Current invoiCeS and payrolls for the month of January 19~ properly audited and vouchered aS evidenced by voucher Nos. 539~ thru 5~81, submitted, examined, approved and payment aut~orized. ~onthly reports of Streets, Sanitation, Health, yf~ter, Police, Fire, Library and Golf Departments for the month of January 19~3, submitted a~d examined. Financial statement and statement of reve~ues and expenditures during the month of January 19~3, sub,litted and e:,: stained. Bank statements in all accounts for the month of January 19~3, properly reconciled, subm~ttea and exa_~,ed , .'n ¥loods oi the Salvation Army next appeared and outlined their program C~pta~ ' for welfare work auring the ensuing year, wl~ich includes organizing and maintaining a local Boys' Club for the benefit of boys o~ ages between six and twenty-one years, · , o. for carrying ~"t contribute $600.00 toward t~e~r annual oudoet and requested that the ~ Y on t±~is work. Thereupon after careful consideration, and in view cZ the fact that the City is now appropriating $200.00 annually to the Salvation Army toward f~edi~,g and clothing indigent trsff~sients, Commissioner Gut moved that $1OO.00 be aonated toward the maintenance of the proposed Boys' Club. Seconded by Commissioner Bishop and carried. t~r. Wm.J.Weiskopf, Director of the local United Service OrganiZation and Frank Shames, Chairman Service Idea's Recreation Committee , next appeared and reGuested the use of all recreatiOn facilities in Fort t.~ellon Park in connection with their recreation program for service men, and also requested tt~.t the City irstall lights for the shuffleboard and tennis courts, and construct badminton and volley ball courts and additional tennis courts, and install lights therefor; stating that the ~ ' Organization would maintain said facilities and pay all electric light United o~rv~ce bills. Thereupon after considerable discussion, the Liayor appointed Co~?.missioners Gut o ~-~ of the cost to construct and and Hill as a Committee of two to prepare an eot_.~.te install the additional recreation facilities in Fort ~ello~ Park, as requested by Mr. V~eiskopf and L~r. Shames, for further consideration by the Commission. Inspector Duncan next sub,'~itted a report on the inspection of ~11 sidewalks from 8anfOrd Avenue west to French AvenUe, anc~ First Street south to Thirteenth Street, such report showin~ all suci~ s. idewalks theft need repairs and the legal description cz t~e property adjacent thereto. Commissioner Hill next moved that the Atlantic Coast Line Railroad Company be notified to construct sidewalks across their track on the South side of Third Street between Oak Avenue and ~yrtle Avenue, and on the North side of First Street bet~een Oak Avenue and ~yrtle Avenue. Seconded by Commissioner Lodge and carried. The following letter was next read from City Attorney Wilson with reference to the cases in the ~unicipal Court that Attorney G.~.Spencer referred to in his letter of January 2~,1943, as having been sentenced in excess of the penalties imposed by the Ordinances violated " February 5, 1943 Honorable City Commissioners Sanford, Florida. In response to the complaint of Doshie Jones filed at the adjourned meeting of February 1,1943, claiming that she was mistreated by Policeman Grover Williams a prisoner in the City Jail on January 18,1943, Chief of Police reported on his investigation o£ the matter and the facts surrounding Thereupon on motion duly adopted, the Commission went on record as being satisfied with the report made by Chief of Police Willi~ns with respect to the aforesaid complaint. Communication next read from Mrs. Elton J.Moughton, Librarian, Sanford Public Library, advisinb vhat the ~VPA project for mending and binding books at the Library will be discontinued on ~.~arch 1,19~3, and requested that ~.[rs Julia Gonzalez, ~o has been mending and binding books at the Library for the past several years under the WPA project, be employed on a part time basis by the City to continue this work. Thereupon Commissioner Hill moved thst Mrs. Julia Gonzalez be employed on a half time basis to mend and bind books at the Library at a salary not to exceed $30.O0 per month, e~'fective lIarch 1,1943.
