The City Commission of the City of Sanford, Florida met in Budget Work Session on Tuesday, July 16, 2002,
at 9:30 A.M. in the City Manager's Conference Room, Sanford City Hall, 300 North Park Avenue, Sanford, Florida.

Absent: City Attorney William L. Colbert
The Chairman called the meeting to order at 9:35 A.M .....
City Manager VanDerworp presented his budget message for fiscal year 2002/2003.
[During the morning discussion, Mayor Lessard briefly leR and returned to the meeting.]
The meeting was briefly adjourned at 11:04 A.M. and reconvened at 11:38 A.M.
The meeting was adjourned for lunch at 12:23 P.M. and reeonvened at 1:26 P.M. [Commissioner Williams
joined the meeting at 1:27 P.M.]

discussion, Commissioner Jones briefly left and returned to the meeting.]
ARer lengthy discussion, the Commission concurred to cap the monthly health insurance cost for current
employees and retirees and advise retirees during open enrollment of the amount that will he covered by the City in l~cal year
2002/2003 and beyond, to delete the resodding at Seminole Towne Center Mall right-of-way and ask the developer to assist with
the expense, to rephce the City Hall elevator, to delete the Plans Examiner position requested, to delete the brick rejuvenation
project, to delete the Hidden Lakes and Pinecrest neighborhood signs, to add thermal imaging cameras for the Fire Department,
to delete the Stiffy purchase, to delete the Grants Writer position and instead offer current employees an incentive relative to
the amount of the grant award, to hire an additional Code Enforcement Office, to fund the Scott Avenue traffic project, to move
forward with design for the museum renovation, and not to provide funding to Taji~ Arts School.
Regarding the Westside Community Center, Commissioner W'~liams asked that her comments regarding the
importance of the City implementing and providing quality services for people, especially young people, in the form of
recreational activities, he placed on the record.
The Commission further concurred to delete the request for an update of City Code, to purchase a third thermal
imaging camera, to institute a 3% cut in operating expenses in each department across the board towtaxi the millage reduction,
to add an employee Christmas bonus, not to provide funding for the Helen Stairs Theatre, and to fund certain neighborhood ............
projects.
