Mayor Lessard presented the Employee of the Month Award for October, 2003, to Mike Murphy, Fire Department. (A) Sanford Airport Authority. (B) Firefighters' Retirement System Board of Trustees. (2) Discussion regarding ~JatJ~lllE~.jal~ Alter considerable discussion, the Commission concurred that City Manager Grieshaber bring the item up under the City Manager's Briefing at tonight's Regular Meeting. [Commissioner Jones joined the meeting during tbe discussion.] (3) Discussion regarding ~ (5) (6) After discussion, the Commission concurred that City Mtm~ager Grieshaber proceed to streamline the Special Events Policy and ordinance so that fewer events require Staffmeetings and City Commission approval, with Staffto provide input to the City Manager for City Manager's action, and with street closure requests and alcoholic beverage requests to continue to require City Commission approval; further, to devise a policy on the number of parades the city can fund on 1st Street annually, with all other parades on 1st Street to pay city costs in accordance with fee schedule provided. (4) Discussion regarding aea_uisition of the former Main Post Office silo at 221 N. Palmetto Avenue. The Commission concurred to take action on this item at tonight's Regular Meeting. After consklemble discussion, [Mayor Lessard left the meeting and returmd during the discussion] Coa~adssioner Hipes moved that the City of Sanford enter into a Contract with the Downtown Business Association (DBA) to provide Christmas Lighting under the following conditions: 1. The City Sanf°rd will pay the Downtown Business Association $11,000.00 on or before Novemher 1, 2003, with the funds to come fi'om other than General Fund Reserves. 2. Paid receipts will be supplied by the DBA for all expenditures for money reimbursed up to a total of $11,000.00 within 90 days after the event. 3. The DBA agrees to use its best efforts to raise $11,000.00 in matching funds for marketing/promoting Sanford and its downtown. 4. All donations/contributions are to be made payable to the city of Sanford. 5. The DBA is to provide general liability insurance in the minimum amount of $1,000,000.00 (or greater amount if deemed appropriate by the Cites Risk Manager) and motor vehicle liability insurance in an amount as specified by the City's Risk Manager as being that which will protect ~-e City of Sanford in whole, with the City of Sanford to be listed as additional insured on both policies. 6. Tbe $11,000-00 will only he spent with the approval of both the City of Sanford and the DBA. 7.
