The Canvassing Board of the City Commission of the City of Sanford, Florida met in a Special Meeting on Thursday, February 27, 2003, at 10:00 A.M. at the Seminole County Supervisor of Elections Office, 116 West 1a Street, Sanford, Florida. For the Canvassing Board: Present: Commissioner Velrna Williams Commissioner Randy Jones City Clerk Janet R. Dougherty Deputy City Clerk Rachel IC Carnicelli For the Seminole County Supervisor of Elections: Present: Sandra S. Goard, Supervisor of Elections Dennis Joyner, Assistant Supervisor of Elections John Haranzo, Election Services Director Vienna Finochio, Voter Services Director The Supervisor of Elections called the meeting to order. Conduct the Logic and Accuracy test of the equipment to be in use in the March 4~ 2003 Regular Election. The Supervisor of Elections performed logic and accuracy tests on equipment labeled D1 through D4, to be provided to the District Polling Places, and the equipment which would be used to count absentee ballots. The canvassing board was able to observe that the initial vote count on each machine was zero, and following the test had accurately counted the test ballots presented, including YES votes, NO votes, rejected and overridden votes, overvotes, undervotes, and ballots that were inserted in a variety of ways. At the demonstration's conclusion, an Ender Card was inserted to lock the system, the votes were counted, and results were printed t~om each machine. Each participant signed the individual machine tapes to acknowledge the counts, and the tapes were sealed by the Supervisor of Elections.
