The City Commission of the City ofSanfurd, Florida, met in Special Meeting on Saturday, September 11,2004,
at 9:00 A.M., in the City Commission Chambers, City Hall, 300 North Park Avenue, Sanford, Florida.

CALL TO ORDER Mayor Lessard called the meeting to order at 9: II A.M.
INVOCATION by Vice Mayor Dr. Velma Williams.
PLEDGE OF ALLEGIANCE
DISCUSSION AND UPDATE ON HURRICANE FRANCES AND HURRICANE IVAN PRF.PARF.DNESS AND
EXPENDITURES RELATED TO RECOVERY.
City Manager Grieshaber reported on the following:
(I) The September 13, 2004, Regular Meeting, was continued to September 20,2004, at 7:00 P.M. in the City
Commission Chambers, due to tropical force winds expected Monday from Hurricane Ivan, which will preclude safe travel.
(2) Ice, water, and meals were distributed by city employees at the Farmer's Market on French Avenue and at
the Chamber ofConnnerce parking lot.

(3) There were spillages and overflows at the wastewater treatment plant caused by no back-up power during
Hurricane Charley and only half power during Hurricane Frances, but test results indicated bacteria levels at the point of
overflow are within the limits allowed for swimming. Full back-up power is now available however the plant is operating at
capacity causing some overflows, and the city is posting "no swimming" "no fishing" notices in Lake Monroe as a precautionary
measure.
(4) Sandbag operations, notices sent out regarding the rising Lake Monroe waters, available shehers, possible
closure of Seminole Boulevard between at least San Juan Avenue and Park Avenue due to road deterioration, Seminole
Boulevard flooding, and that normal payroll was run last week.
(5) A meeting held with Representative Randy Jolmson and Bobby Brantley on Friday at about 1:00 P.M.
regarding Representative Jolmson's trust fund legislative initiative for expedited FEMA funding, the state's share of disaster
recovery funding, affordable housing issues in Front Porch communities, and property tax relief holding cities and counties

hannless, and that Representative Jolmson looks forward to a letter of support for the initiative from the City of Sanford;
Representative Johnson is working on FEMA denial letters that were discussed in the Orlando Sentinel editorials, and is looking
for help with debris removal from private property and for generator assistance; received information from the Florida League
-
of Cities on the Governor's initiative on building permits to assist us in flood recovery; anticipate Representative Jolmson's help
with emergency management grants through Florida Department of Community Affi1irs to assist us in getting a disaster recovery
center here in Sanford.
City Manager Grieshaber reported we will be responding to Representative Jolmson as soon as possible depending on Hurricane
Ivan.

(I) The continuation ofthe September 13, 2004, City Commission Regular Meeting.
(2) The restoration of power, or lack thereof, by Florida Power and Light and the need for a city employee to
receive power outage complaints ifthere are sintilar outages after Hurricane Ivan and refer the information to a secure Florida
Power and Light phone line [Commissioner Hipes joined the meeting during discussion.] [Commissioner Jones left the meeting
and returned during discussion.]; the desire for a meeting with the Mayor, City Manager, and the head Florida Power and Light
person [Mayor Lessard passed the gavel to Vice Mayor Dr. Williams and left the meeting and returned and reclaimed the gavel
during discussion]; consider modiJYing Florida Power and Light's Agreement regarding massive power outages. City Manager
Grieshaber reported the "clearing house" taking of power outage complaints will be done.
(3) Tree recovery.
(4) Mosquito control.
(5) Funds expended fur items including debris removal, supplies such as sandbags and chain saw chains, leased
four wheel drive vehicles, water and ice.
(6) Distribution of water and ice by volunteers vice city employees.
(7) The wastewater treatment plant.
(8) The failure of the Seminole Boulevard roadway.
(9) The 1 st Street Streetscape Project.
(10) Possible flooding conditions.
(11) The lack of assistance from the Red Cross.
(12) Food provided to city employees working in the clean-up efforts.
OTHER BUSINESS.
There being no further business, the meeting was adjourned at 10:52 AM.
