Meeting called to order by the ohairman. Minutes of regular meetin~ of February 8,1943, next read and Current invoice~ and oayrolls for the month of February 19~3, thru 5561, submitted, vouchered as evidenced by voucher Nos. 5~$2 payment authorized. Monthly reoorts of Streets, Sanitation, aooroved. properly audited and examined, approved and Health, Water, Police, Fire, Library, and Golf Departments for the month of February 1943, submit~ed and examined. Financial Statement and statement of revenues and exprendltures during the month Of February 1943, eubmttted and examined. Bank statements in all accounts for the month of February 19~3, properly reconciled, submitted and examined. Beport of February Analysis of milk being furnished by all dairies operating in Sanford, as prepared by Dr. L.A.Scrlbner's Laboratories at Orlando, next presented, such report showing all such milk within the requirements of "Grade A Milk.# On motion of Commissioner Mill, seconded by Commissioner Lodge and carried, the Commission next authorized an ex~endlture of $20.00 toward defraying the burial expensee of Ben Gainer, colored, who wee employed by ~he City far several years, but had recently been convicted in the Municipal Court and served a sentence in the City Jail. On motion duly carried, the Commission next authorized the temporary employment of J.E.Urich at a salary of $20.00 ~er week to asetet in making the 1943 Personal Tax Aeeessmen The Clerk next reported that the City ~old Lot 8 Block 9 Tier 14 , Seminole Park te Gharlle Crawford on January 30,19~, but have not been able to deliver him possession ef the oroperty because Maggie Miller, former owner of said prooerty is still occupying the premises and refuses to surrender same to the new o~er. This property having been acquired by the City thru foreclosure of tax liens. Thereupon Commissioner Lodge moved that City Attorney Wilson be directed to take such legal action ae necessary to dieooeeees Maggie Miller of the aforesaid ~roperty. Communication next read from Mrs. Winnie E.Smlth requeettng a reductian in the aseeseed valuation in amount of $1700.O0 against Lot 6 Block 10 Tier 6 E.R.Trafford's Man, and same was ordered filed for consideration when the Commission meets as a Tax Equalization Board. On motion of Commissioner Hill, seconded by Commissioner Lodge and carried, the Commission next authorized the nayment of $66.00 to D.C.Brock for services rendered in negotiating the sale to S.D.McGlll of lots 6 and ? Block 6 Tier 1, E.R.Trafford's Map. Consideration next given to the matter of endeavoring to obtain lower rates for fire insurance on properties in Sanford. Thereupon after considerable dlscuesion, Commissioner Gut was authorized to request the Florida Inspection & Rating Bureau, Jacksonville, to send a representative to Sanford to discuss with the Commission the present rate structure, and to make recommendations for the necessary changes that would be required in the City's fire fighting facllitlee, in order to reduce the Dresent rates. Me~srs. H.B.Pope, M.R. Strickland Jr. and D.B.Stafford, local oil distributors, next apneared before the Board and requested that the City pay the regular retail price for gasoline, which ie four cents above the tank-wagon orice, instead of requiring the service stations to sell it to the City at a discount. Thereupon after considerable discussion, Commissioner Lodge moved that the City ~ay four cents above the list tank-wagon orice for all gasoline nurchased through service stations during the present emergency. Seconded by Commissioner Gut and carried over the dissenting vote of Commissioner Hill. Commieeloner Gut next introduced Resolution No. 646, and after being read in full by the Clerk, moved its passage and ado~ion. Seconded by Commissioner Lodge and carried by the following vote of the Commission: Commissioner Higgins Aye " Gut Aye # Hill Aye # Lodge Aye said Resolution No.646 being in words and figures as follows: RESOLUTION NO. A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BANFORD, FLORIDA, AUTHORIZING THE EXECUTION AND DELIVERY BY THE MAYOR AND CITY CLERK OF SAID CITY OF A LEASE TO THE UNITED STATES OF AMERICA OF CERTAIN REAL PROPERTY SITUATE AT THE NORTHEAST CORNER OF FIRST STREET AND SANFORD AVENUE IN THE CITY OF SANFORD, FLORIDA. WHEREAS the City of Sanford, Florida, has agreed to lease unto the United State of America the following described lot, piece or oarcel of land situate at the Northeast corner of First Street and Sanford Avenue in said City, to-wit:: BEGINNING on the north side of First Street in the City of Sanford, Florida, at a point ~0 feet _east of the southeast corner of Block 2, Tier 1, E R Tra~ford's Map of · own of $anford, Florida, of record in Plat Book 1, cages 56 to 6~ of the Oublic records of Seminole C?unty, Florida, thence run North 135 feet; thence East~140 feet; thence South 135 feet, thence West 140 feet to BEGINNING. FOR AND DURING A TERM OF THIRTY YEARS FROM THE FIRST DAY OF March, 1943, with the right of renewal of said lease as therein stated, and the United States of America has submitted to the City Commission of said City of Banford a form of said lease, which form has been considered by the City Commission, and said City Commission of the City of Sanford deems it exoedient and for the best interest of said City of ~anford to have said lease as so submitted executed in the name and for and on behalf of the City of Sanford, Florida, by the ~ayor and City Clerk of eaid City and delivered to the proper authorities for the United Btatee of America: NOW, THEPEFOBE, BE IT BESOLVED by the City Commlselon of the City of BanfOrd, Florida, that the ~ayor and City Clerk of the City of Sanford, Florida, be and they are hereby authorized and instructed to execute for and on behalf of the City of Banford the written lease submitted to the City Commiesion by the United Statee of Aaer~ca of the above des- cribed real property situate at the Northeast corner of Firet Btreet and Banford Avenue in said City of Banford, Florida, for and during a term of thirty years from the first day of March , 19~3, with the right of renewal ae in said lease provided , and deliver same to the proper authorities · BE IT FURTHERRESOLVED that this resolution ire passage and adoption. pASSED AND ADOPTED this ~th. day of March, 19~3· shall become effective immediately upon Edward H%g~l~s -- Mayor.
