EPNIII072 MINUTES City Commission, Sanford, Florida IgLrIDG~r WORK SF.~SIONS JULY 8-9 The City Commission of the City of Sanford, Florida met in Budget Work Session on Tuesday, July 8, 2003, at 10:00 A.M. in the City Manager's Co~ Room, 2'~ Floor, Sanford City Hall 300 North Park Avenue, Sanford, Florida. Present: Mayor-Commissioner Brady Lessard Commissioner Velma H. Williams Commissioner Randy Jones Commissioner Art Woodruff Interim City Manager Andrew Van Gaale City Clerk Janet R. Dougherty Absent: Co~m;,issioner Kevin Hipes City Attorney William L. Colbert The Chairman called the meeting to order at 10:56 A.M. Interim City Manager Van Gaale presented his budget message for Fiscal Year 2003/2004. ARer lengthy discussion, the Commission concurred to reduce the overtime amount in the proposed City Clerk's budget to $8,000 ~om $10,000, a change of $2,000; to delete the $29,200 other contractual service item from the proposed City Manager's budget; and to reduce the monthly vehicle reimbursement amount to $3,000 from $9,000 in the proposed City Manager's budget, a change of $6,000 [during this cliseussion, Mayor Lessard twice briefly lea the meeting and returned]. The meeting was recessed at 1:39 P.M. and continued to July 9, 2003, at 10:00 A.M. The City Conmfission of the City of San_ford, Florida met in continuation of Budget Work Session on Wednesday, July 9, 2003, at 10:00 A.M. in the City Manager's Conference Room, 2'a Floor, Sanford City Hall, 300 North Park Avenue, Sanford, Florida. Dougherty Absent: Conaaissioner Kevin Hipes Commissioner Velma H. W'flliams (joined the meeting at 11:56 A.M.) City Attorney William L. Col~0ert The Chairman reconvened the meeting at 10:55 A.M. Inte,hn City Manager Van Oaale presented the Commission with items requested at the July 8e~ meeting related to his budget message for Fiscal Year 2003/2004. After further discussion, the Co~--fi~ion concurred to revisit the issue of employee educational ~4mbursement at a future regular meeting, with allocation of a minimmn amount for each depattt~nt, and unused funds being placed in a citywide contingency fund [Commissioner Wi!liarc~ joined the meeting at ! 1:56 A.M., immediately lel~ the ~, arid returned at 12:12 P.M., at which time Imerim City Manager Van Gaale provided a brief recap oftoday's work session]. In addition, the Comnfission concurred that it would provide funding to the Sanford Seminole Chamber of Commerce in the amount of $35,000 in Fiscal Year 2003/2004, without specifying a funding source, subject to terms as stated in their request. Finance Director Kevin Smith reminded the Commission that this budget assumes a stormwater rate increase to $5 per ERU in revenues.
