082503 ws minEPNlII072 MINUTES City Commission, Sanford, Flori~VaORKSESSION AUGUST25 2O03 20__ The City Co~..l~ssion of the City of Sanford, Florida, met in Work Session on Monday, August 25, 2003, at 4:54 P.M., in the City Commission Chambers, City Hall, 300 North Park Avenue, Sanford, Florida~ Present: Mayor-Commissioner Brady Lessard Commissioner Velma Williams Commissioner Randy Jones Commissioner Art Woodruff Commissioner Kevin Hipes [present at 5:09 P.M.] City Manager Al Grieshaber Jr. City Clerk Janet R. Dougherty Absent: City Attorney William L. Colbert The Chairman called the meeting to order. Conference Center Pro_no,al. Andrew Van Gaale reported he and Mayor Lessard had been meeting the last few weeks with SUNCOR Properties and Sanford Community Redevelopment Agency (CRA) members, and that based on some projected Community Redevelopment Agency revenues and projects that are anticipated to come on line in the nex~ couple of years, reconmaend the Conference Center Proposal be put on a tcnq~orary hold to evaluate everything in its totality, get reasonable and accurate CRA revenues, and make sure the product accomplishes everything the City of Sanford needs. Further, if the Conference Center Proposal is put on hold, the condition of the Civic Center will need to be addressed. Mayor Lessard reported the CRA is willing to parmer with the City on a Civic Cemer project. The Commission discussed several items needed to upgrade and renovate the Civic Center, and concurred to assess all the Civic Center's needs and decide whether to upgrade, renovate and market it or to tear it down. [Commissioner Hipes joined the meeting.] Proposal from Boy Seonts of America Troop ~ to moor a PTF-3 boat at Memorial Pari, Claris Smith, Project Manager, presented the proposal and reported there are considemtious (whether or not the City wants a living history museum, the cost to the city, potential liabilities, a lease development agreement, and a long term vs. short term lease option). Further, the seawall engineer, Wharton-Smith, and Ed Waters & Son (the seawall comractor) have all agreed to donate everything necessary to install the pilings to moor this boat at the seawall. An educational plaque is being funded through the FDEP progran~ He recommended putting in the wood pilings and the Commission concurred. R ~egular Agenda Items.
