end of this year. RECREATION IMPROVEMENTS. A municipal swimming pool is still a priority, and Commissioner Williams reported concerns that citizens will be restricted from using it. Also, the Historic Sanford Memorial Stadium is looking great but still needs to be a priority. Coastline Park improvements (basketball court, pavilion and lights) are to be done in stages; and Staff to apply for CDBG funds for same. Mike Kirby is to report at the next meeting on the cost of a lighted basketball court. The Commission concurred that Staff also apply for CDBG funds to extend sanitary sewer lines to homes and lots on 7th Street and. on Strawberry Avenue; and for installation of a sidewalk on Oleander Avenue off 13th Street all along 18th Street. Commissioner Williams reported infrastructure in the back side of Goldsboro should be comparable to that in the front side of Goldsboro. STREET PAVING AND GOLDSBORO ELEMENTARY SCHOOL ROAD. The City Manager reported the road around Goldsboro School is pending until Phase IIIA and Phase III are essentially completed, until then we will preserve the right-of-way for the road. UTILITY EXPANSION AT AIRPORT AND SR 46. These are in the process and are still priorities. CITY GATEWAY ENHANCEMENTS. The Commission concurred that gateway enhancements are a continuing priority. Commissioner Lyons reported the Commission ought to consider some signage regulations that are compatible with Seminole County for the SR 46 area. Mayor Dale reported TBI would like to have signage leading into the airport; City Manager Simmons to discuss signage with TBI and report back to the Commission. STORMWATER IMPROVEMENT PRIORITIES. The stormwater improvements are still a priority with the downtown being finished, and then Mill Creek Phase IIIA and HI, and then Cloud Branch. /2 E718672 MINUTES City Commission, Sanford, Florida 3:30 P.M. WORK SESSION March 9 19 98 These will be bond issues over the next 10 or 12 years, and will further increase stormwater utility rates. A stormwater management permit for the airport is also a goal. 17. CODE ANALYZATION. The Commission will continue to review the Code as it has in the recent past. 18. PUBLIC SAFETY FACILITY. The Fire and Police facilities are still a goal. The Commission concurred to continue to plan to replace and relocate Fire Station #31 to a Public Safety Facility on 15th Street, to sell the old Station #31 site after the new Station #31 is built and use the funds to help pay for the new Station #31. Also, concurred with the need to relocate and replace Fire Station #32, with the first need being to obtain land for a new Station #32, and to sell the old Station #32 site after the new Station #32 is constructed and use the funds to help pay for the new Station #32. 19. EMERGENCY PREPAREDNESS AND FLOOD RESPONSE. Mayor Dale reported the Commission needs to look at the situation of high water that Sanford is faced with fight now. Emergency preparedness and flood response need to be looked at. The Commission concurred that State and County assistance should be pursued for this problem. Mayor Dale reported that the policy goals for 1997 are moving forward and no major changes or revisions need to be made. City Manager Simmons reported that the two major points for the Commission to consider are additional personnel, and the tentative dates for budget work sessions as soon after June 30, 1998 as possible. Water pressure in fire hydrants. Commissioner Willjams expressed concern with the water pressure in some of the fire hydrants in the Goldsboro area. These will be checked by Staff Board Appointments. Jan Dougherty, City Clerk, reported there is one Board appointment on the agenda tonight, the expiration of Richard Schultz's term on the Central Examining Board, and that Mr. Schultz wishes to be reappointed. Ms. Dougherty distributed copies of the late agenda items to the Commission. Little Red School House. Mayor Dale reported the Taj ifi School of Performing Arts has been operating out of the Little Red School House, which the City acquired from the School Board and Tajiri has been renting for $1.00. Pat Whatley, Director of Tajiri School of Performing Arts, requested the City donate the Little Red School House to them, or sell it to them for $100.00. They have maintained and improved the building and grounds while renting. City Manager Simmons reported it should not be a legal problem to donate the building to them because they are a not-for-profit organization. Commissioner Willjams reported that if they owned the building it would increase their chances of receiving grants and funds. The City Manager reported the Commission may<want some kind of a reverter clause stating that if the building were to cease being used by Tajiri as a performing arts school, it would revert back to the City. The Commission concurred to write a Letter of Intent, that the City intends to sell or donate the property to Tajiri Arts when all details have been worked out. E718672 City MINUTES Commission, Sanford, Florida 3:30 P.M. WORK SESSION March 125 9 1998 "Time worked" for overtime calculation. Donna Watt, Finance Director, reported fourteen entities had been surveyed to determine their policy related to overtime calculation. Of the fourteen surveyed, only three allowed leave time to count as time worked for overtime calculations, two had no minimum hour policy for call outs, six had a minimum call out of two hours, four had a minimum call out of three hours, one company pays $20.00 per call out, and Seminole County has departmental policies for call outs. The Commission concurred to consider not allowing overtime to count as time worked before 40 "actual" hours worked in a week, and they would like more information on call outs, and then prepare an Ordinance to change the Personnel Rules and Regulations. Late and on-the-table items. Mayor Dale reviewed the contents of the late packet distributed by Jan Dougherty, City Clerk; containing on-the-table items for today's Commission meetings. City Mana~er's report. City Manager Simmons reported he has received a request from the developer of a private school in Lake Mary, on the west side of Rantoul Lane and adjacent to the golf course. Lake Mary is making a condition that the developer provide a temporary paving of the existing traveled way of Rantoul Lane, to be followed within three years by a permanent street to come in through Dorchester. The developer needs an easement agreement with the City of Sanford because Rantoul Lane runs through the golf course property. The developer has added Jack Daniels as a joinder to the request because he leases that property. Recommendation is to authorize a three year easement agreement with the developer. Commissioner Eckstein reported this would have a major impact on 46A, and there needs to be some consideration of a permanent road by Lake Mary regarding how it will affect traffic flow to 46A. City Manager Simmons reported in 1994 the Commission awarded a contract to Florida Environmental Management for decontamination of a fuel leak at the Police Department. The contractor has used the money initially provided, but now there is new contamination. City Manager Simmons has received a proposal for $83,800.00 for additional work for Florida Environmental Assessments to do what is needed to finish the job. Meanwhile, Florida Environmental is going ahead with additional sampling and additional micro-organism introduction into the ground water to keep this working. City Manager Simmons reported the employees being held responsible for digging on the contaminated property and are being disciplined. Commissioner Willjams reported that the employees are not necessarily the ones who need discipline if they are following the policies and procedures of the City. Mayor Dale reported on an issue that was raised by Commissioner Williams at the Commission Work Session on February 23, 1998, regarding testing of Police Officers. Mayor Dale reported seven minorities passed the test (including two Black males, one Asian male, three White females and one Hispanic male), and five minor/ties failed (including two Black females, two Black males and one Hispanic male). Twenty non-minority passed and one non- minority failed. This indicates a significant field of minorities were tested. Commissioner Willjams reported she was informed that only seventeen people took the test, eleven passing and six failing. The six that failed were Black, and ten Caucasian and one halfHispanic/halfBlack passed. Mayor Dale reported that the City may need to be more aggressive in hiring those minorities who pass the test. Tim McCauley, Human Resources Director, reported that the applicants who 126 E718672 City MINUTES Commission, Sanford, Florida 3:30 P.M. WORK SESSION March 19 98 were not considered for hiring may not have been eliminated by the written test, but possibly one of the other tests such as psychological tests, physicals, drug screenings or background checks.
