Meeting called to order by the Chairman who announced that the purpose of
meeting was to discuss with Mr. E.P.Owen, Secretary , and W.M.Madison, Counsel ,
Florida League of Municipalities,

Thereupon Messrs. Owen and Madison presented and explained the following program
that had been adopted by the League.
i~ffirmative Legislation.
1. An Act amending the State Statute relating to property exe~t from taxation
so as to authorize the taxation by cities and counties of such property of
the Federal Government as the latter permits to be taxed.
2. An Act authorizing such municipalities as so desire to impose and collect
reasonable charges for garbage collections and for certain other municipal
facilities rendering a direct service to the users thereof.
3.A Joint Resolution proposing the repeal of the constitutional provision
providing for uniform system of municipal government.
~. An Act permitting the providing for the liquidation of municipal tax liens
on lands that reverted to the State under the Murphy Act.
5. An Act authorizing the establishment and maintenance of a reserve fund and
the planning for post-war municipal public works projects during the present
state of war.
6. An Act providing that the police Jurisdiction of municipalities shall
cover certain adjoining territory and for the effectiveness of ordinances
prescribing health, safety or welfare regulations therein.
7- An Act authorizing outside service by municipal fire-fighting forces and
equipment during the present state of war.
~. An Act extending until the termination of the present war the authority
of Housing Authorities to initiate the development of defense housing projects.
9. An Act authorizing proceedings for the forfeiture to the municipality
of funds seized by municipal officers in connection With games of chance
upon the conviction of the owner or operator of such games of chance.
10. An Act providing for Joint liability of the municipality and abutting
property owner for injuries caused by the defective condition of sidewalks.
Matters of Poli~y~
a Vigorously opposed at all times to any measure having the effect of curtailing
or destroying local self-government.
b. Strongly against any efforts to limit the present existing, general power or
the governmental functions of municipalities; to abolish or limit the
present municipal ad valorem tax base and licensing powers; to freeze
municipal budgets; or to permit taxation by one unit of government of the
revenues of another.
Believes there is no necessity for general legislation dealing with air raid
precautions, emergency health and sanitation areas, and traffic control of
military vehicles and materials, within municipalities, as these matters
are and can be handled by municipal ordinances under charter powers to meet
local conditions.
Feels that legislation oroviding for the susoenslon or modification of Statutes
or munlcloal ordinances by State officials or boards during the war emergency
is unsound in orlnciole, unconstitutlonsl, and already within the realm of the
exercise of the cowers of martial law by the Governor or the milltarv

e. Continued co-operation with the Florida Tax Inquiry Council was referred to
the Legislative Co~mittee with power to act.
f. The matter of consolidation of city tax assessing or collecting offices with
those of the county was referred to a committee for further study and report
and recommendations to the League.
Nr. Owen next outlined the expenses incurred in connection with carrying out this
program and requested financial assistance in amount of $500.00 from the City of Sanford.
Thereupon after careful consideration, Commissioner Gut moved that the City
contribute $250.00 to the Florida League of Nunicipalities for Legislative Services
for 19~3, and that the Clerk be authorized to execute a contraCt with the League for
such Legislative Services, payment therefor to be made at once. Seconded by Commissioner Bishop and carried.
Bill of Florida League of ~unicipalities in amount of $~0.00 covering regular
annual dues for routine League services for fiscal year ending June 30,19~3 next
submitted , and on motion duly adopted, same was approved and payment authorized.
Commissioner Gut next informed the Board that the Federal Works Agency opened
bids on February 2~, for the construction of the Recreation Building in Fort ~ellon
Park, but the contract was not awarded because the lowest bid was $5120.O0 in excess
of the funds allocated by the Fede=al Government for this purpose, advising that
application was being made to the Government for additional funds to cover the cost of
constructing the building in accordance with the original plans and specifications,
without having to change them.
On motion duly carried, Commissioner Gut and the Clerk were next appointed to
represent the City in connection with the opening of bids in Federal Works Agency's
O~ice in Jacksonville on ~.~arch 2, 19~3, for the construction of the City's Waterworks
Project, the expenses in connection therewith to be borne by the City.
There being no further business the meeting adjourned.
