041403 ws The City Cotiiaiission of the City of Sanford, Florida, met in Work Session on Monday, April 14, 2003, at 5:20
P.M. in the City Commission Chambers, Sanford City Hall, 300 North Park Avenue, Sanford, Florida.

The Chairman called the meeting to order.
Eleetorol proem enhancements.
City Clerk Janet Dougherty briefed the Commission on an Intergovernmental Agreement with the Seminole
County Supervisor of Elections relating to issuance and processing of absentee ballots and other services, and a proposed notice
of election to be sent to each voter household. After discussion, there was a consensus of the Commission to move forward and
to check with the Elections Supervisor about handling the entire election process.
Selection nrocess for the position of City_ Manager.
After discussion regarding the selection process for the position of City Manager, there was a consensus of the
Commission that Range Rider Dr. Thomas Kelly act as the advisor to the City Manager Selection Advisory Committee. Mayor
Lessard asked that each Cotm~dssioner recon~t~end two individnalg to serve on the Committee. The Commission concurred that
a Public Hearing be held at 7:00 P.M. on April 28 to allow citizens input regarding developing a City Manager profile.

Second May Regular Meeting date. After brief discussion, the Commission concurred that thc second City
Commission meeting in May be beld on Tuesday, May 27, 2003; the decision will be fom~li?¢d tonight under thc Consent
