102802ws The City Commission of the City of Sanford, Florida, met in Work Session on Monday, October 28, 2002, at
4:55 P.M. in the City Manager's Conference Room, Sanford City Hall 300 North Park Avenue, Sanford, Florida.

The Chairman called the meeting to order.
Employee of the Month Award for October 2002.
Mayor Lessard presented Dave Richards with the Employee of the Month Award for October 2002.
Interview of prospective Board appointees.
Community Redevelopment Agency. Robert Kulm, Bruce McKibbim Lindsay N. Oyewale, and Anthony
Brown were interviewed.
Waterfront Development Proposal
Bob Horian, Sunmr Investments, Inc., presented a conceptual development proposal for a mixed use development
project that h~cludes retail, offices, town homes, and luxury condominiums to be built on property located due west of City Hall.
[During the presentation Mayor Lessard briefly left the meeting and retumed.] After lengthy discussion that included the use
of parcels currently owned by the City (City Hall parking area) and Seminole County (former FPL lot), contribution of City
owned property, the closure of Myrtle Avenue, parUedng with the developer to assist in the creation of a public/private marina,
and permit fee incentives, Mayor Lessard said that information will be compiled by himself, the City Manager, and the Economic
Development Manager, and will be provided to the Commission for further review. [Commissioner Eckstein left the meeting.]
Farmers Market Project.
John Jones, Economic Development Manager, distributed a memo regarding the status of the U.S. 17-92
Redevelopment Planning Agency Farmers Market Project, and briefed the Commission on the same. [Mayor Lessard left the
meeting and returned during the brie~ng.][Commissioner Eckstein retumed to the meeting during the briefing.] City Manager
VanDerworp said the project includes a commitment from the City to purchase six trees to landscape the City' s side of the street
of the project area. The Commission had no objection to the purchase of the trees.
Mayor Form of Government Referendum.
Mayor Lessard asked for a consensus of the Commission to let the voters be given the opportunity through a
referendum to make a decision on the form of govemment best suited to run the City. After lengthy discussion, the Mayor said
he would bring this item up for further discussion at tonight' s Regular Meeting. There was no objection from the Commission.
Conference Center Interlocal Agreement.
City Manager VanDerworp said this item MH be discussed at tonight' s Regular Meeting.
