Mayor Lessard presented Michael Eason, Parks and Grounds Maintenance Division, Recreation and Parks Department, with the Employee of the Month award for November, 2003. (2) Appointment to the Planning and Zoning Commission. (R-l) The Commission discussed the alternates and criteria for future appointments of alternates to regular board positions. The Commission concurred to consider appointment of a replacement alternate after the City Manager presents his proposal for board consolidations. [Commissioner Hipes joined the meeting during this item.] (3) Regular Agenda Items. Add-On Items. and Other Items. Andrew Van Gaale reviewed the Adult Arcade Amusement Center portion of Public Hearing (1), and distributed a briefing sheet. Russ Gibson and Antonia Gerli reviewed the Multi-family portion of Public Hearing (1). [Mayor Lessard left the meeting and returned during this review.] [Vice Mayor Dr. Williams left the meeting and returned during this review.] Andrew Van Gaale updated the Commission on actions regarding Washington Oaks and Cedar Hill Subdivisions as authorized at the November 10, 2003, meeting. (4) ~ (1) Mayor's Sanford Housing Authority_ Proposal Mayor Lessard proposed that the Sanford Housing Authority deed to the City of Sanford approximately ten (10) units which thc city would refurbish and then transition into home ownership by deeding to individuals, with a deed restriction so that the units could not be owned by developers, with necessary city funds obtained through banking institutions.
