Einutes of regular meeting of November 9th, adjourned meeting of November 19th. regular meeting of November 23rd., adjourned meetings of November 24th. 27th., December 2nd and 3rd., Special Heetings of December 9th, regular meeti~ of December 14th., adjourned meeting of December 23rd, and regular meeting Decen~er 28th.1942, next read and approved. Current invoices and payrolls for the month of December 1942, properly audited and vouchered as evidenced by voucher Nos. 5283 thru 5393, submitted, examined, approved and payment auti~orized. Eonthly reports of Streets, S~nitation, Health, Water, Police, Fire, Library and Golf Departments for the month of December 1942, submitted and examined. Financial statement and statement of revenues and espenditures during the month of December 1~42, submitted and examined. Bani~ statements in all accounts for the month of December 1942, properly reconciled submitted and exaalined. Seconded by Co.~issioner Bishop and carried. Commissioner Gut next introduced Ordinance No. 332, entitled: ORDIN~,~CE NO. 332. AN ORDINANCE OF THE CITY OF SANFO~iD , FLORIDA, PROVIDIi.!G FOR THE COLLECTION AND PAYMENT OF THE VICTORY TAX REQUIRED BY THE FEDERAL ACT OF 1942. and same w~s read in full by the Clerk. Thereupon Commissioner Gut moved t~t the rules be ~aived and said Ordinance No. 332 be placed on its final passage and adoption. Seconded by Commissioner Lodje. The roll was called and the vote stands as follows: Co~nissioner Higgins Aye " Bishop Aye " Gut Aye " Hill Aye ,' LoDge Aye Thereupon the Chairman announced tha~ the City Commission of the City of Sanford, Florida, by unaimous vote had passed and adopted said Ordinance No. 332 , entitled: ORDI~ANCE No. 332 AN Oi~INANCE OF THE CITY OF SANFO~D, FLORIDA PROVIDING FOR THE COLLECTION AND PAY~.~ENT OF THE VICTORY TAX REQUI~D BY THE FEDERAL REVENUE ACT OF 1942. On motion duly adopted Ordinance No. door bi' the City Hall in the City bi' Oan£ord, the Charter, as amenaed. 332 was next ordered POSTED at the front Fioriaa, in accordance with the terms of City Attorney ¥~ilson next reported that ~'I~ ~ ~ ' ~',.la y Bennett, 705 I~agnolia Avenue, had fallen on the sidewalk in front bi' the property at 709 Idagnolia Avenue on January 10, 19~3, and fractured her arm, and t~t she claims the accident was caused i~rom a defect in the sidewalk aad has requested the City to pay all her medical fees in connection therewith. Thereupon the matter was referred baek to City Attorney Jilson for further investi- gat i on. Inspector Duncan was next instructed to make an inspection of all sidewalks from First Street south to Thirteenth Street, and from Son±'ord Avenue west to French Avenue, arid report the necessary repairs tn~t should be made to said sidewalks to the Commission at the next meeting. On motion bi' Commissioner hilt, seconded by Oo.:~issioner Lodge and carried, the Clerk was next authorized to purchase an insurance property map fr~m A.P.Connelly & Sons at a price of ~20.OO, to be used for tax assessment purposes. The ldayor next reported that in view of the local farm labor sho~t,age, the Farm Security Ad~:~inistration i~as agreed to recruit several colored laborers to Sanford, pro- vided tile City would £urnish the necessary site for a Government owned ~':obile Labor Camp., advising that the City owned a block bi~ property described as Lot 27, Robinson Survey, that would be suitable for this purpose. Thereupon Commissioner Gut moved that the ~.gayor and Clerk be authorized to execute a letter offering the Federal Security Aa:.~_n~st~t~on the use el~ the aforesaid property for a Government ~[o'bile Labor C~mp. SeCo~ied by Co~missioner Bishop and carried. ~ The Clerk next reported that the adjustment bi' delinquent taxes and/or special assessments ag~inst I}~RO'¥ED PROPERTY under ti'~e provisions of Resolution No. 574, cancels 90~/~ of taxes for year 1935 and prior years al~d all interest thereon, provided the 195~ and subsequent years taxes are paid at time of cancellation ; and cancels 90~/~1 o£ special assessments and all interest thereon provided the balance is paid at same time; and that the adjustment bi such taxes and/or special assessf~ents ao~.