City Manager comments. 5:00 — 6:00 PM 2012 -136 CITY COMMISSION MINUTES April 9, 2012 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, April 9, 2012, at 4:00 PM, in the Railroad Depot Room, 2 Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Patty Mahany Commissioner Mark M Commissioner Velma Williams — Arrived at 4:08 PM Commissioner Randy Jones Deputy City Manager Tom George City Manager Norton N. Bonaparte, Jr. Assistant City Attorney Lonnie Groot City Clerk Janet Dougherty Records Manager Pat Lee Absent: City Attorney William L. Colbert Mayor Triplett called the Work Session to order at 4:04 PM. 1. SunRail presentation by Marianne Gurnee, SunRail Public Liaisan of the FDOT. Ms. Gurnee introduced Steve Olson, Public Information Officer for the Florida Dept. of Transportation, and Mike Watt, Public Information Officer for SunRail, noting Mr. Watt will be the contact person for any questions during construction. (Commissioner Williams joined the Work Session). Ms. Gurnee distributed a draft SunRail Phase 1 Construction Schedule and a Transit Oriented Development Workshop Sketchbook, and gave a powerpoint presentation.(At 4:20 PM, Mayor Triplett temporarily left the meeting) 2012 -137 CITY COMMISSION MINUTES April 9, 2012 WORK SESSION 2. City Comprehensive Annual Financial Report.[Commission Memo 12- 049.F] Joel Knopp, Audit Manager and William Blend, Shareholder, Moore, Stephens, Lovelace, P.A., Certified Public Accountants, gave a powerpoint presentation for the period ending September 30, 2011. (At 4:22 PM, Mayor Triplett returned.) Norton Bonaparte, Jr., City Manager, thanked Deputy City Manager Tom George and Ms. Lindsay as well as the department directors for cost containment on expenses. Mayor Triplett also thanked Ms. Lindsay and staff for their fiscal constraints. 3. Sanford Airport Authority Financial Report. [Commission Memo 12- 049.G] Mr. Larry Dale, C.E.O., introduced CFO Bryant Garrett, Vice President of Finance and George Speake, Vice President, Operations & Maintenance, Kelly Leary and Christian Mantegna, Davis and Company. Mr. McDermott reviewed the Management Letter and audit report. Commissioner Williams stated that the Lake Mary Boulevard entrance was beautiful and asked Mr. Dale when the entrance from Sanford Avenue would be enhanced, to which Mr. Dale responded that there was no grant revenue available to assist with that and that the answer is "when times get better ". Mayor Triplett thanked Mr. Dale, Mr. Mantegna and Ms. Leary for the presentation. 4. Regular Meeting Agenda Items — additional information and /or questions. Mr. Bonaparte explained that regular meeting agenda item 8.D is a Resolution amending the Classification and Pay Plan relating to the Building and Licensing Division of 2012 -138 CITY COMMISSION MINUTES April 9, 2012 WORK SESSION the Fire Department that will put both employees who are basically doing the same job at the same pay grade. Commissioner Williams felt this was a "good decision ". 5. City Manager comments. Mr. Bonaparte stated he met with students who marched from Daytona Beach this week and a meeting has been scheduled for Thursday, April 19th at 6:30 PM to begin developing a plan for healing Sanford. He would like to get community input from citizens and felt it was important to do a visioning process to bring residents together and felt the timing was good to have the opportunity to do so. This will be a community driven initiative. Mayor Triplett thanked the Commission for attending the Special Meeting two weeks ago.
