(I) Approve payment of City Attorney's August, 2004, Statement. Recommended by the City Manager.
(2) Approve payments made during August, 2004. Recommended by the City Manager.

(3) Approve revised Intertocal Al:reement with Seminole County for inclusion of city utility lines in the county's East
Lake Mary Boulevard road project. Recommended by the City Manager.
(4) Eneineerine Services for the North Shore Revetment and Rehabilitation Project on Marina Isle: approve
Amendment No. 81-87 to Agreement for Continuing Services with CPH Engineers, Inc., for amount not to exceed
$48,500.00 Recommended by the City Manager.
(5) Solid Waste and Recyclinll Franchise Allreement with Florida Recycline Services. Inc.: approve renewal fur five
yeartenu to expire on December 31,2009. Recommended by the Solid Waste Coordinator, the Public Works
Director and the City Manager.
(6) Approve Intertocal Allreement relatinl: to transfer of jurisdiction of Church Street and North White Cedar
BwuI from Seminole County to City of Sanford and authorize Mayor and City Manager to execute all implementing
documents. Recommended by the City Manager.
(7) Acknowledee Jay Sheppard's resillnation from the Waterfront Master Plan Steering Committee. Recommended
by the City Manager.

Sanford Fall Boatinr E~po at RiverWalk Special Event: approve street closure of Seminole Boulevard
(RiverWalk) from Highway 17-92 to the west side of Palmetto Avenue from Wednesday, September 29,2004 at 8:00
AM. until Monday, October 4,2004, at 5:00 P.M. and approve use of city prllperty (RiverWalk and Memorial Park)
for the special event. Recommended by the City Manager.

(9) 16th Annual Historic Sanford Home Tour Special Event: approve street closure of Magnolia Avenue from 1st
Street to 8th Street on Thursday, December 2,2004, at 9:00 A.M. to Friday, December 3, 2004, at II :00 P.M.;
approve use of city property (Magnolia Square) for the special event; approve waiver of fees for this city co-
sponsored event. Recommended by the City Manager.

(10) Authorize use of General Fund Reserves to cover fundinr shortfall in the Seminole Town Center CRA Fund in
amount of$13,713.71. Recommended by the City Manager.
(II) APprove purchase ofIBM iSeries, model 8952 PIO Tier As400 computer s.,vstem, redundant back-up system, and
associated hardware in amount of$91,003.00. Recommended by the City Manager.
(12) Approve and authorize Mayor to execute renewal of Inter local Agreement with Volusia County for mosquito and
midl:e control services at rates and tenus shown in the Agreement. Recommended by the City Manager.

(I) Fint readinv of Ordinance No. 3899 to rezone 4.12 acres between School Road and Church Street and between CR
15 (Monroe Road) and North White Cedar Road (3985 and 4005 School Street) to PD, Planned Development,
amending Ordinance No. 3817 and associated Development Order No. 03-0037 by adding the two parcels to the
Planned Development Master Plan for the Cox Lnmber faclU~ located at 3940 Church Street for a total of20.6
acres, with conditio. and stipulations in Development Order No. 04-0036. Ad published September 5, 2004.
Planning and Zoning Commission recommendation to be submitted at meeting. Recommended by the Director of
Planning and Development Services and the City Manager.
(2) Consider and approve the me of Local Law Enforcement Block Grant ~004-LB-BX-0131) funds to purchase
various police equipment and/or overtime for sworn or civilian personnel. Ad published September 12, 2004.
Recommended by the LLEB Grant Advisory Board, Police Chief, and the City Manager.
(3) s..c,ond readinK and adoption of Ordinance No. 3896 to close, vacate and abandon a 14 foot wide east-west alley
between W. 8th Street and William Clark Court and between Mulberry Avenue and Pomegranite Avenue and
retaining the easterly 148.86 feet as a utility easement; Good Samaritan Home of Sanford, applicant. Ad published
September 15,2004. Recommended by the City Clerk and the City Manager.
(4) Second readinlr and adoption of Ordinance No. 3897. amending the City Code to prohibit price gouging during any
period of disaster or emergency. Ad published September 15, 2004. Recommended by the City Clerk and the City
Manager.