~i:st UNI}~',PP~OVED ~w~,v ~ t,~ '~rovi~ion~o ~ of R~.~solution~'..o ~ . 578, cancels all t~:.xe~ s for years 1935~ MINUTES Crr¥ OOMM ss,oN. January i1 at 7:30 P ~'(9 43 27. 1939, provided the balance of such taxes are paid at same time, and also cancels 95% of special assessments and all interest thereupon, providing balance is paid in full; stating that several property owners have vacant lots next to their homes on which they nave ~Jeen receiving the benefits of tl~e homestead exemption in connection with their home property; and that said lots have been classified as improved property ~d allowed only zne adjustment provided in Resolution No. 5~4 i~ payment of delia&uent t~es thereon; advising that a number of persons owning vacant lots under this category would pay the delineuent t~es and/or special assessments a~ainst same provided they could be settled under the unimproved adjusted basis. Thereupon after careful consiaeration and on motion duly carried, the Commission aut~orized tt~e adjustment of special assessment liens under the provisions off Resolution No. 5~ against vacant lots included in the exemption on homesteads, provided all delin- quent taxes against such properties are paid at the same time, said taxes to be adjusted under the provisions off Resolution No. 5~4, if applicable. On motion of Commissioner Lodge, seconded by Co~,missioner Bishop and carried, the Co~m~ission ne:~t authorized an expenditure ~'or the cost of partitioning off the northeast corner of the ~..;unicipal Court Room in the City Jail building for the purpose of ~urnishi~ an office for the Shore Patrolmen ~rom the Naw. 1 Air Bess st Sanford. Minutes of Regular Annual meeting of January 5th. 19~3, next read and approved. Application next received from Stephen Hine ~or permit to sell beer and wines at 408 Sanford Ave., and same was re~rrea to Chief of Police ~illiams for investigation. Report of January Analysis of ~iilk beini~ furnished by all dairies operating in the City of S~n~'ord, as prepared by Dr. L.A.Scribner's Laboratories at Orlando, next pre- sented, such report showin~ ~1 such milk within the reGuirements of "Grade A ~ilk" except raw milk furnished by the Green Valley Dairy. On motion of Commissioner Bishop, seconded by ~o~missioner Hill and carried, the Clerk and City Attorney were next authorized access to safety deposit box No. 17~ at the S~nford Atlantic National B~nk for the purpose of securinii~ two Water Plant Revenue Certil'icates due February 1,1943, said certil'icates owned by the Insurance Fund as an investment. Resuest next received from the local colored World V;ar Veterans Post for the City to contribute to their underprivileged children fund, the sum of $40.00 collected from Silas Green's L[instrel for li~ense to show in Sanford on January 22, 1943. Thereupon after ca~'eful consideration, Com~issioner Hill moved that the City donate $20.00 to the Colored '~orld Wer Vetersns toward welfare work for underprivileged colored children, and contriOute the b~z~.nc in amount of ~;20.O0 toward sponsoring the WPA Colored Nursery Project auring t~e ensuing year. Seconded by Commissioner Lodge an~ carried. Request next received from ~.[rs J E ;Tilliams for an extension of time in which to repair , or demolish a~d remove the partly burned dwelling house located on Lot 10 Block 14 Tier 5, E R Trafford's ~.[ap, w~ich was condemned by resolution No. 637, passed and adopted by the City Commission at the meeting of October 12, 1942, she having been granted until February 1,1943 to make some disposition of the aforesaid building. Thereupon on motion duly adopted, t~e Co~mission ~ranted ~irs Williams until 5{arch 1, 1943 to dispose of tl~is building. Co~:~unication next read from H.B Pope Co. Inc., witk reference to the assessed valuation placed on their personal property for the year 1942, claiming that the personal property tax return filed by them was in excess of the actual value of the property. Thereupon ti~e Clerk was ins-~ructed to notify H.B.Pope Co. Inc. to file a corrected personal tax return for the year 1942, for consideration by the Commission.
