The City Cpmmission of the City of Sanford, Florida, met in adjourned session at the
City ~all in the City of 5anford, Florida, at 7:30 o'clock P.M. April 5, 1943.

Meeting called to order by the Chairman.
Mr. Anderson next aopeared before the Board and requested permission to keep a
house trailer on the vacant property at southwest corner of Commercial Street and Hood
Avenue, and on motion duly carried, same was granted.
Letter next read from Garland W.Spencer, Attorney for Mrs Myrtle C.Gradick, presenting
claim against the City in amount of $153.97, ~Or alledged damages caused from injury
resulting from Mrs Gradick falling on a private walkway leading from street curb to
sidewalk in front of Tuxedo Feed Store at northwest corner of SecOnd Street and Sanford
Avsnuee
Thereupon after careful consideration, and in view of the fact that the walkway on
which Mrs Gradick was injured is not a public walkway, it was felt that the City
is not liable for her injury, and the Commission declined to pay the aforesaid claim.
Communication next read from Edward J.Nelson, Jr. local attorney, registering com-
plaint against the operation of the Municipal Court of Sanford, in which he claimed that
said Court is not being conducted in accordance with rules of procedure as set forth by
law; that said Court has confiscated personal property of an individual without regard
to the laws of the State of Florida; and also objecting to said Court's conception of
administering Justice.
Action deferred, nending a report from Municipal Judge Frank L. Miller with respect
to said complaint.
Commu~ication next read from Garland W. SDencer' Attorney for the estate of Rolla J.
Reel, offering to convey to the City a galvanized warehouse building located on Lots
4 and 5 Block 5 , Tier 8, E R Trafford's Map in full settlement of City taxes amounting to
$2,944.09, under the adjusted basis and calculated to March 31,19~3, against all other
pronertles owned by said estate in the City.
Thereuoon after careful consideration it was the opinion of the Commission that
the City would not have any municipal use for the aforesaid warehouse, and the offer
was declined.
Bill of Title Guaranty & Abstract Company in amount of $100.OO for services in
preparing abstract on the prooerty in Fort Mellon Park that the City leased to
Federal Government for the USO Recreation Building site, next presented, and on
motion duly carried, same was aoproved and oayment authorized.
Application next received from J.A.Jarre!l for homestead exemption for the year
1942 on Lot 12, Normany Square, aoplication for such exemption at the proper time having
been neglected thru an oversight.

CITY COMMISSION, at
H.B.Pope Company, Inc. next submitted a certified corrected Personal Tax Return
for the year 1942, show~ng the total value of their personal property to be $3,2S5.09
lees than returned to the Tax Assessor under date of March 24, 1942, and requested the
Commission to adjust the assessed valuation in amount of $S,230.00 placed on said property
for that year.
Thereuoon after careful conslderetion, Commissioner Bishop moved that the assessed
valuation for year 19~2 in amount of $~,230.OO against the oersonal property of H.B.
Pope Comoany, Inc. be adjusted to 6,280.00.
Seconded by Commissioner Gut and carried.
On motion ~ Commissioner Hill, seconded by Commissioner Lodge and carried, the
Tax ~ollector was next authorized to issue llcensesfor the second quarter of 1943 on
coin-operated games and amusement devices.
The Clerk next oresented rights-of-way deeds preoared by the State Road Department
for the additional five feet of right-of-way needed on each side of Park Avenue from
the railroad south to Twenty-first Street, in connection with the proposed widening
of Park Avenue from 24 feet in width to 44 feet in width from Tenth Street south to
Twenty-third Street. These deeds having been mailed to the City for the purpose of
having them executed by the owners of su~oropertles.
Thereupon Commissioner Gut moved that City Attorney Wilson be authorized and directed
to secure the signatures to these deeds from the owners of the aforesaid properties,
with Instructions to notify them that unless the deede are eEecuted within thirty days,
condemnation oroceedings will immediately be instituted for acquiring said rights-of-way.
Seconded by Commissioner Lodge and carried.
The Clerk next reoorted that water is seeping under Mrs Badie Brouse's store building
at 113 Magnolia Avenue and that she has been unable to find where the water is coming from,
and has requested the City to assist her in locating its source.
on motion duly adopted, Suot. Moughton was authorized to help Mrs Brouse

locate the aforesaid trouble, orovlded she furnish the City a letter agreeing to save
the City harmless from any damage which she may suffer from the City's attempt to locate
and remedy the cause of such trouble.
Inspector Duncan next reoorted that an old garage building located on Lot ~ Block 4 Tie~
5, E R. Trafford's Mao , is in a dilaoidated unsafe condition and a fire hazard, and
recommended that same be condemned.
Thereupon the Clerk was instructed to notify the owner of the aforesaid property
to demolish and remove this building, and that in the event of their failure to do so, the
City will take the necessary action to condemn and demolish same.
On motion duly carried, the Commission next aoproved the employment of C.M.Whiddon
in the Fire Deoartment at a salary of $105.00 oer month to fill the vacancy created by
the resignation of Elmer C.Nolan on March 16,1943.
There being no further business the meeting adjourned.
